أكد محافظ البنك المركزي اليمني أحمد غالب أحمد أهمية الإصلاحات التي اتخذتها الحكومة اليمنية، مشيراً إلى أنها تعكس توجهاً جاداً نحو تصحيح الاختلالات القائمة، وإعادة توجيه الموارد العامة نحو الأولويات الأساسية، بما يسهم في تحسين مستوى الخدمات المقدّمة للمواطنين، ورفع كفاءة الإنفاق العام، وتعزيز الاستدامة المالية في ظل الظروف الاستثنائية الراهنة.
تعزيز قدرة الدولة
المحافظ قال في حديث لـ«عكاظ» إن حزمة القرارات الأخيرة الصادرة عن الحكومة، تمثل خطوة مهمة في الاتجاه الصحيح لمعالجة عدد من الاختلالات المالية والاقتصادية المتراكمة، واستعادة التوازنات العامة، وتعزيز قدرة الدولة على الوفاء بالتزاماتها الأساسية تجاه المواطنين، وذلك في إطار الالتزام بأحكام الدستور والقوانين النافذة المنظمة لإدارة الموارد العامة، سواء من جانب الإيرادات أو أوجه الإنفاق.
صرف المستحقات بانتظام
أحمد غالب أشار إلى أن القرارات والإجراءات الإصلاحية المصاحبة هدفت أيضاً إلى تأمين موارد إضافية تساعد الدولة على الاستمرار في تقديم الخدمات الأساسية، وتحسين مستوى معيشة منتسبي الخدمة العامة من المدنيين والعسكريين، وضمان صرف مستحقاتهم بصورة منتظمة وفي مواعيدها المحددة، باعتبار ذلك يمثل أولوية وطنية وإنسانية في المرحلة الحالية، مؤكدًا أهمية القرارات الهادفة إلى تعزيز دور المؤسسات الإيرادية والرقابية وتمكينها من القيام بواجباتها ومسؤولياتها بكفاءة وفاعلية، بما يتسق مع مبادئ الحوكمة والشفافية والانضباط المالي، ويسهم في مكافحة الفساد وحماية الموارد العامة وتعزيز الثقة بمؤسسات الدولة.
الإسناد من القيادة السياسية
محافظ البنك المركزي اليمني أوضح لـ«عكاظ» أن نجاح هذه الإصلاحات يتطلب تكامل الجهود بين مختلف مؤسسات الدولة، واستمرار الدعم والإسناد من القيادة السياسية والحكومة، إلى جانب تعاون المواطنين والقطاع الخاص والشركاء الإقليميين والدوليين، بما يعزز فرص تحقيق الاستقرار الاقتصادي والمالي وتحسين الأوضاع المعيشية والخدمية للمواطنين، مشيدًا في هذا السياق بأهمية وقيمة الدعم السعودي المستمر لليمن.
استعادة الأموال المهدرة
مجلس إدارة البنك المركزي اليمني، ناقش في اجتماعات دورته الخامسة لهذا العام، جملة من الموضوعات والقضايا المدرجة في جدول أعماله، وفي مقدمتها التطورات الاقتصادية والمالية والنقدية الراهنة، وانعكاساتها على الأوضاع المعيشية والخدمية، إلى جانب استعراض الجهود والإجراءات التي يواصل البنك المركزي تنفيذها للحفاظ على الحد الأدنى من الاستقرار الاقتصادي والنقدي، وصون النظام المالي والمصرفي، وضمان استمرارية الوظائف الأساسية للدولة في ظل الظروف الاستثنائية الراهنة.
ورحب بقرارات الحكومة الأخيرة المتعلقة بتنفيذ حزمة من الإصلاحات المالية والاقتصادية، والتي تهدف إلى معالجة الاختلالات القائمة وتصحيح الأوضاع المالية والاقتصادية بما يتوافق مع أحكام الدستور والقوانين النافذة، وبما يسهم في استعادة جزء من موارد الدولة المهدرة، وتوجيهها نحو تحسين مستوى معيشة منتسبي الخدمة العامة من المدنيين والعسكريين، وتعزيز قدرة الدولة على الاستمرار في تقديم الخدمات الأساسية للمواطنين.
تدابير وإصلاحات لتحقيق الاستقرار
المركزي اليمني شدّد في اجتماعه على أهمية أن تُستكمل هذه الإجراءات بجملة من التدابير والإصلاحات الهادفة إلى تحقيق الاستقرار الاقتصادي والمالي، واستعادة التوازنات العامة، وتفعيل دور المؤسسات الإيرادية والرقابية، وتعزيز مبادئ الشفافية والانضباط المالي، بما يدعم جهود الإصلاح الشامل ويعزّز الثقة بالمؤسسات العامة. وجدّد المجلس التأكيد على استمرار البنك المركزي في القيام بمسؤولياته الوطنية والمهنية، والعمل بالتنسيق مع مختلف مؤسسات الدولة والشركاء الإقليميين والدوليين، بما يسهم في تخفيف الآثار الاقتصادية والإنسانية القائمة، والحفاظ على الاستقرار المالي والنقدي، وخدمة المصلحة العامة.
وكانت الحكومة اليمنية أصدرت حزمة من القرارات الجريئة التي تضمّنت معالجات اقتصادية مهمة تمثلت أبرزها في تحرير الدولار الجمركي، واعتماد زيادة في رواتب الموظفين بنسبة 20%، وإطلاق التسويات الوظيفية المتوقفة من 13 عاماً، وغيرها من القرارات التي وصفت بالمهمة.
The Governor of the Central Bank of Yemen, Ahmed Ghaleb Ahmed, emphasized the importance of the reforms undertaken by the Yemeni government, noting that they reflect a serious approach towards correcting existing imbalances and redirecting public resources towards essential priorities, which contributes to improving the level of services provided to citizens, enhancing the efficiency of public spending, and strengthening financial sustainability in light of the current exceptional circumstances.
Enhancing the State’s Capacity
The governor stated in an interview with “Okaz” that the recent package of decisions issued by the government represents an important step in the right direction to address a number of accumulated financial and economic imbalances, restore public balances, and enhance the state’s capacity to meet its basic obligations towards citizens, all within the framework of adherence to the provisions of the constitution and the applicable laws governing the management of public resources, whether in terms of revenues or areas of expenditure.
Regular Payment of Entitlements
Ahmed Ghaleb pointed out that the accompanying reform decisions and measures also aimed to secure additional resources to help the state continue providing essential services, improve the living standards of public service members, both civilian and military, and ensure the regular payment of their entitlements on time, considering this a national and humanitarian priority at the current stage. He emphasized the importance of decisions aimed at enhancing the role of revenue-generating and regulatory institutions and enabling them to perform their duties and responsibilities efficiently and effectively, in line with the principles of governance, transparency, and financial discipline, contributing to combating corruption, protecting public resources, and enhancing trust in state institutions.
Support from Political Leadership
The Governor of the Central Bank of Yemen clarified to “Okaz” that the success of these reforms requires the integration of efforts among various state institutions, continued support from political leadership and the government, as well as cooperation from citizens, the private sector, and regional and international partners, which enhances the chances of achieving economic and financial stability and improving the living and service conditions for citizens. He praised, in this context, the importance and value of the ongoing Saudi support for Yemen.
Recovering Wasted Funds
The Board of Directors of the Central Bank of Yemen discussed in the meetings of its fifth session this year a number of topics and issues included in its agenda, foremost among them the current economic, financial, and monetary developments and their reflections on living and service conditions, in addition to reviewing the efforts and measures that the Central Bank continues to implement to maintain a minimum level of economic and monetary stability, preserve the financial and banking system, and ensure the continuity of the state’s essential functions in light of the current exceptional circumstances.
It welcomed the government’s recent decisions related to implementing a package of financial and economic reforms, which aim to address existing imbalances and correct financial and economic conditions in accordance with the provisions of the constitution and applicable laws, contributing to recovering part of the wasted state resources and directing them towards improving the living standards of public service members, both civilian and military, and enhancing the state’s capacity to continue providing essential services to citizens.
Measures and Reforms to Achieve Stability
The Central Bank of Yemen stressed in its meeting the importance of completing these procedures with a series of measures and reforms aimed at achieving economic and financial stability, restoring public balances, activating the role of revenue-generating and regulatory institutions, and enhancing the principles of transparency and financial discipline, which supports comprehensive reform efforts and strengthens trust in public institutions. The council renewed its commitment to the Central Bank’s continued fulfillment of its national and professional responsibilities and working in coordination with various state institutions and regional and international partners, contributing to alleviating existing economic and humanitarian impacts, maintaining financial and monetary stability, and serving the public interest.
The Yemeni government had issued a package of bold decisions that included important economic remedies, the most notable of which were the liberalization of the customs dollar, approving a 20% increase in employee salaries, and launching the long-stalled job settlements from 13 years ago, among other decisions described as significant.
