The Chinese Ministry of Commerce announced on Saturday its opposition to a U.S. proposal to expand restrictions on American investments in China, warning that the move could harm economic and trade relations between the two countries.
The ministry stated that the U.S. proposal expands the restrictions imposed on investments related to China in a discriminatory manner and increases the scope of restrictive measures, affirming its rejection of it and that Beijing reserves the right to take countermeasures, without specifying their nature.
Restrictions Include Sensitive Technological Sectors
The U.S. Treasury Department had proposed on Thursday, October 22, an update to the program for monitoring American foreign investments, which includes adding biotechnology to the sectors covered by the restrictions and expanding its scope to include high-performance computing and hypersonic systems.
The existing restrictions already include some American investments related to China in the semiconductor, quantum computing, and artificial intelligence sectors.
Ongoing Dispute Over National Security
Washington justified the proposed measures by seeking to prevent American investments from supporting the development of dual-use strategic technologies that could be employed in both civilian and military fields, which may pose a threat to U.S. national security.
In contrast, Beijing warned that expanding the restrictions would harm bilateral economic relations, considering it contrary to the understandings reached by the leaders of the two countries during their recent meetings.
The dispute comes amid ongoing U.S.-China competition over advanced technology and strategic investments, despite efforts to contain trade tensions between the world’s two largest economies.
