أعلنت هيئة الجمارك وحماية الحدود في الولايات المتحدة أمس (الثلاثاء) أن نحو 20.6 مليار دولار في طريقها إلى المستوردين الذين قدموا مطالبات بنجاح عبر البوابة الإلكترونية الجديدة التي طورتها الهيئة، وذلك في ملف قدمته إلى المحكمة.
لكن أحدث إفادة قدمتها الحكومة إلى محكمة التجارة الدولية الأمريكية تضمنت أيضاً إقراراً بوقوع خطأ كبير في تقريرها السابق إلى القاضي الاتحادي المشرف على عملية رد الرسوم الجمركية، إذ أظهرت أن قيمة المبالغ المستردة الجاري معالجتها في الأسابيع الأولى من البرنامج كانت أقل بكثير مما كان يُعتقد سابقاً.
وقال المدير التنفيذي لبرامج التجارة في مكتب التجارة التابع لهيئة الجمارك وحماية الحدود براندون لورد قبل أسبوعين: «إن مطالبات استرداد تتجاوز قيمتها 35.5 مليار دولار كانت قيد المعالجة، غير أن هذا الرقم كان مبالغاً فيه بنحو 10 مليارات دولار، وكان المبلغ الفعلي أقرب إلى 25 مليار دولار».
وذكر لورد، في إشارة إلى نظام الإدارة الموحدة ومعالجة بيانات الإدخال، الذي طورته الهيئة عقب قرار المحكمة العليا الذي ألغى شريحة واسعة من رسوم الرئيس دونالد ترمب الجمركية: «لم يكن ذلك انعكاساً لأي خطأ في معالجة النظام أو في رد المبالغ، بل جاء نتيجة خطأ غير مقصود في استعلام البيانات المستخدم لاحتساب الرقم».
وكتب لورد أن نحو 85 مليار دولار من المبالغ المستردة المحتملة والمعتمدة قُبلت للمعالجة في نظام الإدارة الموحدة ومعالجة بيانات الإدخال حتى 22 مايو. ويعكس رقم الـ20.6 مليار دولار أموالاً وصلت إلى المرحلة النهائية من صرفها للمستوردين.
لورد أوضح أن هذا الرقم يشمل الفوائد إلى جانب أصل المبالغ المدفوعة كرسوم جمركية، لكنه لم يقدم تفصيلاً لهذين المبلغين.
The U.S. Customs and Border Protection announced yesterday (Tuesday) that approximately $20.6 billion is on its way to importers who successfully filed claims through the new online portal developed by the agency, according to a filing submitted to the court.
However, the latest statement provided by the government to the U.S. International Trade Court also included an acknowledgment of a significant error in its previous report to the federal judge overseeing the tariff refund process, as it showed that the value of the refunds being processed in the early weeks of the program was much lower than previously thought.
Brandon Lord, the executive director of trade programs at the Customs and Border Protection office, said two weeks ago: “Refund claims exceeding $35.5 billion were being processed, but this figure was overstated by about $10 billion, and the actual amount was closer to $25 billion.”
Lord noted, referring to the unified management system and input data processing developed by the agency following the Supreme Court decision that overturned a wide range of President Donald Trump’s tariffs: “This was not a reflection of any error in system processing or in refunding amounts, but rather a result of an unintentional error in the data query used to calculate the figure.”
Lord wrote that approximately $85 billion in potential and approved refunds were accepted for processing in the unified management system and input data processing up to May 22. The $20.6 billion figure reflects funds that have reached the final stage of disbursement to importers.
Lord clarified that this figure includes interest in addition to the principal amounts paid as tariffs, but he did not provide a breakdown of these amounts.
