طرحت مديرية الأمن العام، إضافة عدد من الفقرات إلى اللائحة التنفيذية من نظام المرور للمركبات ذاتية القيادة، بما يتوافق مع أحكام النظام المعمول به.
ويحدد المقترح الأطر النظامية للمسؤوليات القانونية، ومتطلبات السلامة، وآليات الترخيص والرقابة، بما يضمن تحقيق أعلى معايير الأمن المروري ومواكبة التطور التقني في قطاع النقل، لتمكين تطبيق حالة استخدام المركبات ذاتية القيادة، وتستهدف الإضافات تحسين السلامة المرورية وخفض الوفيات والإصابات الناتجة عن الحوادث، ورفع كفاءة أنظمة النقل وتقليل الازدحام وتعزيز الشمولية الاجتماعية بتوفير تنقل آمن لكبار السن وذوي الإعاقة، وتحسين الاستدامة البيئية من خلال قيادة أكثر كفاءة وتقليل الانبعاثات، وتطوير المدن الذكية وتحسين جودة الحياة.
وتضمن المقترح، إضافة عدة فقرات منها (في حال رغبة مالك المركبة ذاتية القيادة إسقاط سجلها يتطلب أخذ الموافقة من الجهة المختصة)، وإضافة نص: (لا تسري أحكام التفويض بالقيادة على المركبات ذاتية القيادة التي تعمل بدون تدخل بشري أثناء التشغيل).
كما اقترحت التعديلات، إضافة فقرة للمادة الخمسين نصها: (يلتزم سائق المركبة ذاتية القيادة أثناء سيرها على الطريق بما ورد من أحكام هذه المادة، أما المركبات ذاتية القيادة التي لا يوجد بها تدخل بشري فيطبق على مالكها القواعد والالتزامات).
The General Directorate of Public Security has proposed adding several provisions to the executive regulations of the traffic system for self-driving vehicles, in accordance with the provisions of the applicable system.
The proposal outlines the regulatory frameworks for legal responsibilities, safety requirements, and licensing and oversight mechanisms, ensuring the achievement of the highest standards of traffic security and keeping pace with technological advancements in the transportation sector, to enable the application of the use of self-driving vehicles. The additions aim to improve traffic safety and reduce fatalities and injuries resulting from accidents, enhance the efficiency of transportation systems, reduce congestion, and promote social inclusivity by providing safe mobility for the elderly and people with disabilities, as well as improving environmental sustainability through more efficient driving and reducing emissions, developing smart cities, and enhancing the quality of life.
The proposal includes several provisions, including: (If the owner of the self-driving vehicle wishes to cancel its registration, approval from the relevant authority is required), and the addition of the text: (The provisions of delegation for driving do not apply to self-driving vehicles that operate without human intervention during operation).
The proposed amendments also suggest adding a paragraph to Article Fifty, stating: (The driver of the self-driving vehicle must comply with the provisions of this article while the vehicle is on the road; however, for self-driving vehicles that do not have human intervention, the rules and obligations apply to their owner).
