في تطور جديد قد يزيد الضغوط على أوكرانيا في حربها مع روسيا، أثار الملياردير الأمريكي إيلون ماسك تساؤلات بشأن الجهة المسؤولة عن فرض قيود على سرعة بعض الأسلحة الأوكرانية وقدرتها على الاتصال بشبكة الإنترنت عبر الأقمار الصناعية «ستارلينك»، مشيراً إلى أن القرارات المتعلقة بخدمة «ستارشيلد» العسكرية تخضع للحكومة الأمريكية والجيش الأمريكي، وصولاً إلى الرئيس الأمريكي.
وتأتي هذه التطورات بعدما أعلنت أوكرانيا أن قيوداً مفاجئة فُرضت على سرعة بعض الأسلحة مساء (الثلاثاء)، تسببت في اضطرابات أثرت على مهامها الميدانية، في وقت كانت فيه القوات الروسية تشن هجمات واسعة على مناطق أوكرانية، استهدفت بينها منشآت للاتصالات والطاقة.
وتعتمد كييف بصورة كبيرة على شبكة ستارلينك لتوجيه الطائرات المسيّرة نحو أهداف روسية، فضلاً عن دعم قدراتها الدفاعية والتصدي للهجمات الجوية.
ماسك يكشف الجهة المسؤولة عن قيود ستارشيلد
بدأت الأزمة تتصاعد بعدما خفّضت ستارلينك، المملوكة لشركة «سبيس إكس» التي يرأسها ماسك، الحد الأقصى للسرعة إلى 100 ميل في الساعة، أي نحو 160 كيلومتراً في الساعة، مساء (الثلاثاء).
وأدى هذا الإجراء إلى فقدان الأسلحة التي تتجاوز هذه السرعة اتصالها بالشبكة، ما أثار مخاوف بشأن تأثير القيود على العمليات العسكرية الأوكرانية.
وبحلول مساء (الأربعاء)، كانت الخدمة قد استُعيدت جزئياً، بحسب وزير الدفاع الأوكراني السابق ميخايلو فيدوروف، الذي دعا إلى إزالة القيود المفروضة على السرعة بصورة كاملة.
وكتب فيدوروف عبر منصة «إكس» أن إزالة حد السرعة عن منظومة ستارشيلد أصبحت أمراً بالغ الأهمية للدفاع عن أوكرانيا، موجّهاً الشكر إلى ماسك ومطالباً باستمرار دعمه.
وبعد نحو ساعة، رد ماسك موضحاً أن أنظمة ستارشيلد مملوكة للحكومة الأمريكية وتخضع لسيطرتها، وأن أي قيود على السرعة أو الاستخدام يقررها الجيش الأمريكي، وفي نهاية المطاف الرئيس الأمريكي.
وأضاف أن ستارلينك مخصصة للاستخدامات المدنية أو الأنشطة الدفاعية، ولا ينبغي استخدامها في العمليات العسكرية الهجومية، معتبراً أن ذلك لا يتناسب مع طبيعة شركة تجارية.
هل ترتبط القيود بالخلافات بين واشنطن وكييف؟
أثارت القيود المفاجئة شكوكاً داخل الجانب الأوكراني بشأن توقيتها، إذ اعتبر سيرهي بيسكريستنوف، مستشار الرئيس فولوديمير زيلينسكي، أن ما حدث قد لا يكون مصادفة، وربطه بالتوترات السياسية الراهنة بين كييف وواشنطن.
وكتب بيسكريستنوف عبر تطبيق «تليجرام» أن الإجراء يرتبط، في تقديره، بالوضع السياسي الحالي.
من جانبه، عبّر زيلينسكي عن أمله في أن تكون المشكلة ناجمة عن خطأ أو خلل تقني كبير، مؤكداً أن بلاده تطلب إعادة تشغيل الخدمة واستعادة الاتصال.
وتكمن أهمية الأزمة في الدور الذي تؤديه ستارلينك في دعم الاتصالات الأوكرانية، خصوصاً في ظل اعتماد القوات على الطائرات المسيّرة والاتصالات عبر الأقمار الصناعية في إدارة العمليات ومواجهة الهجمات الروسية.
هجمات روسية واسعة وانقطاع الكهرباء عن مئات الآلاف
وتزامنت قيود ستارلينك مع موجة من الهجمات الروسية التي أسفرت عن سقوط قتلى في أوكرانيا، واستهدفت منشآت للاتصالات والطاقة تستخدمها القوات الأوكرانية.
وقال زيلينسكي إن الهجمات الروسية كانت من بين الأكبر، مشيراً إلى أن الدفاعات الأوكرانية أسقطت عدداً كبيراً من الطائرات المسيّرة، رغم تسجيل إصابات مباشرة.
وأدت الهجمات إلى انقطاع الكهرباء عن ما لا يقل عن 600 ألف شخص في أنحاء أوكرانيا، فيما أفاد سكان بأنهم لم يتلقوا تحذيرات من الطائرات المسيّرة قبل وصولها إلى أهدافها.
وفي الساعات الأولى من صباح (الخميس)، قُتل شخصان جراء ضربات روسية في منطقة دنيبروبتروفسك، وفقاً لما أعلنه حاكم المنطقة أولكسندر هانجا.
خلافات متصاعدة بين ترمب وزيلينسكي
وتأتي أزمة ستارلينك في وقت تتزايد فيه الخلافات بين الرئيس الأمريكي دونالد ترمب ونظيره الأوكراني فولوديمير زيلينسكي بشأن مسار الحرب وشروط وقف إطلاق النار.
وكان زيلينسكي قد قال إن الولايات المتحدة هددت بتقييد تبادل المعلومات الاستخباراتية مع بلاده إذا لم توافق على مقترح ترمب لوقف الهجمات على منشآت الطاقة، بينما نفى ترمب ذلك (الثلاثاء).
كما أثار اتفاق أمريكي مع روسيا لاستيراد 300 ألف طن من الديزل استياء زيلينسكي، الذي قال، خلال زيارة إلى لندن (الأربعاء)، إنه شعر بالخيانة، لكنه أوضح أن المسألة أكثر تعقيداً من مجرد مشاعر شخصية.
وفي تصعيد جديد، كتب ماسك عبر منصة «إكس» في وقت متأخر من (الأربعاء)، تعليقاً على منشور يتناول موقف زيلينسكي من الحرب: «وهكذا تستمر المذبحة، حان وقت رحيل زيلينسكي».
وكان ماسك قد أبدى موقفاً مشابهاً في وقت سابق من الأسبوع، عندما أيد دعوة ترمب إلى أن تحصل أوكرانيا على رئيس جديد.
وتخضع أوكرانيا للأحكام العرفية منذ الغزو الروسي في عام 2022، ما أدى إلى تعليق الانتخابات خلال فترة سريانها.
بريطانيا تعزز دعمها العسكري لأوكرانيا
في المقابل، أكدت بريطانيا استمرار دعمها لكييف خلال زيارة زيلينسكي إلى لندن، إذ أعلن مكتب رئيس الوزراء تسريع تسليم صواريخ خفيفة متعددة المهام إلى أوكرانيا، تستخدم في إسقاط الطائرات المسيّرة الروسية.
كما التقى زيلينسكي الملك تشارلز خلال الزيارة، وتلقى تأكيدات باستمرار الدعم البريطاني.
وقال رئيس الوزراء البريطاني آندي بورنهام لزيلينسكي إن بلاده تقف إلى جانب أوكرانيا، وإن موقفها لن يتغير.

In a new development that may increase pressure on Ukraine in its war with Russia, American billionaire Elon Musk raised questions about who is responsible for imposing restrictions on the speed of certain Ukrainian weapons and their ability to connect to the Starlink satellite internet network, indicating that decisions related to the military “Starshield” service are under the control of the U.S. government and the U.S. military, ultimately reaching the U.S. president.
This comes after Ukraine announced that sudden restrictions were imposed on the speed of certain weapons on Tuesday evening, causing disruptions that affected its field operations, at a time when Russian forces were launching extensive attacks on Ukrainian areas, targeting communication and energy facilities among others.
Kyiv heavily relies on the Starlink network to guide drones towards Russian targets, as well as to support its defensive capabilities and counter aerial attacks.
Musk Reveals the Responsible Party for Starshield Restrictions
The crisis began to escalate after Starlink, owned by Musk’s SpaceX, reduced the maximum speed to 100 miles per hour, or about 160 kilometers per hour, on Tuesday evening.
This action led to weapons exceeding this speed losing their connection to the network, raising concerns about the impact of the restrictions on Ukrainian military operations.
By Wednesday evening, the service had been partially restored, according to former Ukrainian Defense Minister Mykhailo Fedorov, who called for the complete removal of the imposed speed restrictions.
Fedorov wrote on the “X” platform that removing the speed limit on the Starshield system had become crucial for defending Ukraine, thanking Musk and calling for continued support.
About an hour later, Musk responded, clarifying that Starshield systems are owned by the U.S. government and are under its control, and that any restrictions on speed or usage are determined by the U.S. military, and ultimately the U.S. president.
He added that Starlink is intended for civilian uses or defensive activities and should not be used in offensive military operations, considering that this does not align with the nature of a commercial company.
Are the Restrictions Related to Disputes Between Washington and Kyiv?
The sudden restrictions raised suspicions within the Ukrainian side regarding their timing, as Serhiy Piskretsynov, an advisor to President Volodymyr Zelensky, suggested that what happened may not be a coincidence, linking it to the current political tensions between Kyiv and Washington.
Piskretsynov wrote on the Telegram app that the action is related, in his estimation, to the current political situation.
For his part, Zelensky expressed hope that the problem was due to a significant error or technical malfunction, emphasizing that his country is requesting the service to be reactivated and the connection to be restored.
The importance of the crisis lies in the role that Starlink plays in supporting Ukrainian communications, especially given the reliance of the forces on drones and satellite communications in managing operations and facing Russian attacks.
Extensive Russian Attacks and Power Outages for Hundreds of Thousands
The Starlink restrictions coincided with a wave of Russian attacks that resulted in casualties in Ukraine, targeting communication and energy facilities used by Ukrainian forces.
Zelensky stated that the Russian attacks were among the largest, noting that Ukrainian defenses shot down a significant number of drones, despite recording direct hits.
The attacks led to power outages affecting at least 600,000 people across Ukraine, while residents reported that they did not receive warnings from the drones before they reached their targets.
In the early hours of Thursday, two people were killed due to Russian strikes in the Dnipropetrovsk region, according to regional governor Oleksandr Hryniak.
Escalating Disputes Between Trump and Zelensky
The Starlink crisis comes at a time when disputes are increasing between U.S. President Donald Trump and his Ukrainian counterpart Volodymyr Zelensky regarding the course of the war and the conditions for a ceasefire.
Zelensky had stated that the United States threatened to restrict intelligence sharing with his country if it did not agree to Trump’s proposal to cease attacks on energy facilities, while Trump denied this on Tuesday.
The American agreement with Russia to import 300,000 tons of diesel also angered Zelensky, who said during a visit to London on Wednesday that he felt betrayed, but clarified that the matter is more complicated than just personal feelings.
In a new escalation, Musk wrote on the “X” platform late on Wednesday, commenting on a post regarding Zelensky’s stance on the war: “And so the slaughter continues, it’s time for Zelensky to go.”
Musk had expressed a similar stance earlier in the week when he supported Trump’s call for Ukraine to have a new president.
Ukraine has been under martial law since the Russian invasion in 2022, which has led to the suspension of elections during its duration.
Britain Strengthens Its Military Support for Ukraine
In contrast, Britain confirmed its continued support for Kyiv during Zelensky’s visit to London, as the Prime Minister’s office announced the acceleration of the delivery of multi-role light missiles to Ukraine, used to shoot down Russian drones.
Zelensky also met with King Charles during the visit, receiving assurances of continued British support.
British Prime Minister Andy Burnham told Zelensky that his country stands by Ukraine, and its position will not change.
Amid the restrictions imposed on satellite communications, the escalating political disputes with Washington, and the ongoing Russian attacks, Kyiv faces simultaneous challenges regarding its defensive capabilities and the future of Western support, at a time when the responsibility for the recent restrictions on Starlink still needs official clarification.
