دخل وزير الدفاع البريطاني الجديد دان جارفيس دائرة الانتقادات منذ يومه الأول في المنصب، بعدما غاب عن مواجهة وسائل الإعلام في وقت تتصاعد فيه الأزمة السياسية والعسكرية التي أعقبت استقالة سلفه جون هيلي احتجاجاً على خطط الإنفاق الدفاعي للحكومة.
ووفق صحيفة ديلي ميل، تحولت الأزمة داخل وزارة الدفاع إلى مادة للجدل السياسي في بريطانيا، بعدما تولى جارفيس منصبه بشكل مفاجئ عقب استقالة هيلي، الذي وجه انتقادات حادة لخطط التمويل العسكري التي تعتزم حكومة رئيس الوزراء كير ستارمر تنفيذها خلال السنوات القادمة.
وفي أول ظهور رسمي له، زار جارفيس مصنعاً للطائرات المسيّرة، إلا أن وسائل الإعلام مُنعت من تغطية الحدث أو توجيه الأسئلة إليه، رغم أنها كانت قد تلقت دعوات سابقة لحضور الافتتاح.
وأثار ذلك اتهامات للحكومة بمحاولة تجنب الأسئلة المحرجة المتعلقة بأزمة الدفاع المتفاقمة.
وكان من المقرر أن يشهد اليوم نفسه افتتاح مركز جديد لتقنيات الطائرات المسيّرة بحضور رئيس الوزراء، إلا أن المشروع تعرض لتأخير استمر أربعة أشهر وسط خلافات حكومية حول حجم التمويل المخصص للدفاع.
وجاءت استقالة جون هيلي بعد اعتراضه على ما وصفه بعدم كفاية الزيادة المقررة في الميزانية العسكرية، معتبراً أن التمويل المقترح لا يلبي احتياجات القوات المسلحة البريطانية في ظل التحديات الأمنية المتزايدة. وتشير تقديرات إلى أن الخطة الحالية توفر نحو 10 مليارات جنيه إسترليني إضافية على مدى أربع سنوات، وهو ما يراه منتقدون أقل بكثير من الاحتياجات الفعلية للجيش.
وفي الوقت الذي أشاد فيه بعض المسؤولين والخبراء بموقف هيلي، حاول جارفيس طمأنة ممثلي قطاع الصناعات الدفاعية خلال لقائه مسؤولي نحو 30 شركة، مؤكداً أن القطاع يواجه “تحديات كبيرة” لكنه يمتلك أيضاً “فرصاً واعدة” للنمو والتطوير.
غير أن مصادر حضرت الاجتماع أكدت أن حالة من القلق وعدم اليقين تسود أوساط الصناعة الدفاعية، في ظل استمرار الغموض بشأن خطة الاستثمار الدفاعي المنتظرة، والتي تعرضت لانتقادات واسعة حتى قبل نشرها رسمياً.
كما زادت الضغوط على الحكومة البريطانية بعد دعوات أمريكية علنية إلى لندن لتعزيز قدراتها العسكرية.
وأكد مسؤولون في وزارة الدفاع الأمريكية أن الظروف الدولية الحالية تتطلب من بريطانيا التحرك بسرعة وبحجم أكبر لتقوية قواتها المسلحة وتوسيع قدراتها الإنتاجية في مجال الأسلحة والذخائر.
من جانبه، دافع رئيس الوزراء كير ستارمر عن سياسته، مؤكداً أن الدفاع يمثل “الأولوية الأولى” لحكومته، وأن القرارات المتعلقة بتمويل الخطة الدفاعية جاءت بعد مراجعات مالية صعبة شملت مختلف الوزارات.
ورغم ذلك، يواجه ستارمر انتقادات متزايدة من المعارضة ومن شخصيات عسكرية وسياسية بارزة ترى أن التمويل المخصص للدفاع لا يتناسب مع حجم التحديات الأمنية التي تواجهها المملكة المتحدة، خاصة في ظل التوترات المتصاعدة مع روسيا ومتطلبات حلف شمال الأطلسي (الناتو).
وتشير التوقعات إلى أن الحكومة ستؤجل نشر خطة الاستثمار الدفاعي إلى ما قبل قمة الناتو القادمة، بينما يترقب المراقبون ما إذا كان الوزير الجديد سيتمكن من احتواء الأزمة واستعادة الثقة داخل المؤسسة العسكرية وقطاع الصناعات الدفاعية.
The new British Defense Minister Dan Jarvis has entered the criticism circle since his first day in office, after he missed a media engagement at a time when the political and military crisis following the resignation of his predecessor John Healey is escalating in protest against the government’s defense spending plans.
According to the Daily Mail, the crisis within the Ministry of Defense has turned into a subject of political controversy in Britain, after Jarvis took up his position unexpectedly following Healey’s resignation, who sharply criticized the military funding plans that Prime Minister Keir Starmer’s government intends to implement in the coming years.
In his first official appearance, Jarvis visited a drone manufacturing facility, but the media was barred from covering the event or asking him questions, despite having received prior invitations to attend the opening.
This raised accusations against the government of trying to avoid embarrassing questions related to the worsening defense crisis.
It was also scheduled for the same day to witness the opening of a new drone technology center in the presence of the Prime Minister, but the project faced a four-month delay amid government disputes over the amount of funding allocated for defense.
John Healey’s resignation came after he objected to what he described as the insufficient increase in the military budget, considering that the proposed funding does not meet the needs of the British armed forces in light of increasing security challenges. Estimates suggest that the current plan provides about £10 billion in additional funding over four years, which critics see as far below the actual needs of the military.
While some officials and experts praised Healey’s stance, Jarvis attempted to reassure representatives of the defense industries during his meeting with officials from around 30 companies, affirming that the sector faces “significant challenges” but also has “promising opportunities” for growth and development.
However, sources present at the meeting confirmed that a state of concern and uncertainty prevails in the defense industry, amid ongoing ambiguity regarding the anticipated defense investment plan, which has faced widespread criticism even before its official release.
Additionally, pressure on the British government has increased following public calls from the United States for London to enhance its military capabilities.
Officials at the U.S. Department of Defense confirmed that the current international circumstances require Britain to act quickly and on a larger scale to strengthen its armed forces and expand its production capabilities in weapons and ammunition.
For his part, Prime Minister Keir Starmer defended his policy, affirming that defense is the “top priority” for his government, and that decisions regarding the funding of the defense plan came after difficult financial reviews that included various ministries.
Nevertheless, Starmer faces increasing criticism from the opposition and prominent military and political figures who believe that the funding allocated for defense does not match the scale of the security challenges facing the United Kingdom, especially amid rising tensions with Russia and the requirements of NATO.
Expectations suggest that the government will delay the release of the defense investment plan until before the upcoming NATO summit, while observers are watching to see if the new minister can contain the crisis and restore confidence within the military institution and the defense industries sector.
