قررت هيئة النقل مضاعفة الغرامة والإغلاق للمركبات العاملة في النقل الجماعي عبر التطبيقات الإلكترونية. واعتمدت الهيئة اللائحة الجديدة لضبط الأداء وضمان سلامة الركاب وحمايتهم، ومنحت صلاحيات واسعة للمفتشين في توجيه الإنذارات وإيقاع غرامات فورية وحجز السيارات المخالفة مع التدرج في العقوبات ومنح فرص التظلم للمخالفين، وتطبيق الحد الأعلى في حالة تكرار المخالفة 6 مرات. ومن العقوبات الواردة في اللائحة المعتمدة أخيراً، الإبعاد الفوري لغير السعوديين المخالفين، وحجب التطبيقات أو المواقع الإلكترونية التابعة للمنشآت، وإغلاق المحال المخالفة ومصادرة السيارة.
واستثنت اللائحة المخالفات الجسيمة في العمليات التشغيلية للنشاط أو حقوق الركاب، من الإنذار وفرضت عقوبات مضاعفة على خدمات النقل عبر التطبيقات بين المدن دون موافقة مسبقة، ومعاقبة من يمتنع عن توفير أدوات ومتطلبات السلامة الأساسية، كطفاية الحريق وحقيبة الإسعافات والمثلث العاكس، وتعاقب اللائحة السائق غير الملتزم بالآداب العامة والنظافة الشخصية والمظهر الخارجي والداخلي للمركبة، أو السائق المدخن أثناء الرحلة، وتعد مخالفة استحصال الأجرة حال تعطل السيارة، أو عدم تحصيلها وفق الآلية المعتمدة، أو التزود بالوقود أثناء الرحلة، ويُعرض ذلك المنشأة لغرامات مضاعفة. وتلتزم المنشآت بتوفير قنوات تواصل فعالة لاستقبال الشكاوى والمفقودات وتسليمها للمراكز الأمنية وتحديث وسائل التواصل والعنوان الوطني، وربط الترخيص بالرمز الإلكتروني الموحد.
The Transport Authority has decided to double the fines and closures for vehicles operating in public transport via electronic applications. The authority has adopted a new regulation to control performance and ensure the safety of passengers and their protection, granting inspectors broad powers to issue warnings, impose immediate fines, and confiscate violating vehicles, with a gradation in penalties and providing opportunities for appeals for offenders, and applying the maximum penalty in case of repeated violations six times. Among the penalties included in the recently approved regulation are the immediate deportation of non-Saudis who violate the rules, blocking applications or websites belonging to the establishments, closing violating shops, and confiscating the vehicle.
The regulation exempts serious violations in the operational processes of the activity or passenger rights from warnings and imposes doubled penalties on intercity transport services via applications without prior approval, as well as punishing those who fail to provide essential safety tools and requirements, such as fire extinguishers, first aid kits, and reflective triangles. The regulation penalizes drivers who do not adhere to public decency, personal hygiene, and the external and internal appearance of the vehicle, or drivers who smoke during the trip. It is also considered a violation to collect fares when the vehicle is out of service, or to not collect them according to the approved mechanism, or to refuel during the trip, which exposes the establishment to doubled fines. Establishments are required to provide effective communication channels to receive complaints and lost items and deliver them to security centers, update communication means and the national address, and link the license to the unified electronic code.
