طالب رئيس البرلمان العربي محمد بن أحمد اليماحي، الشبكة البرلمانية لحركة عدم الانحياز باتخاذ موقف حاسم وواضح تجاه قانون إعدام الأسرى الفلسطينيين.
وأكد رئيس البرلمان العربي في كلمته أمام المؤتمر الخامس للشبكة البرلمانية لحركة عدم الانحياز، أن الشبكة البرلمانية تمثل ضمير دول العالم الحر وأقل ما يمكن أن تقدمه هو إصدار قرار برفض وإدانة هذا القانون البغيض وحشد الجهود الدولية لضمان عدم تنفيذه، وإدراج القرار ضمن الوثائق الصادرة عن المؤتمر.
وأضاف اليماحي في كلمته أنه لا نتصور أن يجتمع هذا الحشد البرلماني الدولي، الذي طالما انتصر للقضايا العادلة، دون أن يكون له موقف واضح من تشريع عنصري يشرعن إعدام آلاف الأسرى الأبرياء على مرأى ومسمع من العالم أجمع.
وأقر الكنيست الإسرائيلي في 30 مارس «قانون إعدام الأسرى الفلسطينيين» بأغلبية 62 صوتاً مقابل 48 معارضاً وامتناع واحد، ويفرض القانون عقوبة الإعدام شنقاً كحكم افتراضي في المحاكم العسكرية الإسرائيلية التي تنظر فقط في قضايا الفلسطينيين في الضفة الغربية على من يُدان بقتل إسرائيلي إذا اعتُبر الفعل «عملاً إرهابياً» أو بدافع «إنكار وجود دولة إسرائيل».
وأثار القانون إدانات دولية وحقوقية واسعة، واعتبرته منظمات مثل الأمم المتحدة ومنظمات حقوق الإنسان تشريعاً تمييزياً عنصرياً ينتهك اتفاقيات جنيف وقانون حقوق الإنسان الدولي، ويُكرس نظاماً قانونياً مزدوجاً، ويُطبق القانون على حالات مستقبلية بشكل أساسي، ولا يسري تلقائياً على الأسرى الحاليين.
The President of the Arab Parliament, Mohammed bin Ahmed Al-Yamahi, called on the Parliamentary Network of the Non-Aligned Movement to take a decisive and clear stance regarding the law on the execution of Palestinian prisoners.
The President of the Arab Parliament emphasized in his speech at the fifth conference of the Parliamentary Network of the Non-Aligned Movement that the parliamentary network represents the conscience of the free world, and the least it can do is to issue a resolution rejecting and condemning this abhorrent law and mobilizing international efforts to ensure its non-implementation, and to include the resolution in the documents issued by the conference.
Al-Yamahi added in his speech that we cannot imagine this international parliamentary gathering, which has long championed just causes, without having a clear stance on a racist legislation that legitimizes the execution of thousands of innocent prisoners in full view and hearing of the entire world.
The Israeli Knesset approved on March 30 the “Law on the Execution of Palestinian Prisoners” by a majority of 62 votes in favor, 48 against, and one abstention. The law imposes the death penalty by hanging as a default sentence in Israeli military courts that only consider cases of Palestinians in the West Bank against those convicted of killing an Israeli if the act is deemed “an act of terrorism” or motivated by “denying the existence of the State of Israel.”
The law has sparked widespread international and human rights condemnations, with organizations such as the United Nations and human rights groups considering it a discriminatory racist legislation that violates the Geneva Conventions and international human rights law, entrenching a dual legal system, and primarily applying the law to future cases, without automatically extending to current prisoners.
