جددت جامعة الدول العربية دعوتها إلى إنهاء الاحتلال الإسرائيلي وإقامة دولة فلسطينية مستقلة عاصمتها القدس الشرقية، وذلك في الذكرى الـ109 لصدور وعد بلفور، مطالبة بريطانيا والمجتمع الدولي بتكثيف الضغوط على إسرائيل لوقف انتهاكاتها بحق الفلسطينيين.
وأكدت الأمانة العامة للجامعة، في بيان الاثنين، أن ذكرى الثاني من نوفمبر تمثل محطة لاستحضار «الظلم التاريخي»
الذي تعرض له الشعب الفلسطيني، وما ترتب على وعد بلفور من تداعيات ساهمت في تمهيد الطريق لنكبة عام 1948 وتهجير الفلسطينيين وحرمانهم من حقوقهم الوطنية المشروعة.
وأحيت الجامعة تضحيات الشعب الفلسطيني وصموده وتمسكه بأرضه، مشددة على أن حقه في تقرير المصير وإقامة دولته المستقلة ذات السيادة، وإنهاء الاحتلال الإسرائيلي، حقوق غير قابلة للتصرف، ويجب تجسيدها وفق قواعد القانون الدولي وقرارات الشرعية الدولية ومبادرة السلام العربية.
ورحبت الأمانة العامة بالخطوات التي اتخذتها الحكومة البريطانية في السنوات الأخيرة، وفي مقدمتها الاعتراف بدولة فلسطين، وفرض عقوبات على مسؤولين إسرائيليين على خلفية التحريض على العنف ضد الفلسطينيين، فضلا عن إعلانها اعتزام حظر استيراد المنتجات القادمة من المستوطنات الإسرائيلية المقامة في الأراضي الفلسطينية المحتلة.
واعتبرت الجامعة هذه الخطوات تطورات إيجابية في الاتجاه الصحيح نحو معالجة الظلم التاريخي الواقع على الشعب الفلسطيني، داعية إلى استكمال الإجراءات اللازمة لتنفيذها، وعدم الاكتفاء بالإعلانات السياسية.
وجددت دعوتها إلى بريطانيا والمجتمع الدولي لتكثيف الضغوط على السلطات الإسرائيلية لوقف الانتهاكات، والعمل على تنفيذ حل الدولتين، بما يفضي إلى إقامة دولة فلسطينية مستقلة ذات سيادة وعاصمتها القدس الشرقية.
وتأتي هذه الدعوة في ذكرى الرسالة التي وجهها وزير الخارجية البريطاني آنذاك آرثر جيمس بلفور، في الثاني من نوفمبر عام 1917، إلى اللورد ليونيل والتر روتشيلد، وأعلن فيها تأييد الحكومة البريطانية إقامة «وطن قومي للشعب اليهودي» في فلسطين، مع الإشارة إلى عدم المساس بالحقوق المدنية والدينية للطوائف غير اليهودية المقيمة فيها.
وعُرف هذا الخطاب تاريخيا باسم «وعد بلفور»، وشكل أحد المنعطفات الرئيسية في تاريخ القضية الفلسطينية، إذ صدر قبل دخول القوات البريطانية فلسطين وفرض الانتداب عليها، وأصبح لاحقا أحد المرتكزات السياسية التي استند إليها المشروع الصهيوني لإقامة دولة إسرائيل.
وبعد ثلاثة عقود من صدور الوعد، شهدت فلسطين عام 1948 قيام إسرائيل وتهجير مئات الآلاف من الفلسطينيين من مدنهم وقراهم، فيما بقيت قضية اللاجئين وحق العودة من أبرز الملفات العالقة في الصراع الفلسطيني الإسرائيلي.
وتكتسب المطالبات العربية بإنهاء الاحتلال أهمية إضافية في ضوء الرأي الاستشاري الذي أصدرته محكمة العدل الدولية في يوليو 2024، وخلص إلى أن استمرار الوجود الإسرائيلي في الأراضي الفلسطينية المحتلة غير قانوني، ودعا إلى إنهائه في أسرع وقت ممكن، كما أكد ضرورة وقف الأنشطة الاستيطانية الجديدة وإخلاء المستوطنين من الأراضي المحتلة.
The Arab League renewed its call to end the Israeli occupation and establish an independent Palestinian state with East Jerusalem as its capital, on the occasion of the 109th anniversary of the Balfour Declaration, urging Britain and the international community to intensify pressure on Israel to stop its violations against the Palestinians.
The General Secretariat of the League confirmed, in a statement on Monday, that the anniversary of November 2 represents a moment to recall the “historical injustice”
that the Palestinian people have faced, and the consequences of the Balfour Declaration that contributed to paving the way for the Nakba of 1948, the displacement of Palestinians, and their deprivation of their legitimate national rights.
The League commemorated the sacrifices of the Palestinian people and their steadfastness and attachment to their land, emphasizing that their right to self-determination and the establishment of an independent sovereign state, as well as the end of the Israeli occupation, are inalienable rights that must be realized according to the rules of international law, international legitimacy resolutions, and the Arab Peace Initiative.
The General Secretariat welcomed the steps taken by the British government in recent years, foremost among them the recognition of the State of Palestine, and the imposition of sanctions on Israeli officials for incitement to violence against Palestinians, in addition to its announcement of the intention to ban the import of products coming from Israeli settlements established in the occupied Palestinian territories.
The League considered these steps positive developments in the right direction towards addressing the historical injustice faced by the Palestinian people, calling for the completion of the necessary procedures to implement them, and not to be satisfied with political declarations.
It renewed its call to Britain and the international community to intensify pressure on the Israeli authorities to stop violations and work towards implementing the two-state solution, leading to the establishment of an independent sovereign Palestinian state with East Jerusalem as its capital.
This call comes on the anniversary of the letter sent by the then British Foreign Secretary Arthur James Balfour, on November 2, 1917, to Lord Lionel Walter Rothschild, in which he announced the British government’s support for the establishment of a “national home for the Jewish people” in Palestine, while indicating that the civil and religious rights of non-Jewish communities residing there should not be prejudiced.
This letter is historically known as the “Balfour Declaration,” and it marked one of the main turning points in the history of the Palestinian issue, as it was issued before British forces entered Palestine and imposed the mandate over it, later becoming one of the political foundations upon which the Zionist project to establish the State of Israel relied.
Three decades after the issuance of the declaration, Palestine witnessed in 1948 the establishment of Israel and the displacement of hundreds of thousands of Palestinians from their cities and villages, while the issue of refugees and the right of return remained one of the most prominent unresolved issues in the Palestinian-Israeli conflict.
The Arab calls to end the occupation gain additional importance in light of the advisory opinion issued by the International Court of Justice in July 2024, which concluded that the continued Israeli presence in the occupied Palestinian territories is illegal, and called for its termination as soon as possible, while also emphasizing the need to halt new settlement activities and evacuate settlers from the occupied lands.
