In an indicator that raised questions about the readiness of law graduates to practice the profession, more than half of the applicants for the bar exam in California failed to pass the test held last July, marking the state’s lowest overall pass rate since 2018, while the decline extended to several major U.S. states.
According to Reuters, about 4,000 people participated in the exam in California, hoping to obtain a license to practice law, but the pass rate did not exceed 48%, compared to about 55% the previous year, making California record the lowest pass rate among U.S. states that announced their results.
The decline was not limited to California, as pass rates dropped by three percentage points or more in the six jurisdictions that saw the largest numbers of applicants for the exam.
In New York, which topped the states in terms of the number of applicants with about 10,000 people, the pass rate fell to 67%, down from 70% in July 2025.
The decline in results sparked a discussion among law professors and specialists about the potential factors behind the drop in pass rates, with some opinions linking it to the increasing reliance on artificial intelligence tools in studying, alongside the accommodations provided by law schools to students.
On the other hand, Sean Silverman, a specialist in preparing applicants for bar exams, called for caution in interpreting the results, explaining that pass rates vary from year to year, and that data from one year is not sufficient to draw definitive conclusions.
However, he noted that this year’s results showed a significant decline, as more than 75% of the states that announced their results recorded a drop in scores compared to 2025, raising questions about the reasons for this decline and its trends in the coming years.
