وتتطلب هذه المرحلة قدراً عالياً من الفهم العميق والدقيق لطبيعة المشهد، إذ يجري العمل حالياً على التهيئة والاستعداد لتشكيل اللجنة التحضيرية للحوار عبر توافق واضح بين القوى الجنوبية حول الأسس والمبادئ والمعايير التي ينبغي أن تحكم هذا المسار، بما يضمن مشاركة عادلة ومسؤولة من جميع الأطراف، ويؤسس لمرحلة سياسية أكثر استقراراً وتوازناً.

الحراك الجنوبي ركيزة

• كان للحراك الجنوبي الدور الأبرز في الدفع بالقضية الجنوبية إلى الواجهة في 2007، لكن جماعة الزبيدي عمدت إلى اختطافه خدمةً لأجندات خارجية.. كيف يمكن رد الاعتبار لهذا المكون الأصيل والعريق؟

•• الحراك الجنوبي يُعد الركيزة الأساسية التي انطلقت منها القضية الجنوبية منذ عام 2007، وقد اضطلع بدور محوري في إبرازها سياسياً، رغم التحديات والتعقيدات التي واجهها، وما قدمه من تضحيات في سبيل ذلك. كما سعى، في مختلف مراحله، إلى توحيد الصف الجنوبي ضمن إطار من الشراكة السياسية. وشهدت بعض المراحل السابقة محاولات لتقييد التعددية السياسية أو حصر التمثيل في إطار ضيق، وهو أمر فرضته ظروف تلك المرحلة، رغم أنه لا ينسجم مع طبيعة العمل السياسي القائم على الشراكة والتنوع.

لكن اليوم، تبدو الفرصة مهيأة لإعادة الاعتبار لهذا المكون عبر ترسيخ مبدأ التعددية، وتمكين مختلف مكوناته من الإسهام في صياغة المرحلة القادمة، بما يضمن تمثيلاً عادلاً يعكس إرادة أبناء الجنوب، ويوازن في الوقت ذاته بين المتطلبات الوطنية والاعتبارات الإقليمية والدولية.

بعد إنساني ووطني

•هناك حديث متداول بأن جميع من كان في الحراك الجنوبي جرى تهميشهم، بينهم عسكريون قدامى.. ما صحة ذلك؟ وهل يمكن استيعابهم؟

•• هذا الملف يحمل بعداً إنسانياً ووطنياً عميقاً، إذ إن انطلاقة الحراك الجنوبي ارتبطت إلى حدٍّ كبير بقضية العسكريين المتقاعدين، الذين شكّلوا أحد أبرز تعبيرات الشعور بالتهميش بعد مرحلة الوحدة، في ظل غياب معالجات كافية ومنصفة لحقوقهم.

لا يمكن إنكار أن شريحة واسعة من الكوادر، خصوصاً القيادات العسكرية والميدانية السابقة، تعرضت للتهميش خلال السنوات الماضية، وهو ما ولّد حالة من الاستياء المشروع. ومن هذا المنطلق، فإن أي مقاربة جادة للمستقبل لا بد أن تنطلق من إنصاف هذه الفئات، باعتبارها جزءاً أصيلاً من مسار القضية الجنوبية.

ورؤيتنا في مجلس الحراك الوطني الجنوبي تقوم على أن معالجة هذا الملف يجب أن تكون واقعية وشاملة، لا شكلية أو مرحلية، وبما يضمن إعادة الاعتبار لهذه الكوادر ودمجها في مؤسسات الدولة وفق معايير مهنية ووطنية واضحة، تحفظ الحقوق وتراعي الكفاءة.

كما نؤكد أن نجاح هذه المعالجات يرتبط بوجود بيئة سياسية مستقرة، وإرادة حقيقية لتنفيذ الحلول، وهو ما نراه أكثر قابلية للتحقق في ظل الرعاية التي تقدمها المملكة العربية السعودية للعملية السياسية، بما يسهم في الوصول إلى تسويات عادلة ومتوازنة لهذا الملف الحيوي.

مشروع وطني جامع

• ما رؤيتكم للنهوض بالحراك الجنوبي، وأهم أهدافكم المستقبلية؟

•• رؤيتنا تنطلق من إعادة تنظيم الحراك مشروعاً وطنيّاً جامعاً، يهدف إلى استعادة دولة وبناء مؤسسات حديثة قائمة على القانون، ويمتد حضوره جغرافياً وسياسياً من عدن إلى المهرة، بما يعكس وحدة الهدف وتكامل الأدوار.

كما نتمسك بالنضال السلمي خياراً استراتيجيّاً، ونؤمن بأن الحوار هو السبيل الأمثل لمعالجة الخلافات بين المكونات الجنوبية، بما يرسّخ مبدأ الشراكة ويغلق الباب أمام أي صراعات داخلية.

وفي هذا السياق، نحرص على تعزيز الشراكة مع المملكة العربية السعودية، والانفتاح على محيطنا الإقليمي، والاستعداد للاستحقاقات السياسية القادمة بروح توافقية.

وفي موازاة ذلك، نؤكد أن مواجهة تهديد جماعة الحوثي تظل أولوية، لما تمثله من خطر لا يقتصر على اليمن فحسب، بل يمتد إلى أمن واستقرار المنطقة بأكملها.

لا لفرض الأمر الواقع

• مجلس الانتقالي المنحل لم يكن مكوناً سياسياً، بل كانت جماعة مسلحة تفرض أجندات خارجية تحت تهديد السلاح.. وهناك مخاوف من أن يأتي مجلس جديد بهذا الفكر والتفكير.. كيف تعلق على هذه المخاوف؟

•• أي تجربة قائمة على فرض الأمر الواقع بالقوة لا يمكن أن تستمر.

نحن مع مشروع سياسي مدني، يحتكم للمؤسسات والقانون، ويغلق الباب أمام أي ممارسات خارج هذا الإطار.

التحديات ما زالت قائمة

• فلول الانتقالي لجأت إلى الفوضى والإرهاب واستهداف المنشآت واقتحام المؤسسات وقتل الشباب في عدن.. هل ما زالت هذه العصابات موجودة؟ وما رؤيتكم للتعامل مع هذه الأحداث؟

•• شهد الوضع الأمني خلال الفترة الأخيرة تحسناً ملحوظاً، وإن كانت بعض التحديات لا تزال قائمة في سياق مرحلة معقدة بطبيعتها. وفي هذا الإطار، يبرز توجه عام نحو تعزيز الاستقرار وإعادة تنظيم المشهد الأمني على أسس مؤسسية أكثر فاعلية.

دمج منضبط بأعلى المعايير

• هل سيتم دمج القوات الأمنية والعسكرية في عدن ضمن الأولوية العسكرية تحت قيادة وزارتي الداخلية والدفاع، أم ماذا؟

•• يشهد الملف تقدماً واضحاً نحو دمج منضبط وفق معايير مهنية وعسكرية تضمن كفاءة المؤسسة الأمنية وتماسكها. وهي خطوة ضرورية لتعزيز وحدة القرار الأمني والعسكري، مع مراعاة الخصوصيات الوطنية والتوازنات الجغرافية.

•• يشكل إخلاء عدن من المعسكرات مطلباً شعبياً ملحاً؛ نظراً لما عانته المدينة من هذه الظاهرة لسنوات. وهناك خطوات إيجابية بدأت بالفعل، مع ضرورة تسريع وتيرتها؛ لضمان قصر الوجود العسكري داخل المدينة على القوات الأمنية المختصة فقط. كما نأمل التزاماً كاملاً من جميع الوحدات بهذه الترتيبات؛ لما لذلك من أثر مباشر على حياة المواطنين واستقرارهم، بالتوازي مع رفع كفاءة الأجهزة الأمنية وتعزيز الوعي المجتمعي، بما يضمن استدامة الأمن، خصوصاً في ظل التهديدات المحتملة من الجماعات المتطرفة.

مستوى عالٍ من التنسيق

• هناك تقارير تتحدث عن وجود عراقيل تواجه عمل الحكومة في عدن، ما دوركم في السلطة المحلية تجاه هذه التحديات؟

•• في الوقت الراهن لا توجد أي عراقيل تُذكر، بل يسود مستوى عالٍ من التنسيق والتكامل بين السلطة المحلية والحكومة، مع وجود ربط مباشر يهدف إلى معالجة التحديات ورفع الإشكالات بشكل مؤسسي من أجل تحسين مستوى الخدمات المقدمة للمواطنين. وهذا التناغم بين مختلف الجهات يعكس توجهاً عملياً لتعزيز الأداء العام، ومن المتوقع أن ينعكس ذلك بنتائج إيجابية ملموسة على حياة المواطنين وجودة الخدمات.

إزالة السفن المتهالكة

• شكلت السفن المدمرة في ميناء عدن أكبر عائق في الماضي، لكن الجهود السعودية تمكنت من تطهيرها.. هل يمكن أن تطلعنا على ما بُذل، وانعكاسات ذلك على الحركة التجارية في الميناء؟

•• باعتباري عضواً في مجلس إدارة مؤسسة الميناء وممثلاً عن السلطة المحلية، أؤكد أن ما تحقق في ملف إزالة السفن المتهالكة مثّل نقلة نوعية حقيقية، إذ قادت المملكة جهوداً لم تقتصر على الإزالة فقط، بل شملت دعماً لوجستياً وأمنياً متكاملاً.

وفي المقابل، يتضح أن ما يجري في صنعاء يرتبط بمسار آخر ما يعمّق حالة التباين في الاتجاهات داخل البلد. ومن هذا المنطلق، يتموضع الجنوب ضمن مشروع الشراكة الإقليمية والاستقرار، بما ينسجم مع تطلعات شعبه ويحفظ توازن المنطقة.

الشفافية في إدارة الموارد

• كيف يمكن استعادة ثقة المواطن اليمني في المؤسسات الحكومية، وطمأنه الناس بوجود الرقابة الفعالة لمحاسبة المقصرين؟

•• استعادة ثقة المواطن تبدأ من تقوية الأجهزة الرقابية وتوسيع صلاحياتها، إلى جانب ترسيخ مبادئ الشفافية في إدارة الموارد العامة.

كما أن تطوير العمل الحكومي بات ضرورة، عبر الأتمتة والرقمنة وتحديث الإجراءات، بما يواكب متطلبات المرحلة، مع تأكيد تطبيق القانون في محاسبة المقصرين دون استثناء. ويظل اختيار الكفاءات والنزاهة في إدارة المؤسسات الركيزة الأساسية لإعادة بناء الثقة وتعزيز الفاعلية.

إنشاء مطار إضافي

• متى سنرى جميع شركات الطيران في مطار عدن الدولي، خصوصاً بعد إطلاق البرنامج السعودي لتنمية وإعمار اليمن المرحلة الثالثة من توسعة المطار؟

•• نثمّن الجهود المبذولة والدعم الكبير الذي قدّمه البرنامج السعودي لتنمية وإعمار اليمن في إعادة تأهيل البنية التحتية لقطاع الطيران، وهو ما انعكس بشكل واضح على التحسن التدريجي في أداء مطار عدن الدولي.

ورغم هذا التحسن، ما يزال المطار بحاجة إلى توسعة وتطوير شامل لمواكبة النمو المتسارع في حركة السفر، خصوصاً مع تزايد عدد السكان وتحوّل عدن إلى مركز ثقل سياسي واقتصادي. ومن هنا تبرز الحاجة إلى التفكير الجاد في إنشاء مطار إضافي مستقبلاً، بما يواكب هذه المتغيرات ويعزز القدرة الاستيعابية.

كما أن استدامة هذا التطور تتطلب بيئة مستقرة سياسياً وأمنياً، وهي عوامل بدأت ملامحها بالتحسن والظهور في هذه المرحلة، ما يفتح المجال أمام عودة تدريجية لشركات الطيران واستعادة المطار لدوره الإقليمي بشكل أوسع خلال الفترة القادمة.

تحسين جودة الخدمات اليومية

•• تمتلك عدن موقعاً جيوسياسياً فريداً يجعلها مركزاً واعداً في مجالات متعددة، أبرزها النقل البحري والخدمات اللوجستية والطاقة والسياحة، إلى جانب شواطئها الممتدة ذات الطبيعة الجاذبة ومواقعها التاريخية التي تمنحها بعداً سياحياً وحضارياً مميزاً.

• هل هناك مبشرات للأهالي فيما يخص مشاريع تنموية جديدة في عدن؟

•• هناك إدراك واضح بأن المرحلة القادمة يجب أن تكون مرحلة تنمية، لكن تحقيق ذلك يرتبط أولاً بتثبيت الأمن والاستقرار، وهو ما يجري العمل عليه بوتيرة متسارعة.

ما يجري حالياً يمكن وصفه بمرحلة “تهيئة الأرضية” لانطلاق مشاريع تنموية أكبر، إذ بدأت بالفعل مشاريع صغيرة ومتوسطة تستهدف تطبيع الحياة في المدينة. ومع استكمال هذه المرحلة، نتوقع الانتقال إلى مشاريع استراتيجية أوسع تعزز من مكانة عدن عاصمةً اقتصاديةً فاعلةً.

الماء والكهرباء أولوية قصوى

• أخيراً، ماذا عن الكهرباء والمياه.. خصوصا أن هناك مخاوف من عودة الأزمة والانقطاعات في ظل ظروف الطقس الحار؟

•• ملفا الكهرباء والمياه يمثلان أولوية قصوى، لارتباطهما المباشر بحياة المواطن اليومية. وهناك جهود مبذولة ورؤية واضحة لمعالجة هذين الملفين، لكن التحدي يكمن في تسريع التنفيذ وتوفير الإمكانات اللازمة.

The Deputy Governor of Aden and Head of the Southern National Movement Council, Abdul Raouf Zain Al-Saqaf, confirmed that the anticipated Southern-Southern dialogue to be held in the capital, Riyadh, represents a historic opportunity to reshape the political scene in the South, with direct support from Saudi Arabia.

He emphasized in an extensive interview with “Okaz” the importance of national partnership, addressing marginalization issues, and enhancing security stability, in addition to reviewing efforts to develop infrastructure, investment opportunities, and the pivotal role of Saudi support in various sectors.. Here is the text of the dialogue:

• To begin with, the world is awaiting the date of the Southern-Southern dialogue in Riyadh. What are the latest developments in this file? And what is your vision for the Saudi role in uniting the Southerners with a unified stance?

•• The Southern-Southern dialogue represents a national entitlement that has been delayed despite its importance. However, today we are faced with a long-awaited historic opportunity imposed by political changes heading towards a more mature and organized phase in managing Southern affairs.

In this context, this path enjoys clear and direct support from the Kingdom, led by King Salman bin Abdulaziz and Crown Prince Mohammed bin Salman, with close follow-up from Ambassador Mohammed Al-Jaber, which gives the dialogue real momentum and important guarantees for its success. We view this dialogue not as a passing political event but as a foundational path to redesign and reshape the scene in the South on more transparent, inclusive, and balanced foundations, ensuring sustainable outcomes that reflect the aspirations of the Southern people and institutionalize the principle of national partnership away from exclusion or monopoly, thus establishing a more stable and balanced phase that considers the interests of the region.

This phase requires a high degree of deep and accurate understanding of the nature of the scene, as work is currently underway to prepare and get ready to form the preparatory committee for the dialogue through a clear consensus among Southern forces on the foundations, principles, and criteria that should govern this path, ensuring fair and responsible participation from all parties and establishing a more stable and balanced political phase.

The Southern Movement is a Pillar

• The Southern Movement played the most prominent role in bringing the Southern issue to the forefront in 2007, but the Al-Zubaidi group sought to hijack it to serve external agendas. How can we restore the status of this original and historic component?

•• The Southern Movement is considered the fundamental pillar from which the Southern issue emerged since 2007. It has played a pivotal role in politically highlighting it, despite the challenges and complexities it faced and the sacrifices it made in that regard. It has also sought, in various stages, to unify the Southern ranks within a framework of political partnership. Some previous stages witnessed attempts to restrict political plurality or confine representation within a narrow framework, which was imposed by the circumstances of that phase, even though it does not align with the nature of political work based on partnership and diversity.

But today, the opportunity seems ripe to restore the status of this component by establishing the principle of plurality and enabling its various components to contribute to shaping the upcoming phase, ensuring fair representation that reflects the will of the Southern people while balancing national requirements with regional and international considerations.

A Humanitarian and National Dimension

• There is circulating talk that all those who were in the Southern Movement have been marginalized, including veteran military personnel. How true is this? And can they be integrated?

•• This file carries a deep humanitarian and national dimension, as the emergence of the Southern Movement was largely linked to the issue of retired military personnel, who formed one of the most prominent expressions of the feeling of marginalization after the unity phase, amid the absence of sufficient and fair remedies for their rights.

It cannot be denied that a wide segment of the cadres, especially former military and field leaders, have been marginalized over the past years, which has generated a state of legitimate discontent. From this standpoint, any serious approach to the future must start from rectifying the status of these groups, considering them an integral part of the Southern issue.

Our vision in the Southern National Movement Council is that addressing this file should be realistic and comprehensive, not formal or temporary, ensuring the restoration of the status of these cadres and their integration into state institutions according to clear professional and national standards that preserve rights and consider competence.

We also affirm that the success of these remedies is linked to the existence of a stable political environment and a genuine will to implement solutions, which we see as more feasible in light of the support provided by the Kingdom of Saudi Arabia to the political process, contributing to reaching fair and balanced settlements for this vital file.

A Comprehensive National Project

• What is your vision for advancing the Southern Movement, and what are your main future goals?

•• Our vision starts from reorganizing the Southern Movement as a comprehensive national project aimed at restoring the state and building modern institutions based on law, extending its geographical and political presence from Aden to Al-Mahrah, reflecting the unity of purpose and the integration of roles.

We also adhere to peaceful struggle as a strategic option, and we believe that dialogue is the best way to address differences among Southern components, reinforcing the principle of partnership and closing the door to any internal conflicts.

In this context, we are keen to enhance partnership with the Kingdom of Saudi Arabia, open up to our regional environment, and prepare for upcoming political entitlements with a spirit of consensus.

At the same time, we emphasize that confronting the threat posed by the Houthi group remains a priority, given the danger it represents, which extends beyond Yemen to the security and stability of the entire region.

No to Imposing the Status Quo

• The dissolved Transitional Council was not a political component, but rather an armed group imposing external agendas under the threat of force. There are fears that a new council will emerge with this mindset. How do you respond to these concerns?

•• Any experience based on imposing the status quo by force cannot last.

We are for a civil political project that adheres to institutions and law, closing the door to any practices outside this framework.

Challenges Still Exist

• The remnants of the Transitional Council resorted to chaos and terrorism, targeting facilities, storming institutions, and killing youth in Aden. Are these gangs still present? And what is your vision for dealing with these events?

•• The security situation has witnessed a noticeable improvement recently, although some challenges still exist in the context of a complex phase by nature. In this framework, there is a general trend towards enhancing stability and reorganizing the security scene on more effective institutional foundations.

Disciplined Integration with High Standards

• Will the security and military forces in Aden be integrated under the military priority within the leadership of the Ministries of Interior and Defense, or what?

•• The file is witnessing clear progress towards disciplined integration according to professional and military standards that ensure the efficiency and cohesion of the security institution. This is a necessary step to enhance the unity of security and military decision-making, while considering national peculiarities and geographical balances.

This path is being supervised and supported by the Kingdom of Saudi Arabia through the military committee, in coordination with the legitimate government and the forces on the ground, led by Commander Abu Zar’a Al-Mahrami.

A Pressing Popular Demand

• The necessity of evacuating Aden from camps has been announced. How committed are the brigades to implementing these directives?

•• Evacuating Aden from camps is a pressing popular demand, given what the city has suffered from this phenomenon for years. Positive steps have already begun, with the need to accelerate their pace to ensure that the military presence within the city is limited to the specialized security forces only. We also hope for full compliance from all units with these arrangements, as this has a direct impact on the lives of citizens and their stability, alongside enhancing the efficiency of security agencies and raising community awareness to ensure the sustainability of security, especially in light of potential threats from extremist groups.

A High Level of Coordination

• There are reports talking about obstacles facing the government’s work in Aden. What is your role in the local authority regarding these challenges?

•• Currently, there are no notable obstacles; rather, there is a high level of coordination and integration between the local authority and the government, with a direct link aimed at addressing challenges and raising issues institutionally to improve the level of services provided to citizens. This harmony between various entities reflects a practical approach to enhance overall performance, and it is expected to yield tangible positive results on the lives of citizens and the quality of services.

Removing Dilapidated Ships

• The destroyed ships in the Port of Aden formed the biggest obstacle in the past, but Saudi efforts have managed to clear them. Can you tell us what has been done and the implications of that on trade movement in the port?

•• As a member of the Board of Directors of the Port Authority and a representative of the local authority, I confirm that what has been achieved in the file of removing dilapidated ships represents a real qualitative leap, as the Kingdom led efforts that were not limited to removal only but included comprehensive logistical and security support.

This has contributed to raising the efficiency of the Port of Aden, enhancing its operational capacity, and revitalizing trade movement, making it more ready and vibrant. With regional and international transformations, especially in the vicinity of Bab al-Mandab, the importance of continuing to develop the port and enhancing its logistical and security readiness to become an economic lever capable of keeping pace with regional competition becomes evident.

The South Has Made Its Choice

• In light of global transformations towards major blocs, where does Al-Saqaf want to place Yemen in general and the South in particular within this equation?

•• We believe that Yemen should be a strategic partner with the Kingdom of Saudi Arabia within the framework of the Arab project, and the South has made its choice early on by aligning with this path based on partnership and stability.

Conversely, it is clear that what is happening in Sanaa is linked to another path, deepening the disparity in directions within the country. From this standpoint, the South positions itself within the project of regional partnership and stability, aligning with the aspirations of its people and preserving the balance of the region.

Transparency in Resource Management

• How can we restore the trust of the Yemeni citizen in government institutions and reassure people about the existence of effective oversight to hold the negligent accountable?

•• Restoring the citizen’s trust begins with strengthening oversight bodies and expanding their powers, alongside entrenching the principles of transparency in managing public resources.

Moreover, developing government work has become a necessity through automation, digitization, and updating procedures to meet the requirements of the phase, while affirming the application of the law in holding the negligent accountable without exception. The selection of competencies and integrity in managing institutions remains the fundamental pillar for rebuilding trust and enhancing effectiveness.

Establishing an Additional Airport

• When will we see all airlines at Aden International Airport, especially after the launch of the Saudi program for the Development and Reconstruction of Yemen’s third phase of airport expansion?

•• We appreciate the efforts made and the significant support provided by the Saudi program for the Development and Reconstruction of Yemen in rehabilitating the infrastructure of the aviation sector, which has clearly reflected on the gradual improvement in the performance of Aden International Airport.

Despite this improvement, the airport still needs comprehensive expansion and development to keep pace with the accelerating growth in travel movement, especially with the increasing population and Aden’s transformation into a political and economic center. Hence, there is a pressing need to seriously consider establishing an additional airport in the future to keep up with these changes and enhance capacity.

Moreover, sustaining this development requires a politically and security-stable environment, factors that have begun to show improvement and emergence in this phase, opening the door for a gradual return of airlines and restoring the airport’s regional role more broadly in the coming period.

Improving the Quality of Daily Services

• What role does the Saudi program for the Development and Reconstruction of Yemen play in normalizing public life in Aden and supporting the Yemeni national economy?

•• The Saudi program for the Development and Reconstruction of Yemen presents a comprehensive and effective developmental model, based on supporting stability and improving the lives of citizens through comprehensive and direct interventions in various sectors. It has played a pivotal role in rehabilitating infrastructure, supporting the economy, and improving the level of basic services, including the electricity sector through fuel support and power generation stations, alongside developing health, educational, and public facilities.

The impact of this role extends to all aspects of community life, from improving the quality of daily services to supporting a more stable and growing environment, positively reflecting on citizens directly. The program also constitutes an important pillar in enhancing the path of sustainable development, within an effective partnership led by the Kingdom of Saudi Arabia to support stability and development in Yemen.

A Qualitative Leap in the Health Sector

• What about Prince Mohammed bin Salman Hospital and its role in alleviating Aden from health crises?

•• Prince Mohammed bin Salman Hospital represents a qualitative leap in the health sector in Aden Governorate and is one of the most prominent modern medical projects that have contributed to significantly improving the quality of health services.

The hospital has played a pivotal role in alleviating patients’ suffering by reducing the need to travel abroad for treatment and providing advanced medical services that include specialized disciplines and complex surgeries that previously represented a significant burden.

Its role has not been limited to serving the residents of Aden only; it has also begun to receive cases from various governorates, enhancing its status as a reference medical center and contributing to alleviating pressure on the public health system.

Thus, the hospital has become a fundamental pillar within the health system and a practical model for developmental support in the medical sector, within the efforts being made in the country to improve services and enhance the efficiency of the health sector.

Aden Today is More Stable

• How do you see the development of the security situation in Aden recently? And the supportive Saudi role in securing the governorate and ending security imbalances?

•• The security situation has witnessed a noticeable improvement recently, with direct support and high coordination with the Kingdom of Saudi Arabia. Efforts have been made to enhance the efficiency of security agencies, select qualified leaders, and develop the security infrastructure, including introducing modern technologies in managing security work. Despite some ongoing challenges, Aden today is considered more stable compared to previous phases, with positive indicators towards further improvement.

In this context, we emphasize the importance of empowering the people of Aden and their leaders within the ranks of the resistance, and providing opportunities for qualified youth who demand a broader role within the security and military institution, enhancing the connection with the local community and strengthening the effectiveness of security performance on the ground.

A Call to Businessmen

• Some are asking about Yemeni traders abroad. Why is there no communication with them to contribute to the reconstruction of Yemen and stimulate its economy, whether in Aden or other governorates?

•• In the coming phase, we see the importance of opening up to various investments, including foreign investments and expatriates and businessmen abroad, while working to create an attractive environment that guarantees the rights of investors and provides the necessary protection and guarantees for the continuity of their businesses and encourages their return.

Political and security stability remains the fundamental pillar for the success of this approach, as any stable investment environment cannot be formed without this foundation. Hence, the Kingdom of Saudi Arabia’s sponsorship of the Southern-Southern dialogue represents an important factor in enhancing trust, contributing to establishing Aden as a safe and attractive investment environment.

We also call on Yemeni businessmen and traders abroad, especially in the Kingdom, to contribute to enhancing their investments within the country, particularly in Aden, given the promising opportunities and its important strategic location.

Investment Opportunities are Present and Promising

• Can we say that the environment is now conducive and suitable for attracting investments into Yemen and stimulating this sector? Or are there challenges hindering this ambition?

•• Investment opportunities are present and promising, but the reality still faces a number of challenges, primarily the path of political and security stability, organizing the economic cycle, alongside some practices that affect commercial activity, especially from the Houthi group.

Conversely, there is gradual improvement in several aspects, with a clear trend towards phased reforms that address these imbalances. With the completion of the political path and the enhancement of stability, it is expected that the investment environment will become more attractive in the coming period.

An Economic and Logistical Center

• Specifically, what economic opportunities do you see as promising in Aden at this stage?

•• Aden possesses a unique geopolitical location that makes it a promising center in multiple fields, most notably maritime transport, logistics services, energy, and tourism, alongside its extended attractive beaches and historical sites that give it a distinctive tourism and cultural dimension.

It also includes free zones and industrial sites that can be expanded and developed to transform into a regional industrial scope, in addition to the Aden refinery representing a strategic asset that can be developed to enhance its efficiency and economic role.

With its location on global shipping lines and its direct connection to the vital Bab al-Mandab corridor, Aden gains a significant competitive advantage, qualifying it to become a comprehensive regional economic and logistical center if these components are optimally invested.

Phase of “Preparing the Ground”

• Are there any indicators for the residents regarding new developmental projects in Aden?

•• There is a clear awareness that the coming phase must be a phase of development, but achieving that is primarily linked to stabilizing security and stability, which is being worked on at an accelerated pace.

In parallel, there are efforts to enhance basic services, especially in the electricity sector, with continuous support from the Kingdom of Saudi Arabia since the Operation Decisive Storm, whether through fuel support or contributing to operating power stations.

What is currently happening can be described as a phase of “preparing the ground” for launching larger developmental projects, as small and medium projects targeting the normalization of life in the city have already begun. With the completion of this phase, we expect to transition to broader strategic projects that enhance Aden’s position as an active economic capital.

Water and Electricity are Top Priorities

• Finally, what about electricity and water, especially since there are fears of a return to the crisis and outages in light of hot weather conditions?

•• The files of electricity and water represent a top priority, due to their direct link to the daily lives of citizens. There are efforts being made and a clear vision to address these two files, but the challenge lies in accelerating implementation and providing the necessary resources.

Addressing these issues requires strategic solutions, including updating infrastructure, rehabilitating networks, alongside adopting modern technical solutions that enhance efficiency and reduce losses. Moreover, enhancing transparency and combating any imbalances or corruption is an essential part of the success of these efforts.

We rely heavily on the continued support of the Kingdom of Saudi Arabia in these vital sectors, alongside its efforts in other areas, as this has a direct impact on the stability of Aden and drives the wheel of development.
