The Lebanese Prime Minister, Nawaf Salam, during a Cabinet session on Thursday, confirmed that what is required from Hezbollah is to adhere to what it has repeatedly announced its agreement on regarding the exclusivity of weapons in the hands of the state, emphasizing that “there is no partner for the state in the decision of war and peace,” and that no one has the authority to reconsider the government’s decisions related to implementing the exclusivity of weapons except for the Cabinet itself.

Salam stated that “the exclusivity of weapons in the hands of the state is fundamentally at the core of the establishment of the state, its constitution, and its laws,” particularly the Penal Code and the National Defense Law, in addition to the Taif Agreement, Resolution 1701, and the declaration of cessation of hostilities in November 2024.

He added that the entities authorized to carry weapons in Lebanon are exclusively “the Lebanese Army, Internal Security Forces, General Security Directorate, General Directorate of State Security, Lebanese Customs, and municipal police,” noting that this was mentioned in the introduction of the declaration of cessation of hostilities that the previous government approved, and the current government reaffirmed in its ministerial statement and subsequent decisions.

Salam emphasized that the term “exclusively” is present in the original text and is not a subsequent addition from any party, confirming that what is required from Hezbollah is to adhere to what it has repeatedly announced its agreement on, no more and no less.

Regarding the decision of war and peace, the Prime Minister confirmed that “there is no partner for the state” in this decision, considering that this is fundamental to the country’s constitution, and it has been reaffirmed in the ministerial statement and in several government decisions. He added that “there is no harm in reiterating this after all that the Lebanese people have suffered in costs due to the unilateral involvement of the country in wars outside constitutional institutions.”

Salam pointed out that the government had requested the army to prepare a plan to implement the principle of exclusivity of weapons in the hands of the state, which was welcomed in the Cabinet in September last year, before confirming in March of this year the necessity of completing its application in all Lebanese regions.

He stressed that “no one, regardless of who they are, has the status or authority to reconsider this other than the Cabinet.”

Salam warned that storing weapons or transferring them outside the entities that exclusively have the legitimacy to do so, “under any pretext,” not only constitutes a violation of the established principles, applicable laws, and Cabinet decisions, but also poses a danger to public safety and threatens the security of citizens, necessitating security follow-up and judicial prosecution, and imposing the harshest penalties prescribed by law against the perpetrators.

He affirmed that “no one can impose a ceiling on us other than the ceiling defined by law, and nothing is more important to us than the safety of the country and the security of its citizens.”
