أكد الأمين العام للأمم المتحدة أنطونيو غوتيريش، وجود فرصة للتوصل إلى تفاهمات تضمن حرية الملاحة عبر مضيق هرمز وتعالج ملف البرنامج النووي الإيراني بالوسائل السلمية، مشيدًا بجهود مصر لتجنب التصعيد في منطقة الخليج، وذلك خلال لقائه الرئيس المصري عبد الفتاح السيسي، الذي شهد بحث تطورات الأوضاع الإقليمية والدولية، وفي مقدمتها القضية الفلسطينية والأزمات في السودان وليبيا والقرن الأفريقي.
وبحسب بيان رسمي صدر عنن الرئاسة المصرية، استقبل الرئيس المصري عبد الفتاح السيسي، اليوم (الاثنين)، الأمين العام للأمم المتحدة أنطونيو غوتيريش، بحضور وزير الخارجية والتعاون الدولي والمصريين بالخارج الدكتور بدر عبد العاطي، وعدد من كبار المسؤولين الأمميين، لبحث سبل تعزيز التعاون بين مصر والمنظمة الدولية، وتطورات الأوضاع في الشرق الأوسط والمناطق الأخرى التي تشهد نزاعات وأزمات.
فرصة لتفاهمات بشأن مضيق هرمز والبرنامج النووي الإيراني
وقال متحدث الرئاسة المصرية السفير محمد الشناوي، إن الأمين العام للأمم المتحدة أشاد بالجهود المصرية الرامية إلى تجنب التصعيد في منطقة الخليج، مشيرًا إلى وجود فرصة للتوصل إلى تفاهمات تسهم في ضمان حرية الملاحة عبر مضيق هرمز، ومعالجة ملف البرنامج النووي الإيراني من خلال الوسائل السلمية.
وأعرب غوتيريش عن استعداده لبذل كل الجهود الممكنة واتخاذ الخطوات اللازمة للحيلولة دون تصاعد التوترات أو العودة إلى دائرة الصراع، في ظل التحديات الأمنية التي تواجه المنطقة والحاجة إلى تكثيف التحركات الدبلوماسية لتسوية الخلافات.
وتأتي هذه المباحثات في إطار الجهود الرامية إلى احتواء التوترات الإقليمية، وتعزيز فرص التفاهم بشأن القضايا الأمنية والسياسية، بما يحافظ على الاستقرار ويضمن حرية الملاحة الدولية.
السيسي يشيد بجهود غوتيريش في دعم العمل متعدد الأطراف
ورحب السيسي بزيارة غوتيريش إلى مصر، معربًا عن تقديره للجهود التي بذلها خلال ولايتيه منذ عام 2017 في الدفاع عن منظومة العمل متعدد الأطراف، والحفاظ على الدور المحوري للأمم المتحدة في صون السلم والأمن الدوليين، وتعزيز التنمية المستدامة، ودفع الاستجابة الأممية للتحديات الإنسانية.
كما ثمن السيسي مواقف الأمين العام إزاء مختلف القضايا الدولية، وبصفة خاصة القضية الفلسطينية، وضرورة التوصل إلى تسوية عادلة وشاملة لها.
وأكد الرئيس المصري أهمية تعزيز جهود الأمم المتحدة واستعادة الثقة في النظام متعدد الأطراف، من خلال الالتزام بميثاق المنظمة الدولية، مشددًا على دعم مصر للحفاظ على الدور المركزي للأمم المتحدة في التعامل مع الأزمات الدولية وتسوية النزاعات.
وأشار إلى أن دعم مصر للمنظمة يتجسد في كونها من أكبر الدول المساهمة بكوادر متميزة في عمليات حفظ السلام، فضلًا عن استضافتها عشرات المكاتب والهيئات التابعة للأمم المتحدة.
وشدد السيسي على ضرورة تضافر الجهود الدولية لدعم دور المنظمة الأممية في تسوية النزاعات بالوسائل السلمية، مؤكدًا أهمية إصلاح مجلس الأمن بما يعكس التوازنات الدولية الراهنة، مع تمسك مصر بإصلاح شامل يعزز تمثيل الدول الأفريقية داخل المجلس.
غوتيريش: مصر تؤدي دورًا محوريًا في استقرار الشرق الأوسط
من جانبه، أعرب غوتيريش عن بالغ اعتزازه بزيارة مصر ولقاء السيسي، مؤكدًا حرصه على إتمام الزيارة للتعبير عن خالص امتنانه وتقديره للدعم المستمر الذي قدمه له الرئيس المصري شخصيًا، وللأمم المتحدة ومنظومة العمل متعدد الأطراف.
وأشاد الأمين العام بالدور المحوري الذي تضطلع به مصر في تسوية النزاعات وترسيخ السلام والاستقرار في منطقة الشرق الأوسط، مشيرًا إلى أن مصر هي الأجدر بالقيام بهذا الدور بصورة فاعلة ومؤثرة.
وفي هذا السياق، أشار جوتيريش إلى أنه كثيرًا ما تساءل عن مصير الشعب الفلسطيني لولا الدور المصري الجوهري والفعال في دعم حقوقه والدفاع عن قضيته.
كما رحب بالجهود المصرية الرامية إلى تثبيت اتفاق وقف إطلاق النار في قطاع غزة، معربًا عن تقديره البالغ للدور الذي تقوم به مصر في تيسير دخول المساعدات الإنسانية إلى القطاع وضمان وصولها إلى مستحقيها.
لا سلام دائمًا دون حل عادل للقضية الفلسطينية
وأكد الأمين العام للأمم المتحدة أن تحقيق سلام دائم ومستدام في الشرق الأوسط يظل مستحيلًا دون التوصل إلى تسوية عادلة للقضية الفلسطينية، مشددًا على أن القضية ستبقى القضية المركزية في المنطقة إلى حين الوصول إلى حل نهائي لها.
وأعرب غوتيريش عن بالغ قلقه إزاء التطورات الجارية في الضفة الغربية، مؤكدًا ضرورة اتخاذ جميع الإجراءات اللازمة لوقف الممارسات التي يتعرض لها الفلسطينيون.
كما دعا المجتمع الدولي إلى الاضطلاع بمسؤولياته لضمان وقف الانتهاكات والممارسات بحق الفلسطينيين في كل من قطاع غزة والضفة الغربية، بما يسهم في حماية المدنيين وتهيئة الظروف اللازمة لتحقيق السلام والاستقرار.
وتتصدر القضية الفلسطينية الملفات التي تحظى باهتمام مصر والأمم المتحدة، في ظل الجهود الرامية إلى تثبيت وقف إطلاق النار في غزة، وتسهيل دخول المساعدات الإنسانية، ووقف التصعيد في الأراضي الفلسطينية.
السودان وليبيا والقرن الأفريقي على طاولة المباحثات
وتطرقت المباحثات بين السيسي وجوتيريش إلى تطورات الأوضاع في منطقة القرن الأفريقي والسودان وليبيا، إلى جانب القضية الفلسطينية والتوترات في منطقة الخليج.
وأكد الجانبان أهمية تسوية النزاعات بالوسائل السلمية، واحترام مبادئ القانون الدولي، وتعزيز الجهود الدولية الرامية إلى احتواء الأزمات ومنع اتساع نطاق الصراعات.
وشهد اللقاء كذلك تأكيدًا مشتركًا على ضرورة المضي قدمًا في إصلاح منظومة الأمم المتحدة، بما في ذلك مجلس الأمن الدولي، على نحو يعزز تمثيل الدول ويحقق قدرًا أكبر من العدالة والتوازن، ويرفع قدرة المنظمة على الاستجابة الفاعلة للتحديات والأزمات الدولية المعاصرة.
The UN Secretary-General Antonio Guterres confirmed the existence of an opportunity to reach understandings that ensure freedom of navigation through the Strait of Hormuz and address the Iranian nuclear program through peaceful means, praising Egypt’s efforts to avoid escalation in the Gulf region, during his meeting with Egyptian President Abdel Fattah El-Sisi, which included discussions on the developments in regional and international situations, primarily the Palestinian issue and the crises in Sudan, Libya, and the Horn of Africa.
According to an official statement issued by the Egyptian presidency, President Abdel Fattah El-Sisi received UN Secretary-General Antonio Guterres today (Monday), in the presence of the Minister of Foreign Affairs and International Cooperation and Egyptians abroad, Dr. Badr Abdel Aty, along with several senior UN officials, to discuss ways to enhance cooperation between Egypt and the international organization, and the developments in the Middle East and other regions experiencing conflicts and crises.
Opportunity for Understandings Regarding the Strait of Hormuz and the Iranian Nuclear Program
The Egyptian presidency spokesperson, Ambassador Mohamed El-Shenawy, stated that the UN Secretary-General praised the Egyptian efforts aimed at avoiding escalation in the Gulf region, noting the opportunity to reach understandings that contribute to ensuring freedom of navigation through the Strait of Hormuz and addressing the Iranian nuclear program through peaceful means.
Guterres expressed his readiness to make every possible effort and take the necessary steps to prevent the escalation of tensions or a return to the cycle of conflict, in light of the security challenges facing the region and the need to intensify diplomatic efforts to resolve disputes.
These discussions come as part of efforts to contain regional tensions and enhance opportunities for understanding regarding security and political issues, in a manner that preserves stability and ensures international navigation freedom.
El-Sisi Praises Guterres’ Efforts in Supporting Multilateral Action
El-Sisi welcomed Guterres’ visit to Egypt, expressing his appreciation for the efforts he has made during his two terms since 2017 in defending the multilateral action system, maintaining the central role of the United Nations in preserving international peace and security, promoting sustainable development, and advancing the UN response to humanitarian challenges.
El-Sisi also valued the Secretary-General’s positions on various international issues, particularly the Palestinian issue, and the necessity of reaching a just and comprehensive settlement for it.
The Egyptian president emphasized the importance of enhancing the UN’s efforts and restoring confidence in the multilateral system by adhering to the UN Charter, stressing Egypt’s support for maintaining the central role of the UN in addressing international crises and resolving conflicts.
He noted that Egypt’s support for the organization is evident in being one of the largest contributing countries with distinguished personnel in peacekeeping operations, in addition to hosting dozens of UN offices and agencies.
El-Sisi stressed the necessity of international efforts to support the UN’s role in resolving conflicts through peaceful means, emphasizing the importance of reforming the Security Council to reflect current international balances, while Egypt insists on comprehensive reform that enhances the representation of African countries within the council.
Guterres: Egypt Plays a Central Role in the Stability of the Middle East
For his part, Guterres expressed his deep pride in visiting Egypt and meeting with El-Sisi, affirming his desire to complete the visit to express his sincere gratitude and appreciation for the continuous support he has received from the Egyptian president personally, as well as for the UN and the multilateral action system.
The Secretary-General praised the pivotal role that Egypt plays in resolving conflicts and establishing peace and stability in the Middle East, noting that Egypt is the most qualified to carry out this role effectively and impactfully.
In this context, Guterres mentioned that he often wonders what would have happened to the Palestinian people without Egypt’s essential and effective role in supporting their rights and defending their cause.
He also welcomed the Egyptian efforts aimed at solidifying the ceasefire agreement in the Gaza Strip, expressing his deep appreciation for the role that Egypt plays in facilitating the entry of humanitarian aid into the strip and ensuring it reaches those in need.
No Lasting Peace Without a Just Solution to the Palestinian Issue
The UN Secretary-General affirmed that achieving lasting and sustainable peace in the Middle East remains impossible without reaching a just settlement for the Palestinian issue, stressing that this issue will remain central in the region until a final solution is reached.
Guterres expressed his deep concern regarding the ongoing developments in the West Bank, emphasizing the necessity of taking all necessary measures to stop the practices faced by Palestinians.
He also called on the international community to assume its responsibilities to ensure the cessation of violations and practices against Palestinians in both the Gaza Strip and the West Bank, contributing to the protection of civilians and creating the necessary conditions for achieving peace and stability.
The Palestinian issue is at the forefront of the files that concern Egypt and the UN, amid efforts to solidify the ceasefire in Gaza, facilitate the entry of humanitarian aid, and halt escalation in the Palestinian territories.
Sudan, Libya, and the Horn of Africa on the Agenda
The discussions between El-Sisi and Guterres also addressed the developments in the Horn of Africa, Sudan, and Libya, in addition to the Palestinian issue and tensions in the Gulf region.
Both sides emphasized the importance of resolving conflicts through peaceful means, respecting the principles of international law, and enhancing international efforts aimed at containing crises and preventing the escalation of conflicts.
The meeting also witnessed a joint affirmation of the necessity of moving forward with reforming the UN system, including the UN Security Council, in a manner that enhances representation of countries and achieves greater justice and balance, and increases the organization’s capacity to respond effectively to contemporary international challenges and crises.
