
فرضت الحكومة الاتحادية الباكستانية، اليوم (الأحد)، حالة الطوارئ في إقليم خيبر بختون خوا الخاضع لسلطة «حزب الإنصاف» شمال شرقي البلاد، ووضع الإقليم تحت حكم «حاكم الإقليم» التابع للحكومة الاتحادية، بحسب بيان صادر عن مكتب رئيس الوزراء.
وأفاد البيان بأن أعضاء مجلس الوزراء أجروا مراجعة للوضع الأمني في الإقليم تم إطلاع رئيس الوزراء عليها وبناء عليه تم اتخاذ القرار بموجب المادتين 232 و234 من الدستور الباكستاني. وجاء هذا الإعلان بعد موافقة رئيس الجمهورية آصف علي زرداري عليه بعد توصيات مجلس الوزراء. وبحسب البيان، فقد راجع أعضاء مجلس الوزراء الوضع وأخذوا في الاعتبار «انسحاب حكومة المقاطعة المتعمد من مكافحة الإرهاب». واقترح الأعضاء، نظراً لخطورة الوضع، أن ينصح رئيس الوزراء الرئيس بممارسة «سلطته الدستورية وفرض حالة الطوارئ في المقاطعة بموجب المادتين 232 و234 من الدستور».
تأتي هذه التطورات بعد أزمة حادة بين الحكومة الاتحادية وحزب الإنصاف وفشل المفاوضات بينهما ورفض حزب الإنصاف التوقيع على ملحق بمذكرة تفاهم كان الطرفان توصلا إليها بعد مفاوضات استمرت لعدة أيام.
وأعلنت الحكومة قبل أيام أن تقصير حكومة إنصاف التي تدير إقليم خيبر كان أحد أهم أسباب العمليات الإرهابية والتفجيرية التي طالت مراكز للشرطة ونقاط تفتيش راح ضحيتها عشرات الأمنيين والمدنيين.
The federal government of Pakistan imposed a state of emergency today (Sunday) in the Khyber Pakhtunkhwa province, which is under the authority of the “Pakistan Tehreek-e-Insaf” party in the northeastern part of the country, and placed the province under the rule of the “Governor of the Province” appointed by the federal government, according to a statement issued by the Prime Minister’s Office.
The statement indicated that the cabinet members reviewed the security situation in the province, which was presented to the Prime Minister, and based on that, the decision was made under Articles 232 and 234 of the Pakistani Constitution. This announcement came after the approval of President Asif Ali Zardari following recommendations from the cabinet. According to the statement, cabinet members reviewed the situation and took into account the “deliberate withdrawal of the provincial government from combating terrorism.” The members suggested, given the seriousness of the situation, that the Prime Minister advise the President to exercise his “constitutional authority and impose a state of emergency in the province under Articles 232 and 234 of the Constitution.”
These developments come after a severe crisis between the federal government and the Pakistan Tehreek-e-Insaf party, the failure of negotiations between them, and the refusal of the Pakistan Tehreek-e-Insaf party to sign an annex to a memorandum of understanding that both parties had reached after several days of negotiations.
The government announced days ago that the shortcomings of the Pakistan Tehreek-e-Insaf government managing Khyber were one of the main reasons for the terrorist and bombing operations that targeted police stations and checkpoints, resulting in the deaths of dozens of security personnel and civilians.
