China announced the participation of 2,360 delegates in the 21st National Congress of the Communist Party of China, scheduled to be held in Beijing during the second half of 2027, an increase of 60 delegates from the previous congress, coinciding with the start of the delegate selection process that will continue until the end of June 2027.
Five-Year Conference
The Chinese news agency “Xinhua” reported that the Organization Department of the Central Committee of the Party stated that the delegates will be elected through 38 electoral units across the country, the same number adopted in the previous congress. The distribution of seats will primarily be based on the number of party organizations and members in each region, taking into account the distributions established in previous congresses. The National Congress of the Communist Party of China is held every five years, sets the general political directions for China, and elects the Central Committee of the Party, making it a key milestone in determining the political leadership of the country. The electoral rules stipulate that women should represent at least their share of the total party members in each province in the provincial delegations. The 31 provincial delegations exceeded this percentage in the previous congress, according to an official report released after the elections. Delegates are chosen from 38 electoral units covering regions of the country and sectors of the party and state system. The procedures begin with the nomination of members from grassroots party organizations, followed by successive vetting processes before the final elections during party conferences or meetings of its representatives. The electoral mechanism requires that the number of candidates exceeds the number of available seats by more than 15%, ensuring competition during the voting process. The circular emphasized the necessity of subjecting all stages of the elections to supervision and dealing firmly with any violations of the rules, discipline, or laws, with investigations conducted and necessary actions taken without leniency.
Political Criteria for Selecting Delegates
The circular issued by the Central Committee of the Party stressed prioritizing political criteria, scrutinizing the qualifications, positions, and political awareness of candidates, as well as assessing their decision-making, thinking, and implementation capabilities from a political perspective, and subjecting their integrity and behavior to thorough review. It called for appropriate representation of frontline workers among the delegates, encouraging the nomination of distinguished models from workers, farmers, and professionals, and ensuring the representation of women and party members from ethnic minorities.
Representation criteria include diverse sectors such as the economy, science and technology, national defense, law enforcement, judiciary, education, media, culture, health, sports, and social administration, along with workers in new employment patterns, including jobs related to the digital economy.
8 Months to Select Delegates
The delegate selection process is set to continue until the end of June 2027, in preparation for the congress to be held in the second half of the same year in Beijing. The Central Committee of the Party decided on the date of the congress during its fifth plenary session held in late October last year. President Xi Jinping chaired meetings of the Standing Committee of the Political Bureau and the Political Bureau to study the arrangements for the electoral process, determining its requirements, objectives, and tasks.
