حددت وزارة التعليم، آلية بداية احتساب دقائق التأخير الصباحي ووقت الانصراف للموظفين بالمدارس وذلك ضمن سياسات متابعة الدوام، وتضمّنت آلية بداية احتساب دقائق التأخير الصباحي مع بداية الاصطفاف الصباحي، وإثبات وقت الانصراف بنهاية اليوم الدراسي.
وكشفت الآليات والإجراءات المنظمة لتطبيق حضوري 1448هـ، عن جوانب عدة أهمها عوائق تطبيق حضوري، والتي تتضمّن تكليف منسق التطبيق لمتابعة العوالق وتوثيقها، وعند حدوث عائق يرفع الموظف بلاغاً فنياً فوراً من حسابه، ويتم التنسيق مع المدير المباشر والرفع عبر الدعم، ويتضمّن البلاغ اسم الموظف وهويته واسم المدير المباشر ووصف المشكلة.
كما تضمّنت الآليات إثبات الحضور والانصراف، ويكون إثبات الحضور والانصراف عبر تطبيق حضوري فقط، ولا يعتد بوسيلة أخرى إلا للفئات المستثناة نظاماً، وتثبت الفئات المستثناة دوامهم في السجل الورقي وفق التعليمات، ويتابع المدير المباشر التفعيل والاعتماد والالتزام بساعات العمل.
وأوضحت وزارة التعليم آلية الغياب والتأخر والانقطاع، ويتم توجيه مساءلة للموظف عند الغياب وفق النموذج المعتمد، ويتم رفع الغياب دون عذر عبر صلاحية المدير في فارس مع المرفقات، وتجمع دقائق الهدر وعند بلوغ 420 دقيقة تستكمل الإجراءات النظامية، وإذا بلغ الغياب 15 يوماً متصلةً دون عذر مشروع يعد محضر انقطاع. وفي شأن الإجازات والاستئذانات، تدخل جميع الإجازات عبر نظام فارس مع سرعة اعتمادها، ولا يعتمد الاستئذان الشخصي ليوم كامل، وعند الاستئذان الرسمي يتطلب إرفاق موافقة صاحب الصلاحية، ويشمل ذلك الانتداب ومهمة العمل والتدريب.
وشدّدت وزارة التعليم على التعاون والمتابعة مع وحدة متابعة دوام الموظفين أثناء الجولات الرقابية، وتسهيل مهام موظفي الوحدة وتكليف مرافق لهم عند الحاجة، وتزويد الوحدة بالإحصاءات والبيانات والتقارير المطلوبة. وبيّنت أهمية الربط في نظام فارس بالتأكد من ربط جميع منسوبي المدرسة بحساب المدير المباشر في نظام فارس، وعند رفع نموذج الربط للموظف فور مباشرته العمل، وعند تكليف مدير جديد تستكمل نماذج تسليم الصلاحية وترفع للجهة المختصة، وعند ظهور أسماء لا تتبع ملاك المدرسة تخاطب الموارد البشرية فوراً.

The mechanisms and procedures organized for the implementation of attendance in 1448 AH revealed several aspects, the most important of which are the obstacles to implementing attendance, which include assigning an application coordinator to monitor and document any obstacles. When an obstacle occurs, the employee immediately raises a technical report from their account, coordinating with the direct manager and escalating through support. The report includes the employee’s name and ID, the name of the direct manager, and a description of the problem.
The mechanisms also included proof of attendance and departure, which must be done exclusively through the attendance application. No other means will be accepted except for categories exempted by law. The exempted categories must document their attendance in the paper record according to the instructions, and the direct manager follows up on the activation, approval, and adherence to working hours.
The Ministry of Education clarified the mechanism for absence, lateness, and interruption. An inquiry will be directed to the employee in case of absence according to the approved form, and unexcused absences will be reported through the manager’s authority in Fares along with attachments. Minutes of waste will be accumulated, and when they reach 420 minutes, the regulatory procedures will be completed. If the absence reaches 15 consecutive days without a legitimate excuse, it will be considered an interruption report. Regarding vacations and permissions, all vacations must be entered through the Fares system with prompt approval, and personal leave for a full day will not be approved. Official leave requires attaching the approval of the authorized person, which includes secondments, work assignments, and training.
The Ministry of Education emphasized the importance of cooperation and follow-up with the Employee Attendance Monitoring Unit during inspection rounds, facilitating the tasks of the unit’s employees, and assigning an assistant to them when needed, as well as providing the unit with the required statistics, data, and reports. It highlighted the importance of linking in the Fares system by ensuring that all school staff are connected to the direct manager’s account in the Fares system. When submitting the linking form for the employee immediately upon starting work, and when assigning a new manager, the handover forms for the authority must be completed and submitted to the relevant authority. If names appear that do not belong to the school’s staff, Human Resources should be contacted immediately.
