أعلنت الهيئة الملكية لمحافظة العُلا، بدء تطبيق اللوائح الرقابية والجزاءات الخاصة بـ «الدليل التنظيمي لمظلات مواقف السيارات»، على أن يبدأ تنفيذ الغرامات والإجراءات الرقابية في 24 يونيو 2026. ويهدف الدليل إلى تنظيم المظلات داخل المحافظة بما يعزز جودة المشهد الحضري ويحافظ على الهوية البصرية والتراثية.
يشمل الدليل جميع المظلات القائمة والجديدة في مختلف أنواع المباني، مع استثناء المرائب المغلقة. وحدد ضوابط تصميمية تشمل: منع تركيب المظلات خارج حدود الملكية، بروز لا يتجاوز 3.8م، وارتفاع بين 2.5–3.0م، ومسافة أعمدة عن الرصيف بين 0.2–0.5م، بما يضمن انسيابية الحركة وسلامة المشاة والمركبات.
واستخدام مواد خفيفة ومستدامة مثل نسيج الشد، وحظر المواد سريعة الاشتعال. ومنع الألوان الصارخة والأبيض والأسود والرمادي والأزرق.
وتوفير تظليل لا يقل عن 40% من المواقف، سواء بالمظلات أو بزراعة الأشجار المحلية بمعدل شجرة كل 6 أمتار، وتطبيق معايير التصميم الشامل لخدمة ذوي الإعاقة وكبار السن.
والحصول على تصريح مسبق قبل التنفيذ، وتبلغ غرامة المخالفة 1,500 ريال، مع مهلة تصحيحية مدتها 7 أيام. وتعد هذه الخطوة جزءاً من جهود العُلا لتعزيز جودة الحياة والحفاظ على تميزها العمراني.
The Royal Commission for AlUla Governorate has announced the commencement of the implementation of the regulatory rules and penalties related to the “Regulatory Guide for Car Parking Canopies,” with fines and regulatory measures set to begin on June 24, 2026. The guide aims to organize canopies within the governorate to enhance the quality of the urban landscape and preserve the visual and heritage identity.
The guide includes all existing and new canopies in various types of buildings, with the exception of closed garages. It specifies design regulations that include: prohibiting the installation of canopies outside property boundaries, a projection not exceeding 3.8 meters, a height between 2.5–3.0 meters, and a distance of columns from the sidewalk between 0.2–0.5 meters, ensuring smooth movement and the safety of pedestrians and vehicles.
It also mandates the use of lightweight and sustainable materials such as tensile fabric, while banning flammable materials. Additionally, it prohibits bright colors, as well as white, black, gray, and blue.
Furthermore, it requires providing shade for no less than 40% of the parking spaces, either through canopies or by planting local trees at a rate of one tree every 6 meters, and applying universal design standards to serve individuals with disabilities and the elderly.
Prior approval is required before implementation, and the penalty for violations is 1,500 riyals, with a corrective period of 7 days. This step is part of AlUla’s efforts to enhance the quality of life and maintain its architectural uniqueness.
