As the race for the tenth Secretary-General of the United Nations witnesses significant competition, former Vice President of Costa Rica, Rebeca Greenspan, topped an unofficial poll conducted by the United Nations Security Council yesterday, Friday, according to sources cited by Reuters.
Narrow Lead
The poll showed Greenspan with a narrow lead, but no clear winner emerged, as all candidates received two or more opposing votes from the five permanent members of the council, who will have the final say: Russia, China, the United States, France, and the United Kingdom. This opens the door for new candidates to join the race, according to diplomats and observers. It is worth noting that this is the sixth secret ballot organized by council officials, who have less than three months to choose a successor to António Guterres, whose term ends on December 31. To receive a recommendation from the council, at least nine out of fifteen countries must support the candidate, and the candidate must not receive any “opposing” votes from the five permanent members. The race has entered a critical phase, as the poll used for the first time colored ballot papers indicating whether a country with veto power opposes a candidate. Four out of five polls in recent months showed Greenspan (70 years old) with a narrow lead, while one poll in August placed Guyana’s ambassador to the United Nations, Carolyn Rodriguez-Berkett, in the lead.
Intense Competition Among Four Candidates
This situation has not changed significantly, as the sources indicated that Greenspan received nine “supporting” votes, five “opposing” votes, and one “no opinion” vote, with two of the opposing votes coming from permanent members of the Security Council. Rodriguez-Berkett received eight supporting votes, six opposing votes, and one no opinion vote, including two opposing votes from permanent members. Meanwhile, Rafael Grossi, the Director General of the International Atomic Energy Agency, received results nearly matching those of Rodriguez-Berkett, but with less support from one permanent member for his candidacy. Four other former UN officials and senior diplomats are competing for support, but they received more opposing votes than supporting ones, indicating a decline in enthusiasm for their candidacies.
Challenges Facing the United Nations
In response to a question about new competitors joining the race, U.S. envoy to the United Nations Mike Walters said after the vote that “countries, if they want to put forward more candidates, that is certainly within their sovereign rights.” When Guterres was chosen in October 2016, it took six unofficial polls for the council to reach an agreement. It is noteworthy that no woman has ever held the position of Secretary-General of the United Nations in its more than 80-year history. Greenspan stated in an interview with Reuters that she “would not be surprised” if she received an opposing vote from one of the veto-wielding countries, adding that this would only be the beginning of negotiations, as such blocking votes have been overcome by winning candidates in previous races. She added, “The game is not over yet… We will have to keep working.”
