Since the end of World War II, the Kingdom has lived to the rhythm of a constant paradox; wealth that requires protection, a geography that attracts intervention, and a neighborhood where it is difficult to trust its balances. It found itself at the heart of this equation. Whenever the regional system changed, the definition of security changed with it, as did the methods of defending it.

Over eight decades, the names of adversaries changed, the nature of wars transformed, and tools advanced at the expense of others. The question remained present: how does the Kingdom protect its security when the ambitions of its neighbors intersect with the calculations of major powers, and when the economy itself becomes part of the battleground?

In 1945, the meeting between King Abdulaziz and U.S. President Franklin Roosevelt marked a symbolic station in the relationship between Riyadh and Washington. The Kingdom was entering the post-World War II world through the gateway of oil and strategic partnership, while the region began to take shape under the pressure of the Cold War. Since then, the security of the Kingdom has been linked to growing national capabilities and a network of international relations that grants it a wider margin of maneuver.

In the 1960s, the test moved to Yemen. The local conflict intertwined with a broader regional competition, and border security became part of the battle for Arab influence. Then came the Egyptian war in October 1973, where the Kingdom discovered another face of power; oil could influence international calculations when coupled with a clear political decision.

However, the late 1970s also brought a deeper transformation; the Khomeini revolution, followed by the Iran-Iraq war. The image of the Gulf changed, new maps of anxiety were drawn, and it became more closely tied to the calculations of regimes and power balances. This led to the establishment of the Gulf Cooperation Council. The message was that shared geography imposes a minimum level of coordination. But agreeing on a shared destiny is one thing, and building a capable force to embody it is another.

Then came the invasion of Kuwait in 1990, which put the idea to a harsh test. The Kingdom faced a direct threat to its security and hosted international coalition forces, leading to the liberation of Kuwait. The war ended, but the lesson remained; alliances can resolve major battles, but they make Gulf security dependent on the will of external powers. Since then, the balance between external partnership and building self-capacity has remained central to Saudi security thinking.

With the dawn of the new century, the nature of the threat changed. Terrorism, the collapse of Iraqi state institutions after 2003, and the rise of armed groups shifted the confrontation to new arenas, fearing widespread regional imbalances. Security began to require more than armies; it needed effective intelligence, more vigilant internal agencies, and the ability to track networks that transcend borders.

Then came 2011 with a wave of unrest that affected several countries. The Yemeni conflict evolved into a long war, broadening the scope of challenges.

In the following years, the search for parallel paths to confrontation expanded. The Saudi-Iranian agreement in Beijing in March 2023 brought diplomacy back to the forefront of risk management. The agreement opened a channel for managing tensions while keeping regional disputes open. The path started from a specific idea; negotiating to reduce risks while retaining deterrence tools. Diplomacy was no longer the opposite of power; it became one of the means to regulate its use. The significance was captured by the representation of the Kingdom at that time; the National Security Advisor, not the Foreign Minister.

Today, all these experiences intersect in front of a new test. Energy security is linked to maritime security, and external alliances are connected to the space of independent decision-making. The threat has become faster in movement, less costly for its initiators, and more complex for those who wish to contain it.

Here, decades of Saudi history converge. The Kingdom did not follow a single line. It used oil, built alliances, participated in wars, confronted terrorism, and then opened channels for negotiation with its adversaries. At every stage, it sought to balance three elements; the strength of the state, the network of alliances, and the cost of confrontation. However, the fundamental dilemma remained: how can threats be deterred without depleting resources, how to protect interests without being drawn into open wars, and how to build partnerships that grant national decision-making additional strength without constraining it?

History keeps raising old questions in new circumstances, and does not repeat the same facts. The answer lies in the Kingdom’s political experience. After eight decades have passed, during which maps of influence and forms of threat have changed. Transformations have honed the Kingdom’s ability to absorb shocks, rearrange its cards, and tested its resilience and maneuverability in the face of changing dangers and alliances. Its strength lies in its ability to adapt, and in confrontation, it bets on its experience in overcoming crises.
