نعمل في ظروف استثنائية معقدة
* هل ترون أن هناك تقصيراً أدى إلى النقص في الخدمات المقدمة للمواطن اليمني خصوصاً ما يتعلق بالكهرباء والماء؟
** المواطن اليمني يستحق خدمات أفضل بكثير، لكن من المهم أيضاً وضع الأمور في سياقها الحقيقي، فالحكومة لم يمضِ على تشكيلها أربعة أشهر، وتعمل في ظروف استثنائية ومعقدة، والإشكالية القائمة لا ترتبط بعامل واحد، بل هي نتيجة أزمة هيكلية مركّبة وتراكمية، والحكومة الحالية واجهت إرثاً ثقيلاً من الاختلالات، حيث يعاني قطاع الطاقة من عجز هائل في التوليد وتهالك كبير في شبكات النقل والتوزيع إلى جانب غياب الصيانة الدورية للمحطات لسنوات طويلة، يضاف إلى ذلك الكلفة المالية الباهظة للمشتقات النفطية والتي تلتهم الجزء الأكبر من موارد الدولة المحدودة، وهناك أيضاً معضلات مجتمعية وإدارية تتمثل في الربط العشوائي للتيار الذي يرفع نسبة الفاقد الفني والتجاري، وتدني معدلات تسديد الفواتير، فضلاً عن الاختلالات والفساد المالي والإداري التي رافقت هذا الملف. نحن نعمل اليوم، وبدعم من الأشقاء في المملكة، على تفكيك هذه المشكلة المركبة من خلال إطلاق حزمة إصلاحات مالية وإدارية لتعزيز الحوكمة والرقابة وتوجيه الموارد الشحيحة نحو الاختناقات الحادة، مع التركيز على البدء الجاد في تنفيذ حلول إستراتيجية مستدامة في هذا القطاع.
أزمة الكهرباء ليست موسمية
* انقطاعات الكهرباء مشكلة تتجدد مع كل صيف.. ما هي الحلول الجذرية لهذه الانقطاعات أو على الأقل تقليل مدتها؟.
** الحقيقة أن أزمة الكهرباء في اليمن ليست أزمة موسمية أو طارئة، بل هي أزمة مركّبة ومتراكمة نتيجة عقود من غياب الاستثمارات الإستراتيجية في قطاع الكهرباء، والاعتماد الكبير على التوليد باستخدام الوقود المكلف، يضاف إليها الاختلالات الفنية والإدارية التي تراكمت على مدى سنوات، والمعالجات التي كانت تتم طوال العقود والسنوات الماضية مجرد حلول إسعافية ومسكنات مؤقتة، ولم تكن هناك حلول إستراتيجية حقيقية تؤسس لقطاع طاقة مستدام، وجاءت الحرب لتفاقم هذه التحديات عبر تدمير أجزاء من البنية التحتية واستنزاف الموارد العامة للدولة.
ولذلك فإن الحكومة تنظر إلى هذا الملف باعتباره تحدياً هيكلياً يتطلب معالجات متكاملة، تشمل تحسين كفاءة التوليد، وإعادة تأهيل الشبكات، والحد من الفاقد، وتعزيز التحصيل، وإصلاح الجوانب المؤسسية والإدارية، إلى جانب التوسع في مشاريع الطاقة المتجددة وتشجيع استثمارات القطاع الخاص للوصول إلى حلول مستدامة. وفي هذا السياق، يمثل الدعم السعودي الأخير لتوفير المشتقات النفطية لتشغيل محطات الكهرباء بمتابعة كريمة من وزير الدفاع السعودي الأمير خالد بن سلمان، خطوة بالغة الأهمية لتأمين احتياجات المحطات خلال الفترة القادمة وتحسين مستوى الخدمة والتخفيف من معاناة المواطنين، وهو دعم يجسد حرص المملكة الدائم على الوقوف إلى جانب الشعب اليمني في مختلف الظروف. وينبغي التأكيد على أن الدعم السعودي الأخير المقدر والمهم جداً، لتمويل وقود المحطات يمثل طوق نجاة مؤقتاً لتأمين الخدمة خلال الصيف والتخفيف من معاناة المواطنين، لكنه ليس الحل النهائي، لأن أزمة الكهرباء ليست مرتبطة فقط بنقص الوقود، وإنما هي أزمة هيكلية متراكمة تشمل التوليد والشبكات والتحصيل والفاقد والإدارة، وتتطلب حلولاً إستراتيجية طويلة الأمد، وهذا ما نعمل عليه بالشراكة مع أشقائنا في المملكة العربية السعودية.

* ماذا عن الخطط الخاصة بتشغيل الموانئ والمطارات وإعادة تأهيلها؟.
** تأهيل الموانئ والمطارات يقع في صلب خطة الحكومة للتعافي الاقتصادي، ونعمل وفق إستراتيجية واضحة لرفع الكفاءة التشغيلية لميناء ومطار عدن، وبقية الموانئ والمطارات في المحافظات المحررة، وتحديث منظومتها اللوجستية، ورفع كفاءتها التشغيلية واستقطاب الاستثمارات اللازمة لتطوير بنيتها التحتية. والبرنامج السعودي لتنمية وإعمار اليمن يلعب دوراً محورياً في هذا الجانب، ونحن حريصون على تقديم كل التسهيلات للملاحة الجوية والبحرية وخطوط الشحن الدولية لتبسيط إجراءات الاستيراد والتصدير.
تعزيز البنية التحتية للنقل
* ما هي انعكاسات هذه الخطوات على دعم الاقتصاد اليمني؟.

* كيف تنظرون إلى الأوضاع الأمنية، وما هي أهم القرارات التي اتُخذت وستُتخذ مستقبلاً لدعم القطاعات الأمنية والعسكرية؟.
** الأوضاع الأمنية شهدت تحسناً ملحوظاً في العديد من المناطق المحررة بفضل الجهود الكبيرة التي تبذلها الأجهزة الأمنية والعسكرية، رغم استمرار التحديات والتهديدات التي تفرضها الجماعة الحوثية والتنظيمات الإرهابية المتخادمة معها. والحكومة، بتوجيهات من رئيس مجلس القيادة الرئاسي الدكتور رشاد العليمي وأعضاء المجلس، ماضية في دعم المؤسستين العسكرية والأمنية باعتبارهما صمام أمان الدولة والمجتمع، وقد تم اتخاذ عدد من الإجراءات لتوحيد القرار العسكري والأمني وتعزيز الجاهزية والتنسيق بين مختلف الأجهزة وتطوير العمل الاستخباراتي. وسنواصل بالتعاون الوثيق مع شركائنا في التحالف بقيادة المملكة العربية السعودية، العمل على بناء مؤسسات أمنية وعسكرية وطنية محترفة وقادرة على حماية الدولة وفرض سيادة القانون ومكافحة الإرهاب والتهريب والجريمة المنظمة وتأمين المصالح الوطنية، باعتبار أن الأمن والاستقرار هما المدخل الأساسي لأي عملية تنموية أو اقتصادية ناجحة.
The Prime Minister and Minister of Foreign Affairs of Yemen, Dr. Sha’if Al-Zandani, expressed his sincere gratitude and appreciation to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and the Crown Prince and Prime Minister, Prince Mohammed bin Salman bin Abdulaziz, for their continued generous support for the Yemeni government and people, and their directives to disburse a new payment of 224 million Saudi Riyals in support of the state’s general budget. This support has played a vital role in the continued provision of essential services and alleviating the effects of the economic and humanitarian crisis on citizens.
Historical and Brotherly Relations with Saudi Arabia
* What is the level of Saudi-Yemeni coordination in various political, security, and military fields, and what are its outcomes?
** The coordination between the two countries is not circumstantial or linked to the current crisis; rather, it is a strategic partnership that reflects the depth of the brotherly and historical relations between the two countries. There is a convergence in visions and positions at the security and political levels, and close coordination continues to support Yemeni state institutions, enhance security and stability, and confront the common threats targeting the security of the region and international navigation. This also prepares the conditions for achieving a just and sustainable peace according to the three agreed-upon references, and the outcomes of this coordination are also evident in the cohesion of the legitimate front and thwarting attempts to extend chaos.
We Work in Complex Exceptional Conditions
* Do you see that there has been a shortcoming that has led to a lack of services provided to the Yemeni citizen, especially regarding electricity and water?
** The Yemeni citizen deserves much better services, but it is also important to put things in their true context. The government has not been formed for more than four months and is working in exceptional and complex conditions. The existing problem is not related to a single factor; rather, it is the result of a complex and cumulative structural crisis. The current government has faced a heavy legacy of imbalances, as the energy sector suffers from a huge generation deficit and significant deterioration in transmission and distribution networks, alongside the absence of regular maintenance for the stations for many years. Additionally, there are the exorbitant financial costs of oil derivatives, which consume the largest part of the limited state resources. There are also societal and administrative issues represented in the random connection of electricity, which raises the percentage of technical and commercial losses, and low rates of bill payments, in addition to the imbalances and financial and administrative corruption that have accompanied this file. Today, we are working, with the support of our brothers in the Kingdom, to dismantle this complex problem by launching a package of financial and administrative reforms to enhance governance and oversight and direct scarce resources towards acute bottlenecks, with a focus on seriously starting to implement sustainable strategic solutions in this sector.
The Electricity Crisis is Not Seasonal
* Electricity outages are a recurring problem every summer. What are the root solutions to these outages or at least to reduce their duration?
** The truth is that the electricity crisis in Yemen is not a seasonal or temporary crisis; rather, it is a complex and accumulated crisis resulting from decades of absence of strategic investments in the electricity sector and a heavy reliance on costly fuel generation. This is compounded by the technical and administrative imbalances that have accumulated over the years, and the treatments that have been carried out throughout the past decades have been merely emergency solutions and temporary painkillers. There have been no real strategic solutions to establish a sustainable energy sector, and the war has exacerbated these challenges by destroying parts of the infrastructure and depleting the state’s public resources.
Therefore, the government views this file as a structural challenge that requires integrated solutions, including improving generation efficiency, rehabilitating networks, reducing losses, enhancing collections, and reforming institutional and administrative aspects, in addition to expanding renewable energy projects and encouraging private sector investments to reach sustainable solutions. In this context, the recent Saudi support to provide oil derivatives to operate electricity stations, with the kind follow-up of the Saudi Minister of Defense, Prince Khalid bin Salman, represents a very important step to secure the needs of the stations during the upcoming period, improve service levels, and alleviate the suffering of citizens. This support embodies the Kingdom’s constant keenness to stand by the Yemeni people in various circumstances. It should be emphasized that the recent Saudi support, which is highly valued and very important for financing the fuel for the stations, represents a temporary lifeline to secure service during the summer and alleviate the suffering of citizens. However, it is not the final solution, as the electricity crisis is not only linked to a fuel shortage, but rather it is a cumulative structural crisis that includes generation, networks, collections, losses, and management, and requires long-term strategic solutions. This is what we are working on in partnership with our brothers in the Kingdom of Saudi Arabia.
Enhancing the Efficiency of Ports and Airports
* What about the plans for operating and rehabilitating ports and airports?
** The rehabilitation of ports and airports is at the core of the government’s economic recovery plan, and we are working according to a clear strategy to enhance the operational efficiency of Aden Port and Airport, as well as other ports and airports in the liberated governorates, updating their logistical systems, raising their operational efficiency, and attracting the necessary investments to develop their infrastructure. The Saudi program for the development and reconstruction of Yemen plays a pivotal role in this aspect, and we are keen to provide all facilities for air and maritime navigation and international shipping lines to simplify import and export procedures.
Enhancing Transport Infrastructure
* What are the implications of these steps for supporting the Yemeni economy?
** Developing ports and airports represents a fundamental pillar for stimulating the national economy and enhancing the state’s public revenues. The higher the efficiency of these facilities, the greater the movement of trade, import, and export, the better the investment environment, and the more job opportunities increase, which positively reflects on economic activity in general.
Moreover, enhancing transport infrastructure and logistics services contributes to reducing trade and shipping costs, thereby lowering the prices of basic commodities, improving the competitiveness of the Yemeni economy, and creating suitable conditions for the recovery and reconstruction phase.
Supporting the Security and Military Institutions
* How do you view the security situation, and what are the most important decisions that have been made and will be made in the future to support the security and military sectors?
** The security situation has seen a noticeable improvement in many liberated areas thanks to the significant efforts made by the security and military apparatuses, despite the ongoing challenges and threats posed by the Houthi group and the terrorist organizations allied with it. The government, under the directives of the President of the Presidential Leadership Council, Dr. Rashad Al-Alimi, and the members of the council, is proceeding with supporting the military and security institutions as they are the safety valve for the state and society. Several measures have been taken to unify military and security decisions, enhance readiness, and coordinate between various agencies and develop intelligence work. We will continue, in close cooperation with our partners in the coalition led by the Kingdom of Saudi Arabia, to work on building professional national security and military institutions capable of protecting the state, enforcing the rule of law, combating terrorism, smuggling, and organized crime, and securing national interests, considering that security and stability are the fundamental entry point for any successful developmental or economic process.
