اتخذ الرئيس الأمريكي دونالد ترمب خطوة غير معتادة لحماية التغييرات التي أدخلها على البيت الأبيض، بإعلان المكتب البيضاوي وقاعة اجتماعات مجلس الوزراء معلماً وطنياً، في إجراء يستهدف تقييد التعديلات الجوهرية التي قد يجريها الرؤساء القادمون على هذين الموقعين التاريخيين.
ووقع ترمب، الخميس، إعلاناً رئاسياً يقضي بتصنيف المكتب البيضاوي والمكتب الخارجي الملحق به وقاعة مجلس الوزراء معلماً وطنياً، مع إخضاعها لإشراف وزارة الداخلية الأمريكية، عبر إدارة المتنزهات الوطنية، بما يفرض إجراءات توثيق ومراجعة ودراسة البدائل قبل تنفيذ أي تغييرات كبيرة تمس بنيتها المعمارية أو عناصرها التاريخية.
وقال ترمب خلال مراسم التوقيع في المكتب البيضاوي إن المكان لن يُسمح لأحد بلمسه أو تدميره أو هدمه لإعادة بنائه بشكل مختلف، مشيراً إلى أن المكتب البيضاوي يمثل رمزاً للولايات المتحدة، وليس مجرد مساحة إدارية يعمل منها الرئيس.
وأضاف أن أي رئيس مستقبلي قد يرغب في تحويل المكتب من شكله البيضاوي إلى مربع، لكن مثل هذه الخطوة ستتطلب العودة إلى الكونغرس، معرباً عن أمله في ألا يسمح المشرعون بذلك.
وجاءت الخطوة بعدما أحدث ترمب تغييرات واسعة في مظهر المكتب البيضاوي منذ عودته إلى البيت الأبيض في يناير 2025، إذ غلبت الزخارف الذهبية على تصميمه الداخلي، مع إضافة إطارات ذهبية للصور واللوحات، وزخارف بارزة على الجدران، ومقتنيات وتحف ذهبية، فضلاً عن تعليق عدد كبير من الصور الشخصية والرئاسية.
ولم تقتصر التغييرات على المكتب البيضاوي، إذ امتدت إلى قاعة اجتماعات مجلس الوزراء، التي شهدت تركيب ثريات جديدة، كما أعاد ترمب تصميم أجزاء أخرى من البيت الأبيض والحدائق المحيطة به، في إطار مشروع أوسع لإعادة تشكيل المقر الرئاسي والعاصمة واشنطن.
لكن الإعلان الرئاسي لا يمنح الحماية المطلقة التي تحدث عنها ترمب، إذ ينص صراحة على عدم تقييد صلاحيات الرئيس في إعادة تزيين المكتب أو اختيار الأثاث وإجراء التعديلات التشغيلية والأمنية المعتادة، شريطة ألا تؤثر بصورة جوهرية في بنيته التاريخية أو طابعه المعماري.
كما أن تصنيف المكتب معلماً وطنياً لا يعني بالضرورة منع أي رئيس لاحق من إلغاء الإعلان أو تعديله، وهو ما يثير تساؤلات بشأن مدى قدرة الخطوة على ضمان بقاء التصميم الحالي للمكتب، خصوصاً أن ترمب نفسه سبق أن ألغى أو قلص تصنيفات لمناطق أعلنتها إدارات سابقة معالم وطنية.
ويستند الإعلان إلى قانون الآثار الأمريكي، الذي يمنح الرئيس صلاحية إعلان مواقع ومنشآت وأشياء ذات أهمية تاريخية أو علمية واقعة على أراض اتحادية معالم وطنية، مع تكليف وزارة الداخلية بوضع خطة لإدارتها وحماية خصائصها المعمارية والتاريخية.
ويعود تاريخ المكتب البيضاوي في موقعه وشكله الحاليين إلى عهد الرئيس فرانكلين روزفلت في أوائل ثلاثينيات القرن الماضي، بعدما كان تصميمه البيضاوي قد ظهر في الجناح الغربي خلال رئاسة ويليام هوارد تافت عام 1909. ومنذ ذلك الحين أصبح المكتب أحد أبرز رموز الرئاسة الأمريكية، وشهد اجتماعات وقرارات سياسية وعسكرية ودبلوماسية شكلت محطات مهمة في تاريخ الولايات المتحدة والعالم.
ويأتي تحرك ترمب في وقت تتصاعد فيه الانتقادات بشأن مشاريع التغيير التي يشرف عليها في البيت الأبيض وواشنطن، ومن أبرزها هدم الجناح الشرقي لإفساح المجال أمام إنشاء قاعة احتفالات ضخمة، إلى جانب إعادة تأهيل حديقة الورود وتطوير بركة عاكس النصب التذكاري للينكولن.
U.S. President Donald Trump took an unusual step to protect the changes he made to the White House by declaring the Oval Office and the Cabinet Room a national landmark, in a move aimed at restricting the substantial modifications that future presidents may make to these historic sites.
On Thursday, Trump signed a presidential proclamation designating the Oval Office, the adjoining outer office, and the Cabinet Room as a national landmark, subjecting them to the oversight of the U.S. Department of the Interior, through the National Park Service, which imposes documentation, review, and alternative study procedures before implementing any significant changes affecting their architectural structure or historical elements.
During the signing ceremony in the Oval Office, Trump stated that no one would be allowed to touch, destroy, or demolish the space to rebuild it differently, noting that the Oval Office represents a symbol of the United States, not just an administrative space from which the president operates.
He added that any future president might want to change the office from its oval shape to a square, but such a step would require going back to Congress, expressing hope that lawmakers would not allow that.
This move came after Trump made extensive changes to the appearance of the Oval Office since returning to the White House in January 2025, with golden embellishments dominating its interior design, including the addition of gold frames for pictures and paintings, prominent decorations on the walls, and golden artifacts, as well as hanging a large number of personal and presidential photos.
The changes were not limited to the Oval Office, as they extended to the Cabinet Room, which saw the installation of new chandeliers, and Trump also redesigned other parts of the White House and its surrounding gardens as part of a broader project to reshape the presidential residence and the capital, Washington, D.C.
However, the presidential proclamation does not grant the absolute protection that Trump mentioned, as it explicitly states that it does not restrict the president’s authority to redecorate the office or choose furniture and make usual operational and security modifications, provided they do not substantially affect its historical structure or architectural character.
Moreover, the designation of the office as a national landmark does not necessarily prevent any subsequent president from rescinding or modifying the proclamation, raising questions about the extent to which the move can ensure the current design of the office remains, especially since Trump himself has previously rescinded or reduced designations of areas declared national landmarks by previous administrations.
The proclamation is based on the American Antiquities Act, which grants the president the authority to declare sites, structures, and objects of historical or scientific importance located on federal lands as national landmarks, with the Department of the Interior tasked with developing a plan for their management and protection of their architectural and historical characteristics.
The Oval Office, in its current location and form, dates back to the presidency of Franklin D. Roosevelt in the early 1930s, after its oval design had appeared in the West Wing during the presidency of William Howard Taft in 1909. Since then, the office has become one of the most prominent symbols of the American presidency, witnessing political, military, and diplomatic meetings and decisions that have shaped significant milestones in the history of the United States and the world.
Trump’s move comes at a time when criticism is rising regarding the change projects he oversees in the White House and Washington, including the demolition of the East Wing to make way for a massive celebration hall, along with the rehabilitation of the Rose Garden and the development of the reflecting pool at the Lincoln Memorial.
