تواصل الشرطة البريطانية توسيع نطاق تحقيقاتها مع أندرو ماونتباتن-وندسور، بعد ظهور مزاعم جديدة تتعلق بسلوك غير لائق تجاه امرأة خلال فعالية رويال أسكوت الشهيرة لسباقات الخيل عام 2002.
وذكرت صحيفة صنداي تايمز، أن الواقعة المزعومة حدثت أثناء الحدث السنوي الذي يُقام في مقاطعة بيركشاير البريطانية، وهو أحد أبرز المناسبات الاجتماعية والرياضية المرتبطة بالعائلة المالكة.
وفي تعليقها على التقرير، أكدت شرطة وادي التايمز أنها تتابع جميع خيوط التحقيق المعقولة، لكنها رفضت الكشف عن تفاصيل إضافية بشأن القضية.
وكانت الشرطة قد أشارت، الجمعة، إلى أن التحقيقات الجارية مع ماونتباتن-وندسور لا تقتصر فقط على شبهات إساءة استخدام المنصب العام، بل تمتد أيضاً إلى مزاعم تتعلق بسوء السلوك الجنسي.
ويواجه ماونتباتن-وندسور، الذي تم توقيفه في فبراير الماضي بالتزامن مع عيد ميلاده الـ66، تحقيقات بشأن شبهات مرتبطة بفترة عمله كمبعوث تجاري بريطاني، حيث خضع للاستجواب تحت التحذير القانوني.
وتعود جذور القضية إلى وثائق نشرتها وزارة العدل الأمريكية تضمنت اتهامات بأنه نقل معلومات إلى رجل الأعمال الأمريكي الراحل جيفري إبستين، المدان في قضايا استغلال جنسي.
وعقب توقيفه، أجرت الشرطة عمليات تفتيش لمنزله في نورفولك، بالإضافة إلى تفتيش استمر أسبوعاً داخل عقار وندسور الذي أقام فيه لعقود. وينفي ماونتباتن-وندسور جميع الاتهامات الموجهة إليه.
ووفقاً للتقرير، لم يتضح بعد ما إذا كانت المرأة التي تحدثت عن واقعة “رويال أسكوت” قد أبلغت الشرطة بالحادثة وقت وقوعه أو في وقت لاحق.
وتُعد فعالية “رويال أسكوت” من أبرز محطات الموسم الصيفي للعائلة المالكة البريطانية، وقد حضرتها الملكة الراحلة إليزابيث الثانية عام 2002، الذي تزامن مع احتفالات اليوبيل الذهبي لتوليها العرش.
وفي تطور آخر، دعت شرطة وادي التايمز أي أشخاص يملكون معلومات تتعلق بمزاعم فساد أو احتيال أو سوء سلوك جنسي أو تسريب معلومات سرية مرتبطة بشقيق الملك إلى التواصل معها.
وأكدت الشرطة أن بعض الشهود المحتملين ربما يعتقدون خطأً أن التحقيق يقتصر على قضية تسريب المعلومات، بينما يشمل نطاق التحقيق عدة اتهامات محتملة.
ويشمل مفهوم “إساءة استخدام المنصب العام” في القانون البريطاني مجموعة واسعة من المخالفات، من بينها سوء السلوك الجنسي، والإهمال المتعمد، وعرقلة العدالة، والسلوك الاحتيالي أو غير النزيه.
كما لا تزال الشرطة تقيّم إفادة امرأة أمريكية قالت إنها نُقلت عام 2010 إلى عنوان في وندسور لأغراض جنسية، وهي القضية التي لم تتحول حتى الآن إلى تحقيق جنائي كامل، وقد تواصل المحققون مع المرأة عبر محاميها في الولايات المتحدة.
وفي الوقت نفسه، تُجري ثلاث قوات شرطة بريطانية تحقيقات جنائية منفصلة على خلفية معلومات وردت ضمن ما يُعرف بـ”ملفات إبستين”، بينما تراجع جهات أمنية أخرى مزاعم تتعلق برحلات مرتبطة بإبستين إلى داخل بريطانيا.
وتواجه شرطة وادي التايمز تحديات قانونية وإجرائية، أبرزها تحديد ما إذا كان منصب ماونتباتن-وندسور كمبعوث تجاري يخضع لقوانين إساءة استخدام المنصب العام، إضافة إلى صعوبة الحصول على النسخ الأصلية من الوثائق الأمريكية المتعلقة بالقضية.
وبحسب التقارير، تمتلك السلطات البريطانية حالياً نسخاً مطبوعة فقط من الوثائق المنشورة على موقع وزارة العدل الأمريكية، فيما طلبت السلطات الأمريكية من الشرطة البريطانية تقديم طلب قانوني دولي رسمي للحصول على المستندات الأصلية، وهي عملية قد تستغرق أشهراً طويلة.
The British police continue to expand their investigations into Andrew Mountbatten-Windsor, following new allegations regarding inappropriate behavior towards a woman during the famous Royal Ascot horse racing event in 2002.
The Sunday Times reported that the alleged incident occurred during the annual event held in Berkshire, England, which is one of the most prominent social and sporting occasions associated with the royal family.
In a comment on the report, the Thames Valley Police confirmed that they are pursuing all reasonable lines of inquiry, but declined to disclose further details about the case.
The police indicated on Friday that the ongoing investigations with Mountbatten-Windsor are not limited to suspicions of abuse of public office, but also extend to allegations of sexual misconduct.
Mountbatten-Windsor, who was detained in February coinciding with his 66th birthday, is under investigation for suspicions related to his time as a British trade envoy, where he was questioned under legal caution.
The roots of the case trace back to documents published by the U.S. Department of Justice that included allegations that he passed information to the late American businessman Jeffrey Epstein, who was convicted of sexual exploitation charges.
Following his detention, the police conducted searches of his home in Norfolk, as well as a week-long search of the Windsor property where he had lived for decades. Mountbatten-Windsor denies all the allegations against him.
According to the report, it is still unclear whether the woman who spoke about the “Royal Ascot” incident reported the incident to the police at the time it occurred or later.
The “Royal Ascot” event is one of the highlights of the British royal family’s summer season, and it was attended by the late Queen Elizabeth II in 2002, which coincided with the celebrations of her Golden Jubilee.
In another development, the Thames Valley Police have urged anyone with information related to allegations of corruption, fraud, sexual misconduct, or the leaking of confidential information related to the king’s brother to get in touch with them.
The police confirmed that some potential witnesses may mistakenly believe that the investigation is limited to the issue of information leaks, while the scope of the investigation includes several potential allegations.
The concept of “abuse of public office” in British law encompasses a wide range of offenses, including sexual misconduct, deliberate neglect, obstruction of justice, and fraudulent or dishonest behavior.
The police are also still assessing the testimony of an American woman who claimed she was taken in 2010 to an address in Windsor for sexual purposes, a case that has not yet turned into a full criminal investigation, and investigators have reached out to the woman through her lawyer in the United States.
Meanwhile, three British police forces are conducting separate criminal investigations based on information contained in what is known as the “Epstein Files,” while other security agencies are reviewing allegations related to Epstein’s trips to the UK.
The Thames Valley Police face legal and procedural challenges, primarily determining whether Mountbatten-Windsor’s position as a trade envoy falls under the laws of abuse of public office, in addition to the difficulty of obtaining original copies of the U.S. documents related to the case.
According to reports, British authorities currently possess only printed copies of the documents published on the U.S. Department of Justice website, while U.S. authorities have requested that the British police submit an official international legal request for the original documents, a process that could take many months.
