About eight months after the assassination of his predecessor at the beginning of the war launched by the United States and Israel on February 28, the Shura Council (parliament) today (Sunday) approved the appointment of Mehrdad Akhlaghi Katibchi as the new Minister of Defense.
Subject to International Sanctions
He was previously acting in the position of Brigadier General in the Revolutionary Guard, Majid Ibn al-Ridha, who served as deputy to the late former minister Brigadier General Aziz Nasirzadeh. Katibchi, who is subject to United Nations sanctions and was nominated for the position by Iranian President Masoud Bezhakian at the beginning of October, is considered a veteran official in Iranian defense industries. He has spent many years managing institutions related to space industries and the missile program before taking over the ministry, which plays a pivotal role in developing Iranian military weapons and technologies. He was born in 1958 in Rasht, the capital of Gilan Province in northern Iran. There is not much public information available about his academic background and personal life.
Documents of International Sanctions
His public presence has primarily been linked to his administrative positions in defense industries and his name mentioned in international sanctions documents. Published reports indicate that his experience in the Iranian Ministry of Defense spans about 42 years. His name emerged since the mid-2000s in documents related to the Iranian missile program. Katibchi previously served as the head of the “Shahid Baqeri” industrial group, which is associated with the aerospace and aviation industries under the Ministry of Defense, according to documents from the United Nations Security Council. These documents linked this group to the development and production of solid-fuel ballistic missiles. His name appeared in the context of the group in Resolution 1747 issued by the Security Council in March 2007. In November 2014, then-Iranian Defense Minister Hossein Dehghan appointed Katibchi as the Director General of the Aerospace Industries Organization, which is one of the industrial institutions under the Ministry of Defense, and its activities are related to the development and production of missile and aerospace equipment. European Union documents included Katibchi’s name in the context of the “Shahid Baqeri” industrial group, which is listed in the European sanctions lists.
A Professional Background Official
Katibchi’s selection reflects Bezhakian’s government reliance on an official with a professional background focused on military and aerospace industries, rather than on diplomacy or political management. This background may suggest a continued emphasis on weapons production, the missile program, and the development of defense technologies. During the consideration of his nomination, Iranian officials emphasized his experience in defense industries and the role of these industries in enhancing the country’s military capabilities. No independent and comprehensive information has been published regarding the details of his executive program in the ministry, defense spending priorities, or potential changes in leadership structure and weapons production. In his first statement following the parliament’s approval of his appointment, the new Minister of Defense said, “If the enemy attacks, it will suffer extremely severe damage.”
