خطر وعقوبات
ويؤكد سعد الحربي أن التحذيرات من الحج دون تصريح لم يأخذها البعض في بداياتها على محمل الجد، لكن العقوبات التي طالت المخالفين ردعت الآخرين وجعلتهم يعيدون التفكير قبل مغادرة منازلهم باتجاه مكة المكرمة. ويضيف: «كنا نشاهد الحجاج يسيرون على الطرقات ومع الأودية والجبال، وهؤلاء لا يحملون تصريح حج ويعرضون أنفسهم للخطر والعقوبات، وحتى عند وصولهم للمشاعر المقدسة كانوا يجلسون وينامون في أماكن خطرة وغير مهيأة. أما الآن، وبعد تطبيق نظام التصريح وتنظيم الحج، أصبح الجميع يتنقلون براحة ويسر وسهولة، وتُقدَّم لهم الخدمات الصحية والاجتماعية والاقتصادية بالشكل الأمثل».
القضاء على الافتراش
ويشير خضر العتيبي إلى أن التنظيم الخاص بالتصريح حقق الكثير من الفوائد؛ أبرزها منح الخدمات لمن يستحقها، وعدم التشتت في تقديم الخدمة للمحتاجين. ويضيف: «شاهدنا خلال السنوات التي سبقت التصريح الأعداد الكبيرة من المفترشين والساكنين تحت الكباري والعبّارات، وهذا يشكل خطراً كبيراً على حياتهم. وعندما تم تطبيق حملة «لا حج بلا تصريح» توقفت الكثير من التجاوزات، وتنظمت الحركة في السير والمشاعر المقدسة».
وقف الحملات الوهمية
من جهته، يقول نائب رئيس هيئة الصحفيين بمنطقة مكة المكرمة الدكتور سعد المطرفي: إن الحملة حققت نجاحاً كبيراً فاق النسبة المستهدفة من خلال تعزيز مستوى الوعي بأهمية التقيّد بالتعليمات ووقف حملات الحج الوهمية وغير النظامية. ويضيف أن من أبرز النتائج الإيجابية للحملة منع الافتراش بشكل تام، ما أدى إلى تنظيم حركة الحجاج بوضوح وسلاسة داخل المشاعر المقدسة، وتحسين جودة الحركة المرورية داخل مكة المكرمة، خصوصاً في المنطقة المركزية حول الحرم المكي الشريف. كما ساهمت الحملة في تعزيز سلامة وأمن الحجاج من خلال تقليل المخاطر الصحية مثل ضربات الشمس والمشاكل الناتجة عن الزحام، مع انخفاض أعداد الحجاج غير النظاميين، إضافة إلى ضبط المخالفين وتطبيق العقوبات الصارمة، وترسيخ مفهوم أن الحج عبادة تُصان وأن الالتزام بالأنظمة جزء من سلامة النسك. كما دعمت الحملة استخدام التقنيات الذكية والذكاء الاصطناعي في إدارة الحشود وضبط مداخل مكة المكرمة.
حوادث مخاطر الاقتصاد
ويشير أستاذ المحاسبة والإدارة بجامعة أم القرى الدكتور فيصل الروقي إلى أن منع المخالفين من أداء الحج كانت له آثار اقتصادية إيجابية؛ أبرزها خفض الضغط على البنية التحتية والخدمات، ورفع كفاءة الإنفاق الحكومي، وزيادة جودة تجربة الحجاج، وتعزيز الاقتصاد الرسمي، وتقليل المخاطر الاقتصادية للحوادث. ويؤكد أن هذه السياسات تتوافق مع رؤية السعودية 2030 التي تركز على تحسين تجربة ضيوف الرحمن ورفع كفاءة القطاع السياحي والديني.
التنقل بيسر وسهولة
ويؤكد الدكتور حسن بن سلطان بصفر أن منع المخالفين يسهم في تحسين الكفاءة الاقتصادية والتنظيمية وتقليل التكاليف والمخاطر على المدى الطويل.
ويضيف قائد القوة الخاصة لأمن المسجد الحرام سابقاً اللواء عبدالله العصيمي أنّ حملة «لا حج بلا تصريح» تعد رؤية ثاقبة أسهمت في الحد من الحج غير النظامي الذي يربك الخطط ويعيق تقديم الخدمات، وأن نجاح الحملة يظهر جلياً في الانسيابية الكبيرة التي يشهدها الحجاج في أداء المناسك والتنقل بين المشاعر بكل يسر وسهولة.
خفض معدلات المخالفات
رسم تصريح الحج ملامح موسم استثنائي، إذ شهدت المشاعر خدمات دقيقة للمستحقين وصفرية في المخالفات. فقد أحدث نظام التصريح الإلزامي نقلة نوعية، بعد أن نجح في توجيه كامل الخدمات للحجاج النظاميين وخفض معدلات المخالفات إلى أدنى مستوياتها. وفرضت وزارة الداخلية غرامات رادعة تبدأ من 20 ألف ريال على من يؤدي الحج دون تصريح، وتصل إلى 100 ألف ريال على كل من ينقل أو يؤوي مخالفاً، وتتعدد الغرامة بتعدد الأشخاص. كما ضبط الأمن العام مقيمين يروّجون لحملات وهمية وبحوزتهم تصاريح مزورة، إضافة إلى القبض على 18 مقيماً بتهمة تزوير إقامات وأساور الحج الإلكترونية.
حج آمن وسلس
وساهمت «سدايا» في توسيع خدمات الحج عبر تطبيق «توكلنا» ضمن مبادرة «طريق مكة»، ليتمكن الحاج من استعراض تصريحه إلكترونياً قبل مغادرة بلده، ويقدم التطبيق أكثر من 1300 خدمة لأكثر من 35 مليون مستخدم، ما ساهم في تسريع الإجراءات ومنع التزوير.
وقد أكد مختصون أن التشديد على التصريح هدفه ضمان حج آمن وسلس وتجنب الازدحام، وأن الربط الإلكتروني بين التصاريح والبوابات الذكية منع دخول المخالفين، وانعكس مباشرة على جودة الإعاشة والنقل والخدمات الصحية للحجاج النظاميين.
ضبط المحتالين والنصابين
تمكّنت دوريات الأمن العام، خلال الأيام الماضية، من إحباط عدد من عمليات النصب والاحتيال التي استهدفت الراغبين في أداء فريضة الحج، عبر إعلانات وهمية ومضللة نُشرت في مواقع التواصل الاجتماعي وتروّج لخدمات حج غير نظامية.
وأسفرت المتابعة الأمنية عن القبض على أشخاص تورطوا في نشر تلك الإعلانات المخالفة، وعُثر بحوزتهم على أساور وبطاقات حج مزوّرة، إضافة إلى أدوات وأجهزة تُستخدم في عمليات التزوير. وجرى إيقافهم واتخاذ الإجراءات النظامية بحقهم قبل أن تتم إحالتهم إلى النيابة العامة لاستكمال ما يلزم وفق الأنظمة المعمول بها.
وأكد «الأمن العام» ضرورة الالتزام بأنظمة وتعليمات الحج، محذراً من التعامل مع أي جهات أو حسابات غير رسمية، وداعياً إلى المبادرة بالإبلاغ عن المخالفين عبر قنوات البلاغات المعتمدة.

Saeed Al-Harbi emphasizes that the warnings against performing Hajj without a permit were not taken seriously by some in the beginning, but the penalties imposed on violators deterred others and made them reconsider before leaving their homes towards Mecca. He adds, “We used to see pilgrims walking on the roads and through valleys and mountains, and these individuals did not carry a Hajj permit, exposing themselves to danger and penalties. Even upon reaching the holy sites, they would sit and sleep in dangerous and unprepared places. However, now, after implementing the permit system and organizing Hajj, everyone moves comfortably and easily, and they are provided with health, social, and economic services in the best manner.”
Eliminating Spreading
Khadir Al-Otaibi points out that the organization related to the permit has achieved many benefits, the most prominent of which is providing services to those who deserve them and preventing the scattering of service provision to those in need. He adds, “We witnessed, during the years prior to the permit, large numbers of those spreading out and living under bridges and crossings, which posed a significant danger to their lives. When the campaign ‘No Hajj without a Permit’ was implemented, many violations stopped, and movement in the holy sites became organized.”
Stopping Fake Campaigns
For his part, Dr. Saad Al-Mutrefi, Vice President of the Journalists Association in the Mecca region, states that the campaign has achieved great success that exceeded the targeted percentage by raising awareness about the importance of adhering to regulations and stopping fake and unofficial Hajj campaigns. He adds that one of the most notable positive outcomes of the campaign is the complete prevention of spreading, which led to clear and smooth organization of the movement of pilgrims within the holy sites, and improved traffic quality within Mecca, especially in the central area around the Sacred Mosque. The campaign also contributed to enhancing the safety and security of pilgrims by reducing health risks such as heat strokes and problems arising from congestion, along with a decrease in the number of unofficial pilgrims, in addition to controlling violators and imposing strict penalties, and establishing the concept that Hajj is a worship that must be preserved and that adherence to regulations is part of the safety of the rituals. The campaign also supported the use of smart technologies and artificial intelligence in crowd management and regulating entrances to Mecca.
Accidents and Economic Risks
Dr. Faisal Al-Ruqai, a professor of accounting and management at Umm Al-Qura University, points out that preventing violators from performing Hajj has had positive economic effects, the most prominent of which are reducing pressure on infrastructure and services, increasing the efficiency of government spending, enhancing the quality of the pilgrim experience, boosting the formal economy, and minimizing economic risks from accidents. He confirms that these policies align with Saudi Vision 2030, which focuses on improving the experience of the guests of Allah and enhancing the efficiency of the tourism and religious sectors.
Easy and Smooth Mobility
Dr. Hassan bin Sultan Basfar confirms that preventing violators contributes to improving economic and organizational efficiency and reducing costs and risks in the long term.
Former Commander of the Special Security Forces for the Grand Mosque, Major General Abdullah Al-Asimi, states that the campaign “No Hajj without a Permit” is a visionary initiative that has contributed to reducing unofficial Hajj, which disrupts plans and hinders service provision. The success of the campaign is clearly evident in the significant fluidity that pilgrims experience in performing rituals and moving between the holy sites with ease and comfort.
Reducing Violation Rates
The Hajj permit has outlined the features of an exceptional season, as the holy sites witnessed precise services for those entitled and zero violations. The mandatory permit system has brought about a qualitative shift, successfully directing all services to official pilgrims and reducing violation rates to their lowest levels. The Ministry of Interior has imposed deterrent fines starting from 20,000 riyals for those performing Hajj without a permit, and up to 100,000 riyals for anyone transporting or sheltering a violator, with the fines multiplying for each individual. Additionally, public security has apprehended residents promoting fake campaigns with counterfeit permits, as well as arresting 18 residents on charges of forging residency and electronic Hajj bracelets.
Safe and Smooth Hajj
Sadaia has contributed to expanding Hajj services through the “Tawakkalna” application as part of the “Makkah Route” initiative, allowing pilgrims to view their permits electronically before leaving their country. The application offers more than 1,300 services to over 35 million users, which has helped expedite procedures and prevent forgery.
Experts have confirmed that the emphasis on permits aims to ensure a safe and smooth Hajj and avoid congestion, and that the electronic linkage between permits and smart gates has prevented the entry of violators, directly reflecting on the quality of sustenance, transportation, and health services for official pilgrims.
Controlling Fraudsters and Scammers
In recent days, public security patrols have thwarted several fraud operations targeting those wishing to perform Hajj through false and misleading advertisements published on social media promoting unofficial Hajj services.
Security monitoring has led to the arrest of individuals involved in disseminating those violating advertisements, and they were found in possession of counterfeit bracelets and Hajj cards, in addition to tools and devices used in forgery operations. They were detained, and legal measures were taken against them before being referred to the public prosecution to complete necessary procedures according to applicable regulations.
The “Public Security” has emphasized the necessity of adhering to Hajj regulations and instructions, warning against dealing with any unofficial entities or accounts, and calling for immediate reporting of violators through the approved reporting channels.
