The National Program for the Development of Collective Housing for Individuals emphasized the importance of compliance by establishments with a targeted workforce of less than 250 workers to rectify the housing conditions of laborers and meet regulatory requirements before the implementation of the final phase of the mandatory regulations set for February 1, 2027.
The program clarified that the remaining period represents a corrective grace period that allows establishments to complete the necessary requirements for compliance, noting that this is part of efforts aimed at organizing labor housing, improving the quality of the living environment, and enhancing adherence to health, technical, and safety standards in the cities of the Kingdom.
It indicated that the rectification of conditions is carried out through two approved pathways; the first is obtaining a collective housing license for the building belonging to the establishment after meeting the regulatory requirements, and the second is contracting with pre-licensed collective housing units, ensuring the provision of legal housing for workers.
The program stressed the importance of proactively completing the licensing or contracting procedures during the corrective grace period, confirming that adherence to the approved pathways contributes to reducing the illegal uses of residential buildings and raises compliance levels with regulatory requirements.
It pointed out that organizing collective housing for individuals aims to provide a suitable living environment that meets health and safety requirements, improves quality of life, and enhances the urban landscape, achieving a balance between the needs of establishments and the organized requirements for labor housing.
The program called on the covered establishments to take advantage of the available grace period and complete the necessary procedures through the approved platforms or by contracting with licensed housing units, to avoid the potential regulatory actions that may result from non-compliance.
