استوعبت المملكة جيداً محورية موقعها وأهميته إقليمياً ودولياً، وقبل ذلك استوعبت ضرورة ربط أجزائها المترامية بشبكة طرق حديثة، حدث ذلك منذ بداية الطفرة الأولى واستمر الاهتمام إلى أن أصبح لدينا أحدث شبكة طرق على مستوى العالم العربي والشرق الأوسط. هذه ليست مبالغة بل حقيقة، لا توجد قرية نائية في الصحراء أو فوق قمة جبل إلا وهناك طريق معبّد يصلها، وهذا ما جعل برامج التنمية تصل إلى كل مكان، وقد اكتشفنا أهمية هذه الشرايين الحيوية في الظروف الاستثنائية كما حدث خلال جائحة كورونا عندما تعطلت حركة الطيران لكن حركة النقل البري لم تتعطل. وأيضاً خلال ذروة الحرب الأمريكية ـ الإسرائيلية/ الإيرانية، عندما استطاعت شبكة الطرق لدينا إمداد دول الجوار الخليجية بكل احتياجاتها بعد تعطّل حركة الملاحة في الخليج العربي.
كما كشفت لنا الأزمة جاهزية المملكة لرفع كفاءة تشغيل موانئها على البحر الأحمر التي تم تجهيزها وتطويرها خلال العقود الماضية. هذه الموانئ أصبحت الشريان الرئيسي الذي يزود العالم بالنفط، ولولاها لشهدنا أزمة عالمية خانقة في إمدادات الطاقة، وبالتالي فنحن نتحدث عن رؤية استباقية مبكرة وحسابات ذكية للأزمات والظروف الطارئة.
الجانب الذي تأخرنا فيه هو السكك الحديدية، إذ لم يكن يوجد سوى خط واحد قديم يربط المنطقة الشرقية بالرياض، لكننا انتبهنا إلى هذا الجانب الحيوي وإن كان متأخراً، حيث بدأ ربط بعض المناطق الوسطى بالشمالية، وبدأ الاستعداد لتنفيذ خط بين الرياض وجدة كما سمعنا، لكننا نطمح أن يتم ربط جميع المناطق بشبكة متكاملة للقطارات السريعة، فذلك جانب مهم من جوانب الأمن الإستراتيجي.
وعندما نقول كل ما سبق فإنه يأتي على هامش الخبر الجميل الذي سمعناه قبل يومين عن توقيع مذكرة تفاهم سعودية تركية للربط السككي بين البلدين عبر خط يعبر سورية والأردن وصولاً الى المملكة ثم عمان. هنا نحن نتحدث عن مشروع إستراتيجي عالمي يجعل المملكة نقطة وصل بين شرق العالم وغربه وشماله وجنوبه، لا تتأثر كثيراً بتعطل الملاحة البحرية أو الجوية، وعند تنفيذ هذا المشروع سيكون أحد أهم خطوط الربط العالمية إن لم يكن أهمها.
لقد جاء التفكير في تنفيذ هذا الخط خلال الأزمة الراهنة، ليثبت أن المملكة قادرة على خلق الفرص الثمينة من رحِم الأزمات، وأن حيوية التفكير المستقبلي هي عنوان التخطيط الذي تنتهجه في رؤيتها. إنها حقاً ضربة معلّم.
The Kingdom has well understood the pivotal nature of its location and its importance regionally and internationally. Before that, it recognized the necessity of connecting its sprawling parts with a modern road network. This began at the onset of the first boom and continued until we developed the most modern road network in the Arab world and the Middle East. This is not an exaggeration but a fact; there is no remote village in the desert or on top of a mountain that does not have a paved road connecting it. This has allowed development programs to reach everywhere, and we discovered the importance of these vital arteries in exceptional circumstances, as happened during the Corona pandemic when air travel was disrupted, but land transport remained uninterrupted. Also, during the peak of the American-Israeli/Iranian war, our road network was able to supply neighboring Gulf countries with all their needs after maritime navigation in the Arabian Gulf was halted.
The crisis also revealed the Kingdom’s readiness to enhance the efficiency of its ports on the Red Sea, which have been equipped and developed over the past decades. These ports have become the main artery supplying the world with oil; without them, we would have witnessed a severe global crisis in energy supplies. Thus, we are talking about an early proactive vision and smart calculations for crises and emergency situations.
The area where we have lagged is railways, as there was only one old line connecting the Eastern Province to Riyadh. However, we have paid attention to this vital aspect, albeit late, as we have begun to connect some central areas with northern ones, and preparations have started to implement a line between Riyadh and Jeddah, as we have heard. But we aspire to connect all regions with an integrated network of high-speed trains, as this is an important aspect of strategic security.
When we mention all of the above, it comes alongside the wonderful news we heard two days ago about the signing of a Saudi-Turkish memorandum of understanding for railway connectivity between the two countries via a line that crosses Syria and Jordan, reaching the Kingdom and then Oman. Here, we are talking about a global strategic project that makes the Kingdom a connecting point between the East and West of the world, as well as its North and South, not significantly affected by disruptions in maritime or air navigation. Upon the implementation of this project, it will be one of the most important global connectivity lines, if not the most important.
The idea of implementing this line came during the current crisis, proving that the Kingdom is capable of creating valuable opportunities from the womb of crises, and that the vitality of future thinking is the hallmark of the planning it adopts in its vision. It is truly a masterstroke.
