The disagreements between the United States and Ukraine are widening against the backdrop of accusations regarding the restriction of satellite internet service (Starlink), and differing positions on the exchange of intelligence information and sanctions imposed on Russia, at a time when mutual attacks on energy and oil facilities continue, amid fears of the war expanding to NATO countries.

The relations between Washington and Kyiv are entering a new phase of tension, with escalating disagreements regarding the nature of American support for Ukraine, coinciding with ongoing political efforts to end the war with Russia.

While Ukrainian President Volodymyr Zelensky spoke of alleged restrictions on the Starlink service and the absence of intelligence warnings during Russian attacks, the U.S. administration denied suspending the exchange of information, emphasizing the need to focus efforts on ending the war.

These developments coincide with pressures exerted by U.S. President Donald Trump to push Moscow and Kyiv towards a settlement, amid disagreements over sanctions on Russia and the conditions for ending the fighting, while attacks continue to target critical infrastructure, exacerbating fears of widespread humanitarian and economic repercussions.

Zelensky Talks About Starlink Restrictions.. Washington Rejects the Accusations

In the latest episode of the dispute, Zelensky accused the U.S. administration of causing a restriction in the speed of the Starlink satellite internet service, managed by SpaceX, owned by billionaire Elon Musk, considering that the step carried a political message to Kyiv and affected Ukraine’s battlefield capabilities.

The Ukrainian president stated, “The alleged restrictions have impacted the operation of drones near the front lines and affected some air defense-related missions,” pointing out that the technical implementation of the measure was carried out through the service’s operating company.

In contrast, U.S. Treasury Secretary Scott Pisent rejected these accusations, describing them as “reckless,” and confirming that Trump and Secretary of State Marco Rubio denied the involvement of officials in the U.S. administration in restricting the service.

This exchange comes at a time when Ukraine relies on satellite communications for various military and logistical uses; thus, any disagreement regarding the service becomes part of the broader discussion about the limits of U.S. support for Kyiv and the future of cooperation between the two sides.

Rubio Denies Suspension of Intelligence Information Exchange

Alongside the debate over Starlink, another disagreement emerged regarding the U.S. intelligence information provided to Ukraine, after Zelensky stated, “Washington has resumed sharing warnings related to imminent Russian attacks, following a period he described as witnessing the absence of this information.”

In an interview with NBC, the Ukrainian president expressed his appreciation for the resumption of information exchange, emphasizing its importance in tracking Russian ballistic missiles and preparing for attacks. He added that his country did not receive American warnings during three days of missile attacks.

However, Rubio denied, today (Monday), that there was any halt in the exchange of intelligence information with Kyiv, telling reporters: “There was no halt.”

The U.S. Secretary of State urged Zelensky to focus on ending the war, stressing that Trump is ready to take whatever is necessary to push for settlement efforts between Russia and Ukraine.

Rubio’s statements came while he was in Uzbekistan for talks with officials from Central Asian countries, at a time when the U.S. administration is trying to push the concerned parties towards a negotiating path to end the years-long war.

The conflicting statements reveal a clear divergence in the narratives of Washington and Kyiv regarding the level of intelligence support, in a file that is extremely sensitive for Ukraine’s defensive capabilities, especially with ongoing attacks on energy facilities and the approaching cold season.

Trump Questions Zelensky’s Stance on Peace

On the political front, Trump intensified his criticisms of the Ukrainian president, accusing him of lacking the desire to end the war, despite his talk of progress in negotiations aimed at reaching a settlement.

The U.S. president wrote on his platform, Truth Social, on Sunday evening, that “Zelensky does not want to end the war, at a time when European countries bear significant financial burdens to support Ukraine.”

These statements come in the context of an increasing American trend towards accelerating negotiations, coinciding with pressures on Kyiv to stop targeting Russian oil refineries, and efforts to reshape the course of relations with Moscow.

Trump also halted the advancement of a new extensive package of sanctions on the Russian economy, despite the legislation related to it being approved by a large majority in both houses of Congress, justifying his position based on considerations related to U.S. national interests, without revealing final details regarding the fate of the package.

In contrast, Zelensky expressed hope that Trump would reconsider his decisions, warning that easing pressures on Russia would not serve Ukraine and would not achieve American interests, according to his assessment.

The Ukrainian president confirmed the continuation of almost daily communication between Kyiv and the Trump administration, referring to his talks with U.S. envoys Steve Witkoff and Jared Kushner regarding efforts to end the war.

This divergence places the future of U.S. support at the center of Ukrainian calculations, especially as Kyiv relies on Western military and intelligence assistance, at a time when Moscow seeks to enhance its battlefield gains and improve its negotiating position.

Collapse of the Energy Truce Resumes Targeting Infrastructure

On the ground, Russian and Ukrainian attacks on energy and oil facilities continued after the collapse of what Trump described as a ceasefire in the energy sector, which he announced without a prior agreement from both sides, according to information in the report.

Kyiv accused Moscow of continuing to strike the electricity grid and energy infrastructure, while Ukrainian forces resumed their attacks on Russian oil refineries and facilities.

Zelensky stated that Russia carried out 76 attacks targeting Ukrainian energy, oil, and gas sectors during the week following the announcement of the truce.

He added that energy facilities in four Ukrainian regions were attacked in a single night, leading to power outages for tens of thousands of families.

The Ukrainian president accused Moscow of seeking to plunge areas of the country into darkness, asserting that pressure on Russia represents, from Kyiv’s perspective, a prerequisite for giving diplomatic efforts a real chance of success.

Ukrainian Attack Targets Russian Oil and Logistics Facilities

In contrast, Ukraine launched a wide-ranging aerial attack using drones targeting oil depots, logistical facilities, and data centers within Russian territory, in one of the operations described as one of the largest Ukrainian attacks of its kind.

Reports indicated that one person was killed and 15 others were injured during the nighttime attacks, while the governor of St. Petersburg, Alexander Beglov, announced fires at an oil station, an oil depot, and industrial warehouses in the city.

Both Ozon e-commerce and VK technology companies announced that their facilities were targeted.

For its part, the Russian Ministry of Defense announced the downing of 1,015 Ukrainian drones in various regions of the country during the night, while the Kremlin vowed to continue responding with large-scale strikes.

The Lithuania Incident Revives Fears of the War Extending to NATO

The repercussions of the escalation were not limited to Russian and Ukrainian territories, as fears extended to the Baltic region, after Lithuanian authorities asked residents in central and northern areas to take shelter for nearly an hour, following the entry of an unidentified flying object into the country’s airspace on Sunday morning.

NATO fighter jets were sent to the area, and Kaunas Airport, near Lithuania’s second-largest city, was temporarily closed.

The Lithuanian National Crisis Management Center stated that the alliance’s fighters were unable to visually identify the object due to clouds and did not attempt to shoot it down.

Later, the Ukrainian Foreign Ministry expressed regret over the possibility of Ukrainian drones straying into Lithuanian airspace, noting that Russian electronic warfare may have contributed to changing their course.

Washington and Kyiv Disagreements Complicate Settlement Opportunities

The concurrent developments reveal an increasing overlap between political disagreements and military needs in the Russian-Ukrainian war, as Kyiv faces challenges regarding the continuity of American support, while the Trump administration seeks to push the parties towards an agreement that ends the fighting and limits its political and economic costs.

Amid accusations regarding Starlink, divergence over the exchange of intelligence information, and disagreements over the future of sanctions imposed on Moscow, the relationship between Washington and Kyiv appears to be facing a new test that may reflect on the course of military operations and negotiations.
