لن تجد الاتفاقيات التي تبرمها الدُّول مع بعضها، في أيّ مجال كان، من اختبار حقيقي، وتأكيد عملي عليها؛ غير سرعة التفعيل بحرص، وإنزال البنود إلى أرض الواقع بكل جدية، فإنّ هذا الصنيع يخرجها من قبضة الشكليات السياسية، وسطحية التعبير الدبلوماسي الذي غالباً ما تفرضه الظروف، وتتحكم فيه اللحظات العوابر، دون تأسيس عملي لفعل يباشر حضوره الجاد، بعد انطفاء فلاشات التصوير، وانفضاض سامر الاحتفاء.. فمتى ما قربت المسافة الزمنية بين لحظة التوقيع وميقات المباشرة في التنفيذ، عندئذٍ تتجلى كل معاني الجدية، وتأخذ الاتفاقيات وضعاً مختلفاً، يلفت إليها الانتباه، ويضعها في دائرة الضوء، ويرفعها إلى مقام النموذج الذي تتحرّاه الدول مع بعضها، وتترسمه في خطى علاقتها البينية والدبلوماسية..

مقياس هذه الصورة المرسومة تجده مطابقاً تمام التطابق لمجريات اتفاقية مكة للدفاع المشترك، التي وقعتها المملكة العربية السعودية مع جمهورية باكستان الإسلامية والجمهورية التركية، في يوم 7 أغسطس 2026م، حيث جاء تفعيل الاتفاقية بعد انقضاء شهرين فقط على توقيعها، مجسّداً في الاجتماع الطارئ للجنة الإستراتيجية السياسية والدفاعية للدول الأطراف، بمدينة الرياض، بما يعني حرفياً الانتقال بالاتفاقية إلى مرحلة التفعيل المؤسسي والعملي، الأمر الذي يعكس حرص قادة الدول الثلاث على المضي قدماً في تنفيذ بنود الاتفاقية، المعززة لمبدأ التعاون والتكامل الدفاعي، بما يضمن حماية أمن الدول الأطراف وسيادتها ومصالحها.

ولا شك أن تزامن هذا التفعيل المبارك مع ما تشهده المملكة من عدوان غاشم، وتعديات من قبل مليشيا الحوثي الإرهابية، بدعم غير خفي من إيران، يضع جميع الأطراف أمام مسؤولياتها والتزاماتها المبدئية، ويحتّم عليها الانتقال بالاتفاقية من إطار التضامن السياسي الرافض لهذا العدوان، إلى المشاركة الفعلية في الدفاع الجماعي، وفق ما تنص عليه بنود الاتفاقية، خاصة وأن هذا العدوان قد تعدى الأعيان المدنية إلى المقدسات الإسلامية، باستهداف مكة المكرمة، والمدينة المنوّرة، فلزم أن تأخذ الاتفاقية وضعية المباشرة كونها «اتفاقية دفاعية بطبيعتها، لا تستهدف أي دولة أو طرف، وتقوم على مبادئ الاحترام المتبادل لسيادة الدول، والتعاون والتشاور والتنسيق، والعمل المشترك لمواجهة التحديات والتهديدات الأمنية المتنامية»، ولهذا فإنّ الإطار القانوني الدولي يدعمها من كل جانب، ويقف مسانداً لها بالتأييد المطلق، والدعم المعنوي، قياساً على ما يرونه من اعتداء غير مبرر، واستمرار لاستهداف منشآت المملكة الاقتصادية، وبخاصة المتعلقة بإنتاج الطاقة، مما ظهر أثره جلياً على تدفق إمدادات الطاقة لكافة دول العالم، واختلال ميزانها، وظهور بوادر أزمة تلوح في الأفق، تتطلّب تدخلاً عاجلاً قبل أن تستفحل أكثر من ذلك، مع استمرار إيران وأذرعها في المنطقة في تهديد المعابر الدولية، واستهداف ناقلات النفط، وقطع طرق الإمداد الدولية.

إن تفعيل اتفاقية مكة للدفاع المشترك بشكل عملي وفوري، يرفع من سقف التقدير الإقليمي، والعالمي أيضاً، لماهية الأزمة التي تمر بها المنطقة والإقليم، ومشاركة أطراف الاتفاقية في هذه المدافعة واجب تمليه خطورة تداعياتها وتأثيرها إقليمياً وعالمياً، بما يتطلّب مساهمة الجميع في صدها تحقيقاً للمصلحة العامة، واستشعاراً للمسؤوليات المترتبة على الجميع، وهو أمر يجب أن يفهم في إطاره، ويفهم معه أن المملكة قادرة؛ بل ومستمرة في الدفاع عن أراضيها بما تملكه من قدرات دفاعية عالية التقنية، وكوادر عسكرية مؤهلة وحريصة على الذود عن حمى الوطن، وساهرة على أمنه وسلامة ترابه، وقد حققت انتصارات متوالية، واستطاعت أن تصد أغلب ما اُستهدفت به من طائرات مسيّرات وصواريخ باليستية بكفاءة عالية، وما سعيها نحو توسيع دائرة المدافعة إلا من باب اشتراك الجميع في مسؤولية المحافظة على السلم والأمن الإقليميين من تعدي إيران وذراعها الحوثي، وتهديدها لأمن وسلامة الملاحة الدولية.

إن تفعيل اتفاقية مكة للدفاع المشترك، ودخولها حيّز التطبيق العملي، يكشف عن جدية كافة الأطراف الموقعة عليها، والتزامها بما تضمّنته من بنود، وإنها على شرط بنودها بوصفها اتفاقية دفاع مشترك، لا تتعدى ذلك، فليصمت أصحاب الغرض والقلوب المرجفة عن تزوير الحقائق، وتلفيق التهم، ورسم سيناريوهات ما لها أصل ولا وجود على أرض الواقع، وستظل هذه الاتفاقية المباركة نموذجاً ونبراساً لما يجب أن تكون عليه اتفاقيات الدفاع بين الدول من حيث وضوح أهدافها، وسرعة تنفيذها وكفاءة امتلاك القدرة والإرادة لدى الدول الثلاث، واستشعارها أيضاً لحتمية ترك الباب مفتوحاً أمام من يرغب في دخول هذا الحلف المبارك الساعي نحو تحقيق الأمن والسلم إقليمياً ودولياً،

في هذا الصدد نذكر بما صدح به سمو وزير الخارجية الأمير فيصل بن فرحان عند توقيع الاتفاقية وتأكيد سموه على أنها «لا تمثّل أي توجّه لبناء محور عسكري أو تكتلّ طائفي-مذهبي، وليست مرتبطة بمساعٍ نووية أو سباق تسليح، كما أنّها لا تأتي على حساب علاقات المملكة الإستراتيجية والقوية خليجياً وعربياً ودولياً، وليست تهديداً لأمن أي دولة في المنطقة، ولا تصعيداً في التوتر بين أي دولتين، ولا تلغي أو تحل محل أي اتفاقيات ثنائية أو متعددة الأطراف بين هذه الدول أو مع الأطراف الأخرى من الدول والمنظمات».. وفي هذا الغنى والكفاية.. والله الموفق.

You will not find the agreements that countries conclude with each other, in any field, to have a real test and practical confirmation; except for the speed of careful activation and the serious implementation of the clauses on the ground. This action frees them from the grip of political formalities and the superficiality of diplomatic expression that circumstances often impose, and that fleeting moments control, without establishing a practical action that initiates its serious presence, after the camera flashes have faded, and the celebration has dispersed. Whenever the time gap between the moment of signing and the time of starting implementation is shortened, all meanings of seriousness become evident, and the agreements take on a different status that attracts attention, places them in the spotlight, and elevates them to the level of the model that countries seek with each other, and which they aim to trace in the steps of their interrelations and diplomacy.

The measure of this depicted image is perfectly aligned with the developments of the Makkah Agreement for Joint Defense, which was signed by the Kingdom of Saudi Arabia with the Islamic Republic of Pakistan and the Republic of Turkey on August 7, 2026. The activation of the agreement came just two months after its signing, embodied in the emergency meeting of the political and defense strategic committee of the parties involved, in Riyadh. This literally means moving the agreement to the stage of institutional and practical activation, reflecting the commitment of the leaders of the three countries to move forward in implementing the agreement’s clauses, which enhance the principle of cooperation and defensive integration, ensuring the protection of the security, sovereignty, and interests of the parties involved.

There is no doubt that the timing of this blessed activation with what the Kingdom is witnessing from brutal aggression and violations by the terrorist Houthi militia, with overt support from Iran, places all parties before their responsibilities and fundamental commitments. It necessitates transitioning the agreement from the framework of political solidarity rejecting this aggression to actual participation in collective defense, according to the agreement’s clauses, especially since this aggression has exceeded civilian targets to Islamic sanctities, by targeting Makkah and Madinah. Thus, the agreement must take on the status of direct action as it is “defensive in nature, does not target any state or party, and is based on principles of mutual respect for state sovereignty, cooperation, consultation, coordination, and joint action to face growing security challenges and threats.” Therefore, the international legal framework supports it from all sides, standing in absolute support and moral backing, in light of what they see as an unjustified aggression, and a continuation of targeting the Kingdom’s economic facilities, especially those related to energy production, the effects of which have been clearly seen on the flow of energy supplies to all countries of the world, disrupting its balance, and the emergence of signs of a looming crisis that requires urgent intervention before it escalates further, with Iran and its arms in the region continuing to threaten international crossings, targeting oil tankers, and cutting international supply routes.

The practical and immediate activation of the Makkah Agreement for Joint Defense raises the ceiling of regional and global appreciation for the nature of the crisis the region and the area are going through. The participation of the parties to the agreement in this defense is a duty imposed by the seriousness of its repercussions and its impact regionally and globally, requiring everyone’s contribution to repel it in pursuit of the public interest, and a sense of the responsibilities that fall on everyone. This is something that must be understood in its context, along with the understanding that the Kingdom is capable; indeed, it continues to defend its territory with its high-tech defensive capabilities, qualified military personnel eager to protect the homeland, and vigilant over its security and the safety of its land. It has achieved successive victories and has been able to intercept most of the drones and ballistic missiles aimed at it with high efficiency. Its pursuit of expanding the circle of defense is merely a matter of shared responsibility in maintaining regional peace and security against Iran and its Houthi arm, and its threats to the safety and security of international navigation.

The activation of the Makkah Agreement for Joint Defense and its entry into practical application reveals the seriousness of all the parties that signed it and their commitment to its clauses. It remains within the framework of its provisions as a joint defense agreement, without exceeding that. Let those with ulterior motives and trembling hearts remain silent about distorting the facts, fabricating accusations, and drawing scenarios that have no basis or existence in reality. This blessed agreement will remain a model and a beacon for what defense agreements between countries should be in terms of clarity of their objectives, speed of implementation, and the efficiency of possessing the capability and will among the three countries, as well as their awareness of the necessity of keeping the door open for those who wish to join this blessed alliance striving for regional and international security and peace.

In this regard, we recall what His Highness Foreign Minister Prince Faisal bin Farhan stated at the signing of the agreement, emphasizing that it “does not represent any intention to build a military axis or sectarian bloc, nor is it linked to nuclear pursuits or an arms race. It also does not come at the expense of the Kingdom’s strategic and strong relations regionally, Arabically, and internationally, nor is it a threat to the security of any country in the region, nor does it escalate tensions between any two countries, nor does it cancel or replace any bilateral or multilateral agreements between these countries or with other parties from countries and organizations.”.. In this richness and sufficiency.. and God is the Grantor of success.
