Seoul Calls for Dialogue and Signals Proportional ResponseLoudspeakers Complicate Efforts for De-escalationA Dilemma for the South Korean President

Kim Yo-jong, the sister of North Korean leader Kim Jong-un and one of the most influential figures in the country, announced that Pyongyang will position loudspeakers directed at South Korea on standby along the border between the two countries in the coming days, indicating an increase in readiness for new countermeasures whose nature has not been disclosed.

Kim warned Seoul today (Thursday) of facing what she described as a “terrifying and extremely painful situation” if it continues what Pyongyang considers interference in North Korea’s internal affairs, in a new escalation that increases pressure on efforts to ease relations between the two sides.

The statements came after Kim’s visit on Wednesday evening to fortification sites accompanied by senior military officials, where she announced that her country intends to operate loudspeakers directed at South Korea along the border by the end of October.

She added that North Korean tactical units have taken new positions, accusing South Korean forces of firing warning shots and sound warnings at multiple locations near the border, while Seoul confirmed that the firing of warning shots was part of “legitimate and defensive measures.”

Kim also threatened South Korean forces with “mercilessly eliminating them” if the warning shots caused damage to North Korean territory or to her troops, in a threat that reflects the escalating military rhetoric between the two countries.

Seoul Calls for Dialogue and Signals Proportional Response

In contrast, the military establishment and the Ministry of Unification in South Korea urged Pyongyang to return to the negotiating table to resolve disputes, warning of the consequences of continued escalation on stability in the Korean Peninsula.

The South Korean army considered that Kim’s statements indicate that the measures taken by Seoul in coordination with the United Nations Command to enhance monitoring of the demilitarized zone are beginning to have an impact.

For its part, the South Korean Ministry of Defense confirmed that its country will take “proportional measures” if North Korea carries out its threats, clarifying that no final decision has been made in this regard yet.

Loudspeakers Complicate Efforts for De-escalation

The threat to reactivate loudspeakers represents a new blow to South Korean President Yoon Suk-yeol’s efforts to reduce hostility between the two Koreas, amid fears of rising tensions along the heavily fortified border to unprecedented levels since he took office in June 2025.

Both Koreas have used loudspeakers for years to broadcast propaganda and messages across the border; the South Korean broadcasts included K-pop music and news and information that angered Pyongyang, which responded on various occasions with similar measures.

Between the two countries lies a demilitarized zone established after the end of the Korean War, which lasted from 1950 to 1953, under a ceasefire agreement that has not turned into a final peace treaty.

Since 2024, North Korea has intensified fortification efforts on its side of the zone, including planting mines and erecting barriers and fences, as part of its efforts to establish what it describes as a permanent border with South Korea.

Seoul claims that mines planted by North Korea during fortification efforts caused an explosion last month that resulted in serious injuries to two soldiers, but Pyongyang denied responsibility for the incident, describing the South Korean narrative as a fabricated claim.

A Dilemma for the South Korean President

Since taking office, President Yoon Suk-yeol has pursued a policy of diplomatic engagement and reducing tensions with North Korea, despite Pyongyang’s refusal to resume dialogue and its classification of South Korea as a hostile state.

As part of this policy, his administration halted South Korean propaganda broadcasts via loudspeakers and dismantled fixed loudspeakers along the border last year, considering these steps essential for building trust, and subsequently, North Korea also suspended its broadcasts directed towards the South.

In this context, Lim Ul-chul, a professor at Kyungnam University in Seoul, stated that Kim Yo-jong’s recent warnings do not necessarily mean that the loudspeakers will be activated immediately, but they place Yoon’s administration in a “huge dilemma.”

He explained that Seoul faces a difficult choice between continuing a policy of peaceful engagement with Pyongyang and containing potential escalation, at a time when fears are growing that mutual threats and military movements along the border could undermine the chances of resuming dialogue between the two countries.

While Seoul clings to the option of diplomatic de-escalation, Pyongyang continues to harden its rhetoric and strengthen its border fortifications, making the future of relations between the two Koreas dependent on both sides’ ability to avoid new steps that could push confrontation to a more dangerous stage.
