مع بداية بطولة كأس العرب في الدوحة، فإن ما جرى على المؤسسات العربية من حساسيات مفرطة ومحالات استئثار يسري عليها، لكن الفرق تبدل المسؤولية، فالبطولة جماهيرية، وانعكاسها على العلاقات «العربية-العربية» تتحمّله الشعوب المندفعة والمتحسّسة التي ترى في الفوز على الجار العربي هو أقصى أمانيها، بينما هي في الحقيقة مخرجات يختزنها العقل العربي على مدى قرون.

وبالرغم من أن البطولة شعبية ومعظم من يقود اتجاهاتها الجماهير والأوساط الإعلامية الرياضية، إلا أنها لا تختلف عن مفاعيل النخب السياسية، بل إن ما تفعله الشعوب مع بعضها البعض أكثر فداحة من السياسيين الذين يتعاملون بالمصالح لا بالعواطف.

إنها نفس الشعوب التي تملأ الفضاء صراخاً بحثاً عن الوحدة العربية، مرة تلوم السياسيين، ومرة الصحافة والإعلام، وأحياناً الغرب، بينما هي تسل السيوف لقطع أواصر القربى، وتأكل لحوم إخوتها من بقية العرب، وهذا الفضاء الإلكتروني مليء بمخرجاتها.

العروبة ليست أماني رومانسية، ولا دعوة تختبئ خلفها نرجسيات التفوق والتنمر والتعالي الثقافي والفني، وليست أحلاماً بالاستيلاء على ثروات الآخرين تخرج حينا في فلتات اللسان وتختبئ حيناً آخر، ولا رقصات في حفلات الافتتاحات، وليست مهرجانات تقام ثم يذهب كل إلى بيته ليتآمر على جاره في اليوم التالي.

إنها مجموعة من القيم العربية التي قال عنها النبي العربي «إنما بعثت لأتمم مكارم الاخلاق»، إنها الحضارة العربية غير المادية الحقيقية التي يجب التباهي بها، فالعرب الحقيقيون أسّسوا قيماً وتراثاً وإرثاً للتعاملات، إذا فقدوه تاهوا واندثروا، وهو ما حصل في أي مأساة عربية منذ سقوط الأندلس وقبلها وبعدها، إذا ترك العربي قيمه الحضارية فشل في التعامل مع مخرجات الحضارة المادية، وأصبح أسيراً للبغضاء والضغينة والأحقاد، مندفعاً لقتل ووأد ابن عمه العربي الآخر.

منذ نشوء الدولة العربية في شكلها الحديث بعد العام 1920م، ثم تأسيس جامعة الدول العربية العام 1945م، ثم بدأت المؤسسات المنبثقة أو الموازية بالظهور، سواء التابعة للجامعة أو المستقلة، إضافة إلى مؤسسات ثقافية وعلمية ومجتمعية، ومبادرات ومهرجانات مثل «الجنادرية والمربد وجرش»، هدفت جميعها لدعم الاتصال والتعاون وتسهيل الشراكات العربية.

كما أن منظمات مثل الاتحاد المغاربي، لم تخرج من دائرة لقاءات أولى سرعان ما انهارت بعدها تلك المنظمات، ولم يصمد حتى اليوم سوى مجلس التعاون الخليجي.

كل تلك المبادرات هدفت لتقريب وجهات النظر «العربية-العربية» وتأسيس منظومة للتعاون سعياً وراء حلم رومانسي اسمه «الوحدة»، لدرجة أن دولاً مثل مصر وسورية، وتونس وليبيا جربت الوحدة إلا أنها لم تأتِ كما صوّرتها الدعوات الرومانسية التي روّجت لها أحزاب وإذاعات وطبقات من المثقفين العرب، فالوحدة السورية المصرية لم تزد على سنتين، والوحدة التونسية الليبية لم تستغرق بضعة أيام.

أما الوحدة تحت تهديد السلاح وظهور الدبابات، فقد جربها العرب إثر قيام صدام ومؤيديه بغزو الكويت تحت مسمى الوحدة، وكاد يحوّلها إلى ركام لولا «القيم العربية» التي بنى الملك فهد بن عبدالعزيز مواقفه عليها، عندما قال في حديثه عن غزو الكويت: «يا نعيش سوا، يا ننتهي سوا»، وهي عبارة صغيرة لكنها غيّرت مجرى تاريخ المنطقة، لأنها مثقلة بقيم «الفزعة والمروءة والشهامة ونصرة المظلوم والحميّة»، قيم آمن بها الفهد ابن الجزيرة العربية وطبّقها، ولذلك نجح، ونجحت بلاده.

With the beginning of the Arab Cup Championship in Doha, what has transpired regarding Arab institutions is marked by excessive sensitivities and attempts at monopolization; however, the responsibility shifts. The championship is popular, and its impact on “Arab-Arab” relations is borne by the passionate and sensitive peoples who see victory over their Arab neighbor as their utmost wish, while in reality, it is a culmination of sentiments that the Arab mind has stored over centuries.

Although the championship is popular and most of its direction is led by the masses and the sports media, it does not differ from the actions of political elites. In fact, what people do to each other is often more severe than what politicians do, as the latter deal in interests rather than emotions.

These are the same peoples who fill the space with cries seeking Arab unity, sometimes blaming politicians, sometimes the press and media, and occasionally the West, while they sharpen their swords to sever ties of kinship and consume the flesh of their brothers from the rest of the Arabs. This electronic space is filled with their outputs.

Arabism is not a romantic wish, nor is it a call hiding behind narcissism of superiority, bullying, and cultural and artistic arrogance. It is not dreams of seizing the wealth of others that sometimes slip out in verbal gaffes and hide at other times, nor is it dances at opening ceremonies, nor festivals held only for everyone to return home and conspire against their neighbor the next day.

It is a set of Arab values about which the Arab Prophet said, “I was only sent to perfect moral virtues.” It is the true non-material Arab civilization that should be boasted about. True Arabs established values, heritage, and legacies for interactions; if they lose them, they become lost and extinct. This has happened in every Arab tragedy since the fall of Andalusia and before and after it. If an Arab abandons his civilizational values, he fails to deal with the outputs of material civilization and becomes a prisoner of hatred, malice, and grudges, driven to kill and suppress his other Arab cousin.

Since the establishment of the Arab state in its modern form after 1920, then the founding of the Arab League in 1945, institutions emerged, whether affiliated with the League or independent, in addition to cultural, scientific, and community institutions, initiatives, and festivals like “Janadriyah, Al-Murabid, and Jerash,” all aimed at supporting communication, cooperation, and facilitating Arab partnerships.

Organizations like the Maghreb Union did not emerge from the circle of initial meetings that quickly collapsed afterward, and only the Gulf Cooperation Council has survived to this day.

All these initiatives aimed to bring closer “Arab-Arab” viewpoints and establish a system of cooperation in pursuit of a romantic dream called “unity,” to the extent that countries like Egypt, Syria, Tunisia, and Libya experienced unity, but it did not come as portrayed by the romantic calls promoted by parties, radio stations, and layers of Arab intellectuals. The Syrian-Egyptian unity lasted no more than two years, and the Tunisian-Libyan unity did not last a few days.

As for unity under the threat of arms and the appearance of tanks, the Arabs experienced this when Saddam and his supporters invaded Kuwait under the guise of unity, and it nearly turned into rubble were it not for the “Arab values” upon which King Fahd bin Abdulaziz based his positions when he said in his talk about the invasion of Kuwait: “Either we live together, or we perish together.” This small phrase changed the course of the region’s history because it is laden with values of “bravery, honor, nobility, supporting the oppressed, and zeal.” These are values that the lion of the Arabian Peninsula believed in and applied, which is why he succeeded, and his country succeeded.
