كشف مصدر سياسي مطلع، اليوم (الأحد)، عن تحركات يقودها زعيم تيار الحكمة عمار الحكيم، ورئيس المجلس الأعلى الإسلامي همام حمودي، لإجراء وساطة عاجلة بين رئيس الوزراء علي الزيدي، وكتائب حزب الله، بهدف احتواء التوتر ومنع تصاعده خلال المرحلة القادمة.
وقال المصدر إن الاتصالات الجارية تأتي في ظل مخاوف من انتقال التصعيد بين الطرفين من مستواه الإعلامي إلى مواجهة ميدانية، الأمر الذي قد يفضي إلى تداعيات خطيرة على الأوضاع الداخلية في البلاد، موضحاً أن هذه الوساطة تحظى بدعم جميع أطراف الإطار التنسيقي، وتهدف إلى احتواء الخلاف ومنع أي صدام داخلي قد تنعكس تداعياته سلباً على الاستقرار السياسي والأمني في العراق خلال الفترة القادمة.
وشهدت الأيام الماضية تصاعداً في حدة الخلاف بين رئيس الوزراء العراقي علي الزيدي وكتائب حزب الله، على خلفية ملفات سياسية وأمنية واقتصادية، تخللتها سجالات إعلامية متبادلة وإجراءات حكومية شملت تفعيل مذكرات قبض صادرة بحق عدد من المطلوبين المرتبطين بالكتائب بينهم نجل الأمين العام.
وفي سياق هذه التطورات، أفاد مصدر مطلع في وقت سابق، أن الزيدي وجّه بإلغاء ثلاثة عقود في مطار الموصل الدولي، قال إنها مرتبطة بجهات مسلحة، شملت عقد شركة «سكاي بلس» لتأجير كاونترات المطار، وعقد شركة «سما المطار» لاستئجار المرآب الداخلي غير المسقف، فضلاً عن عقد شركة «الفيصل الشامخ» الخاص بتأجير مكتب التاكسي، مع التوجيه بإحالة تلك الخدمات إلى شركات عالمية.
وجاءت هذه التوجيهات بالتزامن مع إعلان حكومي عن مساعٍ لتسريع تشغيل مطار الموصل الدولي، من خلال التعاقد مع شركات عالمية متخصصة تتولى مهام التشغيل والإدارة المشتركة، بما يسهم في تطوير أدائه وتعزيز دوره في حركة النقل والنشاط الاقتصادي.
في المقابل، صعّدت كتائب حزب الله من خطابها تجاه رئيس الوزراء، إذ هاجمت شقيقه حسن الزيدي على خلفية عقود مرتبطة بها، كما أبدت استغرابها من «العداء» الذي تكنّه حكومة الزيدي للفصائل المسلحة، على حد قولها.
وامتدت الخلافات إلى مسار المفاوضات بين الحكومة والفصائل المسلحة، إذ كشف مصدر مطلع في وقت سابق، عن امتعاض بعض أعضاء اللجنة الرباعية المكلفة بالتفاوض مع الفصائل، ومن بينهم زعيم منظمة بدر هادي العامري، من عقد الزيدي اجتماعات منفردة مع قادة فصائل ترفض تسليم سلاحها، خشية أن تؤدي تلك التحركات إلى نتائج عكسية على مسار الحوار.
وبحسب المصدر، كانت اللجنة قد أحرزت تقدماً في مباحثاتها، مع التزامها بإنهاء مهمتها بحلول نهاية يونيو 2027، إلا أن استمرار الخلافات بشأن شروط تسليم السلاح والضمانات المطلوبة حال دون التوصل إلى تسوية نهائية حتى الآن.
ويُعد ملف حصر السلاح بيد الدولة من أبرز نقاط الخلاف بين الحكومة والفصائل المسلحة، في ظل مواقف معلنة من كتائب حزب الله وحركة النجباء وكتائب سيد الشهداء ترفض التخلي عن قدراتها العسكرية.
من جانبه، قال المبعوث الأمريكي توم براك: رئيس الوزراء الزيدي يرسل رسالة واضحة نفوذ المليشيات ليس له مكان في مؤسسات العراق، مضيفاً: مستقبل العراق يعود لشعبه، وليس للفصائل المسلحة التي تعمل خارج الدولة.
A knowledgeable political source revealed today (Sunday) that movements are being led by the leader of the Wisdom Movement, Ammar al-Hakim, and the head of the Islamic Supreme Council, Hamam Hamoudi, to conduct urgent mediation between Prime Minister Ali al-Zaydi and the Hezbollah Brigades, with the aim of containing tensions and preventing their escalation in the upcoming phase.
The source stated that the ongoing communications come amid fears of the escalation between the two parties transitioning from an informational level to a field confrontation, which could lead to serious repercussions on the internal situation in the country. He clarified that this mediation enjoys the support of all parties within the coordination framework and aims to contain the dispute and prevent any internal clash that could negatively impact political and security stability in Iraq in the coming period.
In recent days, there has been an escalation in the severity of the dispute between Iraqi Prime Minister Ali al-Zaydi and the Hezbollah Brigades, stemming from political, security, and economic files, which included mutual media exchanges and governmental measures that involved activating arrest warrants issued against several wanted individuals linked to the brigades, including the son of the Secretary-General.
In the context of these developments, a knowledgeable source previously reported that al-Zaydi directed the cancellation of three contracts at Mosul International Airport, which he claimed were linked to armed groups. These included a contract with “Sky Plus” for leasing airport counters, a contract with “Sama Al-Matar” for renting the uncovered internal garage, as well as a contract with “Al-Faisal Al-Shamikh” for renting the taxi office, along with instructions to refer those services to international companies.
These directives came in conjunction with a government announcement of efforts to expedite the operation of Mosul International Airport by contracting with specialized international companies that would take on the responsibilities of operation and joint management, contributing to the development of its performance and enhancing its role in transportation and economic activity.
In contrast, the Hezbollah Brigades intensified their rhetoric against the Prime Minister, attacking his brother Hassan al-Zaydi regarding contracts linked to them, and expressing their astonishment at the “hostility” that al-Zaydi’s government shows towards the armed factions, according to their statement.
The disputes extended to the negotiations between the government and the armed factions, as a knowledgeable source previously revealed the dissatisfaction of some members of the quadripartite committee tasked with negotiating with the factions, including the leader of the Badr Organization, Hadi al-Amiri, regarding al-Zaydi’s holding of separate meetings with leaders of factions that refuse to disarm, fearing that these moves could lead to counterproductive results in the dialogue process.
According to the source, the committee had made progress in its discussions, committing to conclude its mission by the end of June 2027. However, ongoing disagreements over the conditions for disarmament and the required guarantees have prevented reaching a final settlement so far.
The issue of restricting weapons to the state is one of the main points of contention between the government and the armed factions, amid declared positions from the Hezbollah Brigades, the Al-Nujaba Movement, and the Sayyid al-Shuhada Brigades rejecting the relinquishment of their military capabilities.
For his part, U.S. envoy Tom Brack stated: “Prime Minister al-Zaydi sends a clear message that the influence of militias has no place in Iraq’s institutions,” adding: “The future of Iraq belongs to its people, not to the armed factions that operate outside the state.”
