Since the outbreak of the Iranian war on February 28, two things have become clear; the first is that Iran strongly refuses to let anyone compete with it for the top position in hostility towards Arabs, especially the Gulf Cooperation Council countries, and the other is that it is an asymmetric war that must be managed like a guerrilla war. Therefore, the strongest card is to expand the circle of damage by attempting to harm navigation in the Strait of Hormuz with mines and projectiles.

The Kingdom of Saudi Arabia has been clear that this is not its battle and thus did not intervene, nor did it allow the U.S. to use its airspace to target Iran. However, as a country, it has invested heavily in its infrastructure, including the East-West pipeline, which has undermined the Iranian strategy to raise oil prices. This is an important point to understand everything that is happening regarding targeting this pipeline or through efforts to restrict navigation in the Red Sea, which is significant for anyone who believes the Iranian narrative that claims the Houthis or the Popular Mobilization Forces are independent players and not just allies.

On another note, the cessation of U.S. military operations has been more painful than their continuation, not only because of the ongoing U.S. blockade and thus the reduction of Iranian oil exports to no more than 300,000 barrels leaving overland, but also due to the silence of U.S. Treasury Secretary Janet Yellen, who has exerted unprecedented economic pressure as part of the “economic pariah” campaign.

This wave of sanctions can be said to have closed many of the loopholes that Iran was using to circumvent sanctions, including sanctions on banks, foreign exchange shops, and escalating the pressure to punish financial entities in Asian countries that were used to launder Iranian money through relationships with Iranian exchange companies.

Another related issue is the imposition of sanctions on countries that allow Iranian civilian aircraft to land, provide them with fuel, or conduct ticket sales for them. The compliance period ended at the end of September with some temporary exceptions, which has reduced Iranian commercial flights by about half so far, thus adding air restrictions to maritime ones, limiting the movement of passengers and also the flow of money.

The Houthis, for their part, have halted their missile launches this year in conjunction with the Islamabad agreement signed by Iran on June 17. The play of unified fronts did not continue, even though the Palestinian suffering from Israeli military practices in the Gaza Strip has not stopped until now. As Velayati wrote in April, the unified command of the resistance front views “Bab al-Mandab” as it views “Hormuz.” In July, Reuters reported that Tehran asked the Houthis to prepare to close the strait.

Here comes the Iranian move, regardless of the faction tasked with it, connected to the targeting of the Houthi militia in the city of Yanbu in July, then its disruption from attacks that came from Iraqi militias on September 10. In September, the Houthis also moved to control the Bab al-Mandab Strait, followed by the recent targeting of King Khalid International Airport, completing this series.

This escalation carried out by the Houthis, especially the targeting of the airport, represents an attempt at pressure that is, in fact, a losing gamble and a violation of the rules of engagement. It reminds me of Sun Tzu’s saying in “The Art of War” when he said: “Stubbornness and obstinacy by a small force will ultimately make it an easy prey for a larger force.”

As for Iran, expanding the targets, especially before the U.S. elections, indicates its dwindling capacity for strategic patience. The strangulation of maritime and then air navigation, along with restrictions on hard currency and other effects such as the near depletion of Iranian floating stock and the exhaustion of raw materials on which local industries depend, makes this escalation a desire to hasten a quick solution with minimal concessions. Hence, Russia may have recently entered the mediation line.

And perhaps when talking about Russia, it is worth noting that when the Soviet Union fell, it possessed one of the largest nuclear arsenals in human history, while the main reason for its fall was economic.
