The Ministry of Energy in Saudi Arabia and the Ministry of Energy, Trade and Industry in the Republic of Singapore announced today their intention to make arrangements for storing Saudi crude oil in Singapore.
As part of this announcement, and as a first step towards implementing these arrangements, copies of a memorandum of understanding were exchanged today between the Energy Market Authority and the Singaporean JTC Corporation, and Saudi Aramco, during the Singapore International Energy Week (SIEW).
The Ministry of Energy in the Kingdom of Saudi Arabia and the Ministry of Energy, Trade and Industry in Singapore will work closely to finalize the necessary arrangements and coordinate with the relevant parties regarding their implementation.
Under the proposed arrangements, Saudi crude oil will be stored in the Jurong rock caverns on Jurong Island in Singapore, with storage operations expected to commence in the second half of 2027.
These arrangements will contribute to enhancing the robustness and reliability of the supply chain for Saudi crude oil to the Southeast Asia region, and the stored crude oil, under these arrangements, will help meet Singapore’s energy needs in the event of supply disruptions, thereby enhancing its energy security and reliability.
The proposed arrangements represent a new phase of cooperation in the energy sector between Saudi Arabia and Singapore, reflecting the two countries’ shared commitment to enhancing energy security in the Southeast Asia region, and affirming Singapore’s role as a major regional energy hub.
