حققت المملكة المرتبة (13) عالميًا من أصل (70) دولة هي الأكثر تنافسية في العالم حسب تقرير الكتاب السنوي للتنافسية العالمية الصادر عن مركز التنافسية العالمي التابع للمعهد الدولي للتنمية الإدارية (IMD)، الذي يعد واحدًا من تقارير التنافسية الرئيسة التي يتابعها ويحللها المركز السعودي للتنافسية والأعمال بالتنسيق مع الجهات الحكومية ذات العلاقة.
وتقدمت المملكة (4) مراتب في نسخة العام 2026، مدعومةً بتقدم الأداء في جميع المحاور الرئيسية للتقرير (الأداء الاقتصادي، الكفاءة الحكومية، كفاءة الأعمال، البنية التحتية)، إلى جانب التقدم في (15) محورًا فرعيًا من أصل (20) محورًا، ما جعلها في المرتبة الـ(3) بين دول مجموعة العشرين.
وأكد وزير التجارة رئيس مجلس إدارة المركز السعودي للتنافسية والأعمال الدكتور ماجد بن عبدالله القصبي أن القفزات النوعية التي سجلتها المملكة في تقرير الكتاب السنوي للتنافسية العالمية، والمؤشرات الدولية المعتبرة، هي نتيجة لتوجيهات ودعم ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز آل سعود -حفظه الله- لتحقيق النمو الاقتصادي والتنمية المستدامة التي تسعى لها رؤية المملكة 2030.
فيما أشار المعهد الدولي للتنمية الإدارية (IMD) إلى أن القفزة في أداء المملكة جاءت نتيجة لأدائها الاقتصادي، وكفاءة الحكومة، وكفاءة الأعمال، والبنية التحتية، وتحسن العديد من المؤشرات الفرعية، أبرزها التجارة الدولية، والتوظيف، وتشريعات الأعمال.
وحلت المملكة في المرتبة الـ(3) بين دول مجموعة العشرين بعد الولايات المتحدة والصين، مسجلة تفوقًا على جميع دول المجموعة -حسب المؤشرات التي يقيسها التقرير- في محوري الكفاءة الحكومية وكفاءة الأعمال.
وبين التقرير أن المملكة أحرزت أداءً إيجابيًا في جميع المحاور الرئيسية، حيث تقدمت في محور الأداء الاقتصادي من المرتبة الـ(17) إلى المرتبة الـ(12)، وفي محور الكفاءة الحكومية من المرتبة الـ(17) إلى المرتبة الـ(12)، وفي محور كفاءة الأعمال من المرتبة الـ(12) إلى المرتبة الـ(9)، وفي محور البنية التحتية من المرتبة الـ(31) إلى المرتبة الـ(28).
وأسهمت الإصلاحات الاقتصادية المنفذة في المملكة في الوصول إلى المراتب الثلاث الأولى في 17 مؤشرًا، منها المرتبة الأولى عالميًا في مؤشرات: نمو صادرات الخدمات التجارية، وشروط التجارة، ودعم الخدمات المصرفية والمالية للأنشطة التجارية، والأمن السيبراني في الشركات، وعدد مستخدمي الإنترنت (لكل 1000 من السكان)، فيما حققت المرتبة الثانية عالميًا في مؤشرات: التماسك الاجتماعي، وإجمالي النشاط الريادي في المراحل المبكرة، وتفهم الحاجة للإصلاحات الاقتصادية والاجتماعية، والشراكات بين القطاعين العام والخاص لدعم التطور التقني، إلى جانب تحقيق المرتبة الثالثة عالميًا في مؤشرات: قابلية السياسات الحكومية للتكيف مع المتغيرات الاقتصادية، وكفاءة المالية العامة، وشفافية السياسات الحكومية، ودعم التشريعات لتأسيس الشركات، ومنظومة القيم، والامتثال التنظيمي في القطاع البنكي، وتكاليف الكهرباء للقطاع الصناعي، إلى جانب تحقيقها المراتب الـ10 الأولى في 74 مؤشرًا فرعيًا من أصل 262 مؤشرًا.
وأظهرت نتائج استطلاع رأي المديرين التنفيذيين عوامل جاذبية بيئة الأعمال في المملكة، التي كان من أبرزها ديناميكية الاقتصاد السعودي، وكفاءة الحكومة، والبنية التحتية الموثوقة، واستقرار السياسات والقدرة على توقعها، والقدرة على الوصول للتمويل، وجودة حوكمة الشركات، والبيئة القانونية الفعّالة، والسلوكيات الإيجابية، والبيئة الصديقة للأعمال.
ويعد تقدم المملكة في نتائج التقرير استمرارًا للجهود التي يبذلها المركز السعودي للتنافسية والأعمال بالتكامل مع جميع الجهات الحكومية ذوات العلاقة، حيث تم تحديث ومتابعة بيانات المملكة بالتعاون مع الهيئة العامة للإحصاء والجهات الحكومية المعنية، إلى جانب تنفيذ 1000 إصلاح تشريعي وإجرائي وتقني حسنت كفاءة الأعمال، وعززت تنافسية المملكة، إضافة إلى حصر ومعالجة تحديات القطاع الخاص، وتوعيته بالإصلاحات والمبادرات والجهود الحكومية.
يذكر أن تقرير الكتاب السنوي للتنافسية العالمية، الصادر عن مركز التنافسية العالمي التابع للمعهد الدولي للتنمية الإدارية (IMD) في مدينة لوزان السويسرية، يعد التقرير السنوي الوحيد الذي يقيس تنافسية الدول بشكل شمولي، إلى جانب كونه مرجعًا للمنظمات والمؤسسات الدولية لمقارنته بين (70) دولة هي الأكثر تنافسية عالميًا.
The Kingdom achieved the (13th) position globally out of (70) countries that are the most competitive in the world, according to the Global Competitiveness Yearbook report issued by the World Competitiveness Center of the International Institute for Management Development (IMD), which is one of the main competitiveness reports monitored and analyzed by the Saudi Center for Competitiveness and Business in coordination with the relevant government entities.
The Kingdom advanced (4) ranks in the 2026 edition, supported by improved performance across all main axes of the report (economic performance, government efficiency, business efficiency, infrastructure), along with progress in (15) sub-axes out of (20) axes, placing it in the (3rd) position among the G20 countries.
The Minister of Commerce and Chairman of the Board of Directors of the Saudi Center for Competitiveness and Business, Dr. Majid bin Abdullah Al-Qasabi, confirmed that the qualitative leaps recorded by the Kingdom in the Global Competitiveness Yearbook report and the respected international indicators are the result of the directives and support of the Crown Prince, Prime Minister Prince Mohammed bin Salman bin Abdulaziz Al Saud – may God protect him – to achieve economic growth and sustainable development sought by Vision 2030.
The International Institute for Management Development (IMD) indicated that the leap in the Kingdom’s performance resulted from its economic performance, government efficiency, business efficiency, infrastructure, and the improvement of many sub-indicators, most notably international trade, employment, and business legislation.
The Kingdom ranked (3rd) among the G20 countries after the United States and China, outperforming all member countries – according to the indicators measured by the report – in the axes of government efficiency and business efficiency.
The report showed that the Kingdom achieved positive performance in all main axes, advancing in the economic performance axis from (17th) to (12th), in the government efficiency axis from (17th) to (12th), in the business efficiency axis from (12th) to (9th), and in the infrastructure axis from (31st) to (28th).
The economic reforms implemented in the Kingdom contributed to reaching the top three ranks in 17 indicators, including the first rank globally in the indicators of: growth of commercial services exports, trade conditions, support for banking and financial services for business activities, cybersecurity in companies, and the number of internet users (per 1000 of the population), while achieving the second rank globally in the indicators of: social cohesion, total entrepreneurial activity in early stages, understanding the need for economic and social reforms, and public-private partnerships to support technological development, in addition to achieving the third rank globally in the indicators of: adaptability of government policies to economic changes, public financial efficiency, transparency of government policies, support for legislation to establish companies, the value system, regulatory compliance in the banking sector, and electricity costs for the industrial sector, along with achieving top 10 ranks in 74 sub-indicators out of 262 indicators.
The results of the executive directors’ opinion survey highlighted the attractiveness factors of the business environment in the Kingdom, which included the dynamism of the Saudi economy, government efficiency, reliable infrastructure, stability of policies and their predictability, access to financing, quality of corporate governance, effective legal environment, positive behaviors, and a business-friendly environment.
The Kingdom’s progress in the report results is a continuation of the efforts made by the Saudi Center for Competitiveness and Business in collaboration with all relevant government entities, as the data of the Kingdom was updated and monitored in cooperation with the General Authority for Statistics and the relevant government entities, along with the implementation of 1000 legislative, procedural, and technical reforms that improved business efficiency and enhanced the competitiveness of the Kingdom, in addition to identifying and addressing the challenges of the private sector, and raising awareness of reforms, initiatives, and government efforts.
It is worth mentioning that the Global Competitiveness Yearbook report, issued by the World Competitiveness Center of the International Institute for Management Development (IMD) in Lausanne, Switzerland, is the only annual report that measures the competitiveness of countries comprehensively, in addition to being a reference for international organizations and institutions for comparison among (70) countries that are the most competitive globally.
