أعلن مجلس الاتحاد الأوروبي اليوم إعادة التفعيل الكامل لاتفاقية التعاون بين الاتحاد الأوروبي والجمهورية العربية السورية، بعد اعتماد قرار ينهي التعليق الجزئي المفروض على الاتفاقية منذ عام 2011.
وأوضح المجلس، في بيان، أن القرار يلغي العمل بقرار مجلس الاتحاد الأوروبي الصادر عام 2011، الذي نص على تعليق عدد من البنود التجارية ضمن اتفاقية التعاون بين الجماعة الاقتصادية الأوروبية وسورية، بما في ذلك القيود المتعلقة باستيراد النفط والمنتجات النفطية والذهب والمعادن الثمينة والألماس من سورية.
وأكد البيان أن إنهاء التعليق يعيد التطبيق الكامل لاتفاقية التعاون الموقعة عام 1977، مشيراً إلى أن الظروف التي دفعت إلى تعليق الاتفاقية لم تعد قائمة.
ترتيبات جديدة
وبحسب الإجراءات الأوروبية، ستبلغ المفوضية الأوروبية السلطات السورية رسميّاً بإنهاء التعليق الجزئي للاتفاقية، على أن تدخل الترتيبات الجديدة حيّز التنفيذ ابتداء من اليوم الأول للشهر التالي للإخطار الرسمي؛ بما يتيح فترة زمنية كافية للتنفيذ.
وتعود اتفاقية التعاون بين الاتحاد الأوروبي وسورية إلى عام 1977، وكانت تشكل الإطار الناظم للعلاقات الاقتصادية والتجارية بين الجانبين، قبل تعليق أجزاء منها في سبتمبر 2011، ثم توسيع التعليق في فبراير 2012 مع تصاعد الأزمة السورية.
The Council of the European Union announced today the full reactivation of the cooperation agreement between the European Union and the Syrian Arab Republic, following the adoption of a decision that ends the partial suspension imposed on the agreement since 2011.
The Council clarified, in a statement, that the decision cancels the implementation of the European Union Council decision issued in 2011, which stipulated the suspension of several trade provisions within the cooperation agreement between the European Economic Community and Syria, including the restrictions related to the import of oil, petroleum products, gold, precious metals, and diamonds from Syria.
The statement confirmed that the end of the suspension restores the full application of the cooperation agreement signed in 1977, noting that the circumstances that led to the suspension of the agreement are no longer in place.
New Arrangements
According to European procedures, the European Commission will officially inform the Syrian authorities of the end of the partial suspension of the agreement, with the new arrangements set to take effect starting from the first day of the month following the official notification; allowing for a sufficient time period for implementation.
The cooperation agreement between the European Union and Syria dates back to 1977, and it formed the framework governing economic and trade relations between the two sides, before parts of it were suspended in September 2011, and the suspension was expanded in February 2012 as the Syrian crisis escalated.
