Joint Defense Agreement.. Cairo Takes ActionThe Renaissance Dam.. Water Security is a Red LineAttacks on Sudanese Facilities and Reconstruction

In a political and security message that carries strategic implications for the depth of Egyptian-Sudanese relations, Sudanese Foreign Minister Mohiuddin Salem affirmed that Egypt’s water security and Sudan’s security are a shared responsibility, stating: “The waters of Egypt will be protected by the people of Sudan before they are protected by the people of Egypt, and Sudan’s security is protected by Egypt before it is protected by the Sudanese army,” confirming the unity of fate between the two countries in facing regional challenges.

Salem said, during a joint press conference with Egyptian Foreign Minister Badr Abdel Atti, following the conclusion of the third round of the “2+2” consultation mechanism meetings for the foreign and irrigation ministers of both countries in Cairo, that Egypt and Sudan are “one heart, one tongue, and one mind,” and that they represent “one dam against all the toxic arrows targeting either of them.”

He added that his message from Cairo, in light of the war that Sudan is witnessing, is to affirm the unity of the two countries’ destinies, stressing that the common issues extend beyond the water file to the security and stability of the region and the interests of the Arab and African nations.

He clarified that the Sudanese people are capable of defending themselves, affirming that Egyptian support represents an important backing for his country at this stage, and that the relations between the two countries are based on historical ties and intertwined strategic interests.

Joint Defense Agreement.. Cairo Takes Action

In a notable development, Egypt announced its readiness to take the measures and actions guaranteed by international law and the joint defense agreement between the two countries, in support of Sudan and to ensure that its unity or territorial integrity is not compromised.

Cairo reiterated its support for Sudanese state institutions and its rejection of the establishment of parallel entities or recognition of them, emphasizing the need for neighboring countries to respect Sudan’s sovereignty and security and not to interfere in its internal affairs.

Abdel Atti confirmed Egypt’s steadfast position supporting Sudan’s unity, sovereignty, and territorial integrity, and the importance of respecting the principle of “Sudanese ownership” for the political solution, alongside supporting the efforts of the international quartet aimed at ending the conflict and restoring stability.

For his part, Salem expressed his country’s appreciation for Egyptian efforts aimed at restoring security and stability, praising Egypt for hosting large numbers of Sudanese since the outbreak of the war and providing support to them, in addition to the voluntary return of millions of them to their homeland.

The Renaissance Dam.. Water Security is a Red Line

The water file occupied a central aspect of the discussions, as both countries affirmed that Egyptian and Sudanese water security is “an inseparable body,” and they stressed the defense of their rights and water uses in accordance with the 1959 agreement.

Both parties renewed their rejection of unilateral actions in the eastern Nile basin, considering that the unilateral management of the Ethiopian dam, in the absence of a binding legal mechanism for its governance, represents a threat to the downstream countries.

Both sides called on Ethiopia to return to cooperation in accordance with the rules of international law, foremost among them the principles of no harm, prior notification, consultation, and consensus, emphasizing the importance of the role of the permanent joint technical committee for Nile waters in studying water issues, coordinating positions, and maintaining the Nile Basin Initiative as a platform for cooperation among its countries.

This comes amid ongoing disputes between Egypt, Sudan, and Ethiopia regarding the rules for filling and operating the Renaissance Dam, which was inaugurated in September 2025, without reaching a binding legal agreement among the three countries.

Attacks on Sudanese Facilities and Reconstruction

In the security file, both countries condemned the targeting of vital facilities in Sudan, particularly electricity stations and water facilities, through drone attacks that the statement said were launched from one of the neighboring countries.

Salem had questioned during the press conference about the relationship between targeting electricity and water facilities and ideological disputes, pointing out that the effects of these attacks affect civilians, including women, children, and the elderly.

The statement affirmed support for Sudanese state institutions, foremost among them the armed forces, in carrying out their tasks related to maintaining national security and protecting vital facilities.

The two sides discussed support for rehabilitating infrastructure, including the Jebel Awliya Dam, where Egyptian technical teams continue maintenance work in cooperation with the Sudanese Ministry of Agriculture and Irrigation.

They also agreed to enhance cooperation in rainwater harvesting, establish solar-powered groundwater stations, exchange expertise, and develop hydrological monitoring systems, in addition to expediting the signing of a memorandum of understanding for cooperation in the field of water resources.

The discussions addressed the security of the Red Sea, as both countries affirmed that its governance is the exclusive responsibility of the coastal states, rejecting any attempts to militarize it or take unilateral actions that affect the sovereignty of its countries.

The third round of the “2+2” consultation mechanism was held in Cairo on Monday, November 2, 2026, following the second round held in September 2025, as part of enhancing political and water coordination between the two countries, amid the ongoing Sudanese war since April 2023.
