شهد منتدى طشقند الدولي الخامس للاستثمار حضوراً سعودياً بارزاً عكس تنامي العلاقات الاقتصادية والاستثمارية بين المملكة العربية السعودية وجمهورية أوزبكستان، وسط مشاركة واسعة من كبار المسؤولين والمستثمرين، وتوقيع اتفاقيات نوعية تعزز آفاق التعاون بين البلدين في قطاعات استراتيجية متعددة.
شراكة اقتصادية تتسع
حضر سفير خادم الحرمين الشريفين لدى جمهورية أوزبكستان سعد بن ناصر أبوحيمد اجتماع مجلس الأعمال السعودي الأوزبكي، الذي انعقد على هامش المنتدى، وشهد توقيع عدد من الاتفاقيات الهادفة إلى تعزيز التعاون الاقتصادي والاستثماري وفتح مسارات جديدة للشراكات بين القطاعين الخاصين في البلدين.
وجرى الاجتماع بحضور وزير الاستثمار والصناعة والتجارة الأوزبكي لذيذ قدرتوف، ووزير النقل إلهام مخكاموف، إلى جانب عدد من كبار المسؤولين ورجال الأعمال، في تأكيد على الزخم المتصاعد الذي تشهده العلاقات الثنائية، خصوصاً في مجالات الاستثمار والتجارة والبنية التحتية.
لقاءات لدعم المشاريع المشتركة
وفي إطار أعمال المنتدى، عقد نائب رئيس الوزراء وزير الاقتصاد والمالية الأوزبكي جامشيد كوتشكاروف لقاءً مع وفد المملكة برئاسة الرئيس التنفيذي للهيئة السعودية لترويج الاستثمار خالد الخطاف، وبمشاركة رئيس مجلس إدارة شركة أكوا باور محمد أبونيان، والرئيس التنفيذي لشركة فيجن إنفست عمر الميداني، بحضور السفير سعد أبوحيمد.
واستعرض الجانبان فرص التعاون الاستثماري، ومتابعة تنفيذ المشاريع المشتركة، إضافة إلى بحث الفرص الواعدة في عدد من القطاعات الاقتصادية، بما يسهم في توسيع الشراكات وتهيئة بيئة جاذبة للمستثمرين السعوديين في السوق الأوزبكية.
«فيجن إنفست» تقود مشروع مطار طشقند الجديد
وعلى هامش المنتدى، تم توقيع اتفاقية شراكة بين القطاعين العام والخاص لإنشاء وتشغيل مطار طشقند الدولي الجديد، في مشروع يعد من أكبر مشاريع البنية التحتية التي تعتزم أوزبكستان تنفيذها خلال السنوات المقبلة.
ويقود المشروع تحالف دولي تتزعمه شركة «فيجن إنفست» السعودية، بالشراكة مع شركات كورية ويابانية، في خطوة تعكس تنامي حضور الشركات السعودية في الأسواق الدولية وقدرتها على قيادة مشاريع استراتيجية كبرى في قطاعات النقل والخدمات اللوجستية والبنية التحتية.
مطار بطاقة 20 مليون مسافر سنوياً
ويستهدف المشروع إنشاء مركز طيران حديث قادر على استيعاب النمو المتوقع في حركة المسافرين والشحن الجوي لعقود مقبلة، مستفيداً من أحدث التقنيات والخبرات العالمية في تشغيل المطارات وإدارتها.
وسيُقام المطار الجديد في منطقتي أورتا تشيرتشيك وكويي تشيرتشيك بولاية طشقند على مساحة تصل إلى 1310 هكتارات، فيما تتضمن المرحلة الأولى إنشاء مدرجين بطول أربعة كيلومترات لكل منهما، ومبنى ركاب بمساحة 208 آلاف متر مربع، إضافة إلى 98 موقفاً للطائرات، ومجمع متكامل لتزويد الطائرات بالوقود، وبرج مراقبة حديث لإدارة الحركة الجوية.
وبموجب الاتفاقية، ستقود «فيجن إنفست» أعمال بناء وتشغيل مبنى الركاب والساحة الأمامية للمطار، فيما تتولى الحكومة الأوزبكية تنفيذ وتشغيل البنية التحتية والمدارج.
تشغيل مرتقب في 2030
ومن المقرر أن يبدأ تشغيل المطار الجديد بنهاية عام 2030 بطاقة استيعابية تصل إلى 20 مليون مسافر سنوياً، إضافة إلى قدرة مناولة تبلغ 300 ألف طن من الشحن الجوي سنوياً، ما يعزز مكانة طشقند كمركز إقليمي للنقل الجوي والخدمات اللوجستية في آسيا الوسطى.
كما يُنتظر أن تنطلق خلال يونيو الجاري أعمال تجهيز الموقع ونقل شبكات الخدمات والبنية التحتية تمهيداً لبدء أعمال البناء وفق مراحل تنفيذية متتابعة.
ويجسد المشروع الثقة المتزايدة في الكفاءات والشركات السعودية، ويعكس نجاح المملكة في توسيع حضورها الاستثماري عالمياً، انسجاماً مع مستهدفات رؤية 2030 الرامية إلى بناء شراكات اقتصادية مؤثرة مع الأسواق الواعدة حول العالم.
The Fifth Tashkent International Investment Forum witnessed a prominent Saudi presence that reflects the growing economic and investment relations between the Kingdom of Saudi Arabia and the Republic of Uzbekistan, amidst broad participation from senior officials and investors, and the signing of significant agreements that enhance the prospects for cooperation between the two countries in multiple strategic sectors.
Expanding Economic Partnership
The Ambassador of the Custodian of the Two Holy Mosques to the Republic of Uzbekistan, Saad bin Nasser Abuhaimid, attended the Saudi-Uzbek Business Council meeting, which was held on the sidelines of the forum, and witnessed the signing of several agreements aimed at enhancing economic and investment cooperation and opening new pathways for partnerships between the private sectors of both countries.
The meeting was attended by the Uzbek Minister of Investment, Industry, and Trade, Laziz Kudratov, and the Minister of Transport, Ilham Mukhamov, along with several senior officials and businessmen, confirming the increasing momentum in bilateral relations, especially in the fields of investment, trade, and infrastructure.
Meetings to Support Joint Projects
As part of the forum’s activities, the Uzbek Deputy Prime Minister and Minister of Economy and Finance, Jamshid Kuchkarov, held a meeting with the Saudi delegation headed by the CEO of the Saudi Investment Promotion Authority, Khalid Al-Khattaf, with the participation of the Chairman of the Board of Aqua Power, Mohammed Abunayyan, and the CEO of Vision Invest, Omar Al-Midani, in the presence of Ambassador Saad Abuhaimid.
The two sides reviewed investment cooperation opportunities, followed up on the implementation of joint projects, and discussed promising opportunities in several economic sectors, contributing to expanding partnerships and creating an attractive environment for Saudi investors in the Uzbek market.
“Vision Invest” Leads the New Tashkent Airport Project
On the sidelines of the forum, a public-private partnership agreement was signed for the establishment and operation of the new Tashkent International Airport, a project considered one of the largest infrastructure projects that Uzbekistan intends to implement in the coming years.
The project is led by an international consortium headed by the Saudi company “Vision Invest,” in partnership with Korean and Japanese companies, reflecting the growing presence of Saudi companies in international markets and their ability to lead major strategic projects in the transportation, logistics, and infrastructure sectors.
Airport with a Capacity of 20 Million Passengers Annually
The project aims to establish a modern aviation hub capable of accommodating the expected growth in passenger and air cargo traffic for the coming decades, benefiting from the latest technologies and global expertise in airport operation and management.
The new airport will be located in the Orta Chirchik and Kuyichirchik areas of Tashkent Province, covering an area of up to 1,310 hectares, while the first phase includes the construction of two runways, each four kilometers long, a passenger terminal with an area of 208,000 square meters, in addition to 98 aircraft parking spots, a complete complex for refueling aircraft, and a modern control tower for managing air traffic.
Under the agreement, “Vision Invest” will lead the construction and operation of the passenger terminal and the airport’s front plaza, while the Uzbek government will implement and operate the infrastructure and runways.
Expected Operation in 2030
The new airport is scheduled to begin operations by the end of 2030, with a capacity of up to 20 million passengers annually, in addition to a handling capacity of 300,000 tons of air cargo annually, enhancing Tashkent’s position as a regional hub for air transport and logistics services in Central Asia.
It is also expected that site preparation and the relocation of service networks and infrastructure will commence during June, paving the way for the start of construction work according to successive implementation phases.
The project embodies the increasing confidence in Saudi competencies and companies, reflecting the Kingdom’s success in expanding its global investment presence, in line with the objectives of Vision 2030 aimed at building impactful economic partnerships with promising markets around the world.
