أوضح رئيس الوزراء وزير الخارجية اليمني الدكتور شائع الزنداني أن الحكومة تضع قضية الكهرباء على رأس أولوياتها، وأنها تعمل جاهدة من أجل إيجاد حلول مستدامة تعمل على استقرار وتحسين خدمة الكهرباء، وفقاً لمسارات عدة على المديين القريب والمتوسط، ووفقاً لحلول عملية تقوم على تنفيذ المشاريع الإستراتيجية التي شرعت الحكومة في تنفيذها، لكن عملية إنجازها تتطلب المزيد من الوقت.
وقال في تصريح لـ«عكاظ»، إن حكومته أصدرت توضيحاً شاملاً لوضع الكهرباء الحالي وأبرز الإشكاليات المتعلقة حولها، سوف يصدر بالتزامن مع هذا التصريح، مشيراً إلى أن حكومته التي لم يمر عليها أكثر من ثلاثة أشهر تتفهم معاناة الناس وحاجتهم للكهرباء باعتبارها خدمة لا يمكن الاستغناء عنها، لكن الحلول تتطلب عملاً مستمراً من أجل تنفيذ المشاريع وليست عصاً سحرية.
وقال إن مشكلة الكهرباء ليست وليدة اللحظة، لكنها مشكلة مزمنة تعود لسنوات عديدة، وقد شهدت المدن والمحافظات اليمنية طلباً متزايداً على الطاقة، في ظل التوسع العمراني، في وقت تعرضت المنظومة الكهربائية خلال سنوات الحرب الحوثية للدمار الواسع، وكان قطاع الكهرباء المتضرر الأكبر من الحرب الكارثية التي ألحقت دماراً هائلاً في البنية التحتية للبلد.
وقال إن الحكومة تعمل وفقاً لمسارات متعددة ورؤية إستراتيجية لإيجاد حلول حقيقية لمشكلات الكهرباء المزمنة، من خلال تنفيذ مشاريع توليد جديدة يجري العمل في العديد منها، وإن مسألة إنجازها تتطلب المزيد من الوقت، إلى جانب ما تحتاجه من تحديث في خطوط النقل وشبكات التوزيع، وإيجاد مشاريع تتعلق بمحطات التحويل، وفقاً لما هو مقرر.
وأضاف أن ذلك يسير بالتوازي مع تنفيذ الحلول الإسعافية، على الرغم من التكلفة الباهظة التي تتطلبها تلك الحلول، لتوفير الوقود للمحطات الحالية التي تعود فترة إنشائها لسنوات طويلة مضت، ولم تعد تعمل بكفاءة.
ولفت إلى أن الحلول الإسعافية على الرغم من التكلفة الباهظة لها غير كافية، ولا تقدم حلولاً عملية مناسبة، لكن الحكومة أمام مثل هذا الواقع تجد نفسها مضطرة للتعامل مع هذه الحلول، لأنها ببساطة لا يمكن أن تتخلى عن مسؤولياتها وواجباتها تجاه المواطنين.
وقال إن عملية توفير الوقود للمحطات ليست كافية لمحطات لم تعد تعمل بكفاءة نظراً لانتهاء العمر الافتراضي لأغلبها، وحاجتها للمزيد من أعمال الصيانة، وهو ما تنفذه وزارة الكهرباء حالياً.
وأشار رئيس الوزراء اليمني إلى أن الحكومة تستشعر مسؤولياتها، وجادة في مواجهة التحديات كافة بشجاعة كاملة، ولن تدس رأسها في الرمال.
واستعرض الوضع الحالي للكهرباء متطرقاً إلى محدودية القدرة التوليدية للمحطات مقارنة بالاحتياجات الفعلية في فصل الصيف، إذ إن جميع المحطات لو عملت بطاقتها الكاملة لا يمكنها أن تلبي ارتفاع الأحمال التي تزيد بثلاثة أضعاف عن الطاقة المتاحة، مع ما يصاحب ذلك من توقفات فجائية للمحطات وخروجها عن الخدمة، بسبب الإهمال وانعدام الصيانة لسنوات.
وأكد أن الهمّ الرئيسي للحكومة التي انقضى على تشكيلها قرابة ٣ أشهر، وكذا المجلس الاقتصادي الأعلى، والمجلس الأعلى للطاقة، يتركز في كيفية مواجهة مشكلة الكهرباء وتوفير الأموال للصيانة وإدخال محطات إسعافية لزيادة التوليد، وكذا التغلب على التقطعات، وضمان وصول الوقود إلى عدن، ومكافحة عمليات تهريب المازوت والديزل، والحصول على الكميات الضرورية للتشغيل.
ونوّه إلى أن نسبة الفاقد من التوليد تتجاوز ٣٠٪ بسبب رداءة وضعف شبكات النقل.
وأشار رئيس الوزراء إلى أن الحكومة تعمل على مسارين؛ الأول يتعلق بمواجهة مشكلة الكهرباء بحلول إسعافية لفترة الصيف، والثاني يتمثل بالعمل على وضع حلول إستراتيجية ومستدامة لمشكلة الكهرباء تتطلب تطوير المحطات القائمة القابلة للتطوير، بما في ذلك الطاقة الشمسية، وإنشاء محطة غازية بقدرة ١٠٠٠ ميغاواط بالشراكة مع القطاع الخاص.
وأشاد بالدعم السعودي لليمن في مختلف المجالات ومنها قطاع الطاقة.
وقال إن الدعم السعودي الأخير يدخل حيز التنفيذ تباعاً، وسيعمل على توفير كميات الوقود، وإن كميات كبيرة من الوقود تصل تباعاً، إضافة للكميات التي وصلت ويجري تفريغها.
The Prime Minister and Minister of Foreign Affairs of Yemen, Dr. Sha’if Al-Zandani, clarified that the government places the issue of electricity at the top of its priorities and is working diligently to find sustainable solutions that stabilize and improve electricity service, according to several pathways in the short and medium term, and based on practical solutions that involve the implementation of strategic projects that the government has initiated, although completing them requires more time.
In a statement to “Okaz,” he said that his government has issued a comprehensive clarification of the current electricity situation and the main issues surrounding it, which will be released concurrently with this statement, noting that his government, which has not been in office for more than three months, understands the people’s suffering and their need for electricity as it is an indispensable service, but solutions require continuous work to implement projects and are not a magic wand.
He stated that the electricity problem is not a recent issue, but rather a chronic problem that has persisted for many years. Yemeni cities and provinces have witnessed an increasing demand for energy amid urban expansion, while the electrical system has suffered extensive destruction during the years of the Houthi war, with the electricity sector being the most affected by the catastrophic war that inflicted tremendous damage on the country’s infrastructure.
He mentioned that the government is working according to multiple pathways and a strategic vision to find real solutions to the chronic electricity problems by implementing new generation projects, many of which are currently underway, and that completing them requires more time, in addition to what is needed for updating transmission lines and distribution networks, and finding projects related to conversion stations, as planned.
He added that this is proceeding in parallel with the implementation of emergency solutions, despite the high costs required for these solutions to provide fuel for the existing stations, which were established many years ago and are no longer operating efficiently.
He pointed out that emergency solutions, despite their high costs, are insufficient and do not provide suitable practical solutions, but the government, in light of such a reality, finds itself compelled to deal with these solutions because it simply cannot abandon its responsibilities and duties towards citizens.
He stated that providing fuel for the stations is not sufficient for stations that no longer operate efficiently due to the expiration of their lifespan, and their need for more maintenance work, which the Ministry of Electricity is currently implementing.
The Yemeni Prime Minister indicated that the government feels its responsibilities and is serious about facing all challenges with complete courage, and will not bury its head in the sand.
He reviewed the current situation of electricity, touching on the limited generation capacity of the stations compared to actual needs in the summer, as all stations, even if operating at full capacity, cannot meet the load increases that exceed three times the available capacity, along with sudden outages of the stations and their breakdowns due to neglect and lack of maintenance for years.
He confirmed that the main concern of the government, which has been formed for nearly three months, as well as the Supreme Economic Council and the Supreme Energy Council, focuses on how to address the electricity problem, secure funds for maintenance, introduce emergency stations to increase generation, overcome outages, ensure fuel reaches Aden, combat the smuggling of mazut and diesel, and obtain the necessary quantities for operation.
He noted that the loss rate from generation exceeds 30% due to the poor condition and weakness of the transmission networks.
The Prime Minister indicated that the government is working on two tracks; the first relates to addressing the electricity problem with emergency solutions for the summer period, and the second involves working on developing strategic and sustainable solutions to the electricity problem that require upgrading existing stations that can be developed, including solar energy, and establishing a gas station with a capacity of 1,000 megawatts in partnership with the private sector.
He praised the Saudi support for Yemen in various fields, including the energy sector.
He stated that the recent Saudi support is being implemented gradually and will provide quantities of fuel, with large amounts of fuel arriving successively, in addition to the quantities that have arrived and are being unloaded.
