أعلنت وزارة الخارجية الأمريكية، اليوم (السبت)، قنصل لبنان في مدينة ديترويت بولاية ميشيجان إبراهيم شرارة، شخصاً غير مرغوب به، على خلفية منشورات على وسائل التواصل الاجتماعي، تداولتها وسائل إعلام أمريكية، أشاد فيها بالهجوم على قوات المارينز في لبنان عام 1983.
وأفاد موقع «واشنطن فري بيكون» بأن شرارة أشاد في منشورات على وسائل التواصل الاجتماعي بتفجير مقر مشاة البحرية الأمريكية في بيروت عام 1983، الذي أسفر عن سقوط 241 عسكرياً أمريكياً.
يذكر أنه في 23 أكتوبر 1983، اقتحم شخص بشاحنة مفخخة مقر مشاة البحرية الأمريكية في بيروت، خلال انتشار قوة متعددة الجنسيات في لبنان. وأسفر التفجير عن سقوط 241 عسكرياً أمريكياً، بينهم 220 من مشاة البحرية و18 من البحرية و3 من الجيش. وبعد دقائق، استهدف تفجير ثانٍ مقر القوات الفرنسية، وأودى بحياة 58 مظلياً فرنسياً. كما أودى الهجومان بحياة 6 مدنيين لبنانيين.
ونسبت وزارة الخارجية الأمريكية تفجير المقر الأمريكي إلى «حزب الله» في بيان أصدرته في الذكرى الأربعين للهجوم عام 2023. وبموجب المادة 23 من اتفاقية فيينا للعلاقات القنصلية، يجوز للدولة المضيفة إبلاغ الدولة الموفِدة بأن أحد مسؤوليها القنصليين أصبح شخصاً غير مرغوب فيه. وعلى الدولة الموفِدة عندئذ استدعاؤه أو إنهاء مهامه في البعثة القنصلية. وإذا لم تتخذ الإجراء خلال مهلة معقولة، يجوز للدولة المضيفة سحب الإذن بممارسة مهامه القنصلية.
The U.S. State Department announced today (Saturday) that Ibrahim Sharara, the Consul of Lebanon in Detroit, Michigan, is persona non grata, following social media posts that were circulated by U.S. media, in which he praised the attack on U.S. Marines in Lebanon in 1983.
The “Washington Free Beacon” reported that Sharara praised the bombing of the U.S. Marine Corps headquarters in Beirut in 1983, which resulted in the deaths of 241 American servicemen.
It is noted that on October 23, 1983, a person drove a truck bomb into the U.S. Marine Corps headquarters in Beirut during the deployment of a multinational force in Lebanon. The bombing resulted in the deaths of 241 American servicemen, including 220 Marines, 18 sailors, and 3 soldiers. Minutes later, a second bombing targeted the French forces’ headquarters, killing 58 French paratroopers. The attacks also claimed the lives of 6 Lebanese civilians.
The U.S. State Department attributed the bombing of the American headquarters to “Hezbollah” in a statement issued on the 40th anniversary of the attack in 2023. Under Article 23 of the Vienna Convention on Consular Relations, the host state may inform the sending state that one of its consular officials has become persona non grata. The sending state is then required to recall him or terminate his duties at the consular mission. If no action is taken within a reasonable time, the host state may withdraw permission for him to perform his consular functions.
