رأس ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان، الجلسة التي عقدها مجلس الوزراء أمس في جدة.
وفي مستهل الجلسة، رحّب ولي العهد باسم خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، بضيوف الرحمن الذين بدأوا الوفود من مختلف أنحاء العالم إلى المملكة العربية السعودية لأداء مناسك الحج؛ مؤكداً اعتزاز هذه البلاد المباركة بخدمة بيت الله العتيق ومسجد رسوله الكريم، والعناية بقاصديهما. ووجّه بتسخير كل الإمكانات والقدرات لإنجاح الخطط التنظيمية والأمنية والوقائية المعتمدة في موسم حج هذا العام، ومواصلة تقديم أجود الخدمات وأفضل التسهيلات لضيوف الرحمن في مكة المكرمة والمدينة المنورة والمشاعر المقدسة والمنافذ الجوية والبرية والبحرية.
ثم أطلع ولي العهد مجلس الوزراء على فحوى الاتصال الهاتفي مع رئيس جمهورية الصين الشعبية شي جين بينغ، وعلى مضامين لقاءات ولي العهد مع رئيس مجلس السيادة الانتقالي في جمهورية السودان عبدالفتاح البرهان، ورئيس الوزراء في جمهورية باكستان الإسلامية محمد شهباز شريف، ورئيس المجلس الأوروبي أنطونيو كوستا.
وتابع المجلس تطورات حركة الملاحة البحرية في «مضيق هرمز»، مؤكداً ضمن هذا السياق أن استثمارات المملكة الممتدة لعقود في أمن الطاقة ومسارات التصدير البديلة؛ عززت قدراتها في دعم العالم بالطاقة في أصعب الظروف التي فرضتها الأحداث والتوترات الجيوسياسية بالمنطقة وتداعياتها على سلاسل الإمداد العالمية.

وأوضح وزير الإعلام سلمان بن يوسف الدوسري، في بيانه لوكالة الأنباء السعودية عقب الجلسة، أن مجلس الوزراء تناول إثر ذلك نتائج مشاركات المملكة العربية السعودية في الاجتماعات الدولية ضمن دعمها المتواصل للعمل متعدد الأطراف الذي يعزّز التشاور والتنسيق تجاه التطورات والتحديات في المنطقة والعالم؛ بما يسهم في مساندة الجهود الرامية إلى ترسيخ الحوار والحلول الدبلوماسية وتحقيق الأمن والسلام إقليمياً ودولياً.
وعدّ المجلس تحقيق المملكة المرتبة الأولى عالمياً في مؤشر الجاهزية الرقمية الصادر عن الاتحاد الدولي للاتصالات؛ تأكيداً على مكانتها بوصفها مركزاً دولياً رائداً في الاقتصاد الرقمي والذكاء الاصطناعي ووجهة جاذبة للاستثمار والابتكار مدعومة بخطوات متسارعة نحو مستقبل أكثر نمواً وازدهاراً.
تعزيز الريادة الدولية وتوسيع القاعدة التصديرية
وفي الشأن المحلي؛ بارك مجلس الوزراء إطلاق الإستراتيجية الخمسية لصندوق الاستثمارات العامة التي تواكب المرحلة الثالثة لـ«رؤية المملكة 2030» بالتركيز على بناء منظومات اقتصادية محلية بقدرة تنافسية عالية؛ تعزز الريادة الدولية وتدعم الأصول واستدامة العوائد وترفع نسبة مساهمة القطاع الخاص في مناحي التنمية.
وبيّن أن المجلس نوّه بالأداء التاريخي الذي سجلته الصادرات غير النفطية في 2025 محققة نمواً سنوياً قدره 15% مقارنة بـ2024؛ ما يجسّد نجاح الجهود الوطنية الرامية إلى تنمية الصادرات، وتوسع القاعدة التصديرية للمملكة وتعزيز موقعها ضمن الاقتصادات الأعلى نمواً عالمياً.

اطّلع مجلس الوزراء على الموضوعات المدرجة على جدول أعماله، من بينها موضوعات اشترك مجلس الشورى في دراستها، كما اطّلع على ما انتهى إليه كل من مجلسَي الشؤون السياسية والأمنية، والشؤون الاقتصادية والتنمية، واللجنة العامة لمجلس الوزراء، وهيئة الخبراء بمجلس الوزراء في شأنها، وقد انتهى المجلس إلى ما يلي:
• تفويض وزير الخارجية -أو من ينيبه- بالتباحث مع الجانب الإندونيسي في شأن مشروع مذكرة تفاهم للمشاورات السياسية بين وزارة خارجية المملكة العربية السعودية ووزارة خارجية جمهورية إندونيسيا، والتوقيع عليه.
• الموافقة على اتفاقية بين حكومة المملكة العربية السعودية وحكومة جمهورية الصين الشعبية بشأن الإعفاء المتبادل من التأشيرة لحاملي جوازات السفر الدبلوماسية والخاصة أو الخدمة.
• تفويض وزير الشؤون الإسلامية والدعوة والإرشاد -أو من ينيبه- بالتباحث مع الجانب الفلبيني في شأن مشروع مذكرة تفاهم بين وزارة الشؤون الإسلامية والدعوة والإرشاد في المملكة العربية السعودية والمفوضية الوطنية لشؤون المسلمين في جمهورية الفلبين في مجال الشؤون الإسلامية، والتوقيع عليه.
• الموافقة على مذكرة تفاهم للتعاون في المجال القانوني والعدلي بين وزارة العدل في المملكة العربية السعودية ووزارة العدل في دولة قطر.
• الموافقة على مذكرة تفاهم للتعاون في مجال الطرق بين الهيئة العامة للطرق في المملكة العربية السعودية والمعهد القومي للنقل بجمهورية مصر العربية.
• الموافقة على مذكرة تفاهم للتعاون في مجال السياحة بين وزارة السياحة في المملكة العربية السعودية ووزارة السياحة والشباب والرياضة وشؤون المغتربين في بيليز.
• الموافقة على مذكرة تفاهم بين وزارة الاقتصاد والتخطيط في المملكة العربية السعودية ووزارة التخطيط والتعاون الدولي في جمهورية غينيا للتعاون في المجال الاقتصادي.
• الموافقة على مذكرة تفاهم بين وزارة الاستثمار في المملكة العربية السعودية ومجلس التنمية الاقتصادية بمملكة البحرين للتعاون في مجال تشجيع الاستثمار المباشر.
• الموافقة على اتفاقية بين حكومة المملكة العربية السعودية وحكومة مملكة البحرين لتجنب الازدواج الضريبي في شأن الضرائب على الدخل ولمنع التهرب والتجنب الضريبي.
• الموافقة على اتفاقيات في مجال خدمات النقل الجوي بين حكومة المملكة العربية السعودية وحكومات كل من أنتيغوا وباربودا وجمهوريتي الرأس الأخضر وكوستاريكا.
• الموافقة على الإطار الوطني للأمن المادي والسلامة.
• الموافقة على تنظيم مركز الإيرادات غير النفطية.
• الموافقة على تعديل بداية السنة المالية للدولة لتكون من اليوم الـ11 من برج (الجدي) الموافق 1 من يناير، وتنتهي في اليوم العاشر من برج (الجدي) الموافق 31 من ديسمبر.
• استمرار تحمل الدولة رسم (تأشيرة العمل المؤقت لخدمات الحج والعمرة) عن العمالة الموسمية لمشروع الهدي والأضاحي لموسم حج 1447هـ.
• التوجيه بما يلزم بشأن عدد من الموضوعات المدرجة على جدول أعمال مجلس الوزراء، من بينها تقريران سنويان للهيئة الملكية لمدينة مكة المكرمة والمشاعر المقدسة، ومكتبة الملك فهد الوطنية.

Crown Prince and Prime Minister Mohammed bin Salman chaired the session held by the Council of Ministers yesterday in Jeddah.
At the beginning of the session, the Crown Prince welcomed, on behalf of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz, the guests of Allah who have begun arriving from various parts of the world to the Kingdom of Saudi Arabia to perform the Hajj rituals; affirming the pride of this blessed land in serving the Sacred House of Allah and the Mosque of His Noble Messenger, and caring for those who visit them. He directed that all capabilities and resources be harnessed to ensure the success of the organizational, security, and preventive plans approved for this year’s Hajj season, and to continue providing the best services and facilities for the guests of Allah in Mecca, Medina, the holy sites, and the air, land, and sea entry points.
Then, the Crown Prince briefed the Council of Ministers on the content of his phone call with President of the People’s Republic of China Xi Jinping, and on the discussions he had with the President of the Transitional Sovereignty Council of the Republic of Sudan Abdel Fattah al-Burhan, the Prime Minister of the Islamic Republic of Pakistan Muhammad Shahbaz Sharif, and the President of the European Council Antonio Costa.
The council followed the developments in maritime navigation in the “Strait of Hormuz,” affirming in this context that the Kingdom’s investments, which have spanned decades in energy security and alternative export routes, have enhanced its capabilities to support the world with energy under the most challenging circumstances imposed by events and geopolitical tensions in the region and their repercussions on global supply chains.
The Kingdom as a Leading International Center in Digital Economy and Artificial Intelligence
Minister of Media Salman bin Yusuf Al-Dosari, in his statement to the Saudi Press Agency following the session, indicated that the Council of Ministers discussed the results of the Kingdom’s participation in international meetings as part of its ongoing support for multilateral work that enhances consultation and coordination regarding developments and challenges in the region and the world; contributing to supporting efforts aimed at establishing dialogue and diplomatic solutions and achieving security and peace regionally and internationally.
The council considered the Kingdom’s achievement of the first place globally in the Digital Readiness Index issued by the International Telecommunication Union as a confirmation of its position as a leading international center in the digital economy and artificial intelligence, and an attractive destination for investment and innovation supported by rapid steps towards a more growing and prosperous future.
Enhancing International Leadership and Expanding the Export Base
On the local front, the Council of Ministers congratulated the launch of the five-year strategy for the Public Investment Fund, which aligns with the third phase of “Vision 2030” by focusing on building highly competitive local economic systems; enhancing international leadership, supporting assets, ensuring the sustainability of returns, and increasing the private sector’s contribution to various areas of development.
The council noted the historic performance recorded by non-oil exports in 2025, achieving an annual growth of 15% compared to 2024; reflecting the success of national efforts aimed at developing exports, expanding the Kingdom’s export base, and enhancing its position among the world’s fastest-growing economies.
Decisions
The Council of Ministers reviewed the topics listed on its agenda, including topics studied by the Shura Council, and reviewed the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Authority of the Council of Ministers regarding them. The council concluded the following:
• Authorizing the Minister of Foreign Affairs – or his representative – to discuss with the Indonesian side regarding a draft memorandum of understanding for political consultations between the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia and the Ministry of Foreign Affairs of the Republic of Indonesia, and to sign it.
• Approving an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the People’s Republic of China regarding mutual visa exemption for holders of diplomatic, special, or service passports.
• Authorizing the Minister of Islamic Affairs, Call, and Guidance – or his representative – to discuss with the Philippine side regarding a draft memorandum of understanding between the Ministry of Islamic Affairs, Call, and Guidance in the Kingdom of Saudi Arabia and the National Commission on Muslim Affairs in the Republic of the Philippines in the field of Islamic affairs, and to sign it.
• Approving a memorandum of understanding for cooperation in the legal and judicial field between the Ministry of Justice in the Kingdom of Saudi Arabia and the Ministry of Justice in the State of Qatar.
• Approving a memorandum of understanding for cooperation in the field of roads between the General Authority for Roads in the Kingdom of Saudi Arabia and the National Transport Institute in the Arab Republic of Egypt.
• Approving a memorandum of understanding for cooperation in the field of tourism between the Ministry of Tourism in the Kingdom of Saudi Arabia and the Ministry of Tourism, Youth, Sports, and Overseas Affairs in Belize.
• Approving a memorandum of understanding between the Ministry of Economy and Planning in the Kingdom of Saudi Arabia and the Ministry of Planning and International Cooperation in the Republic of Guinea for cooperation in the economic field.
• Approving a memorandum of understanding between the Ministry of Investment in the Kingdom of Saudi Arabia and the Economic Development Board of the Kingdom of Bahrain for cooperation in promoting direct investment.
• Approving an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Kingdom of Bahrain to avoid double taxation on income taxes and to prevent tax evasion and avoidance.
• Approving agreements in the field of air transport services between the Government of the Kingdom of Saudi Arabia and the Governments of Antigua and Barbuda, and the Republics of Cape Verde and Costa Rica.
• Approving the national framework for physical security and safety.
• Approving the organization of the Non-Oil Revenue Center.
• Approving the amendment of the start of the state fiscal year to be from the 11th day of the Capricorn sign, corresponding to January 1, and ending on the 10th day of the Capricorn sign, corresponding to December 31.
• Continuing to bear the state fee (temporary work visa for Hajj and Umrah services) for seasonal labor for the sacrificial and offering project for the Hajj season of 1447 AH.
• Directing what is necessary regarding several topics listed on the Council of Ministers’ agenda, including two annual reports for the Royal Commission for the City of Mecca and the Holy Sites, and the King Fahd National Library.
