دعا مجلس الشورى، وزارة التجارة إلى التنسيق مع الجهات ذات العلاقة، للإسراع في معالجة التحديات التي تواجه المشغلين الاقتصاديين في القطاعات الواعدة، وأصدر المجلس قراره، إثر مناقشته التقرير السنوي لوزارة التجارة، في جلسته العادية الـ27 من أعمال السنة الثانية للدورة التاسعة المنعقدة برئاسة نائب رئيس المجلس الدكتور مشعل فهم السُّلمي، عبر الاتصال المرئي، وطالبها بالتنسيق مع البنك المركزي السعودي، لتحفيز منافذ البيع التجارية على قبول جميع وسائل الدفع الإلكتروني المعتمدة محلياً ودولياً (بما في ذلك البطاقات الائتمانية والمحافظ الرقمية)، وعدم قصرها على وسيلة دفع محددة، لتعزيز حقوق المستهلك ودعم السياحة، وتحديث معايير تصنيف المتاجر الإلكترونية الموثقة، وإلزام ربطها بمنصات الشكاوى، وتحديد مدد زمنية ملزمة لمعالجة الاعتراضات المالية والتعاقدية للمستهلكين، والإفصاح عن ضريبة القيمة المضافة، وإبرازها في منافذ البيع. وطالب المجلس مجمع الملك سلمان العالمي للغة العربية بالتنسيق مع الهيئة العامة للأوقاف، لإنشاء أوقاف خاصة به تدعم موارده المالية، وتحقق الاستدامة. وأكد المجلس في قراره، بأن على المجمع التعاون والتنسيق مع الجهات الحكومية، لتفعيل «السياسة الوطنية للغة العربية في المملكة»، وإطلاق البرامج الداعمة لهويتنا اللغوية ضمن نطاق أعمالهم، ومتابعة أدائهم فيها، وبناء مبادرة وطنية خاصة بلغة الطفل العربية (تعليماً وثقافة)، للحفاظ على هويته اللغوية والثقافية والوطنية.
وطالب المجلس، المركز السعودي للتنافسية والأعمال، بالتنسيق مع الجهات ذات العلاقة، للعمل على تقليص مدد إصدار التراخيص، وتطوير آليات زمنية ملزمة وموحدة بين الجهات، مع تفعيل أدوات تتبع آلية، لقياس مستوى الالتزام، والتنسيق مع الجهات ذات العلاقة، لدراسة أسباب انخفاض امتثال الشركات لإيداع قوائمها المالية، ومعالجتها، بما يسهم في رفع نسب الامتثال وتعزيز المتابعة والتحقق من سلامة وجودة تنفيذ الإصلاحات الاقتصادية والتنموية، ومعالجة التحديات، بما يضمن انعكاسها في مؤشرات التنافسية الدولية.
وطالب المجلس، الأكاديمية المالية بالقيام بالتخطيط الاستباقي للمعارف والمهارات المالية، بما يضمن مواءمة مخرجات التدريب المحلية مع احتياجات سوق العمل الحالية والمستقبلية.
وناقش المجلس التقرير السنوي لهيئة الزكاة والضريبة والجمارك، والتقرير السنوي للمركز الوطني لكفاءة وترشيد المياه، وطلبت اللجان منحها مزيداً من الوقت لدراسة ما طرحه الأعضاء من آراء ومقترحات والعودة بوجهة نظرها إلى المجلس في جلسة لاحقة.
الخماش لـ«ترشيد المياه»: عززوا كفاءة القدرات بالشراكات
عدت عضو المجلس الدكتورة هند الخماش، تنمية قدرات وتقنيات كفاءة وترشيد المياه توجهاً نوعياً يمكن البناء عليه من خلال خلق مبادرات تعليمية مهنيّة بالتنسيق مع الجهات ذات العلاقة (وزارة التعليم، والمؤسسة العامة للتدريب التقني والمهني والجامعات) لتطوير مناهج ودبلومات وبرامج مهنية متخصصة في مجال كفاءة وترشيد المياه.
وأكدت، في مداخلتها على تقرير المركز الوطني لكفاءة وترشيد المياه، ما تمثله المحافظة على المياه وترشيد استهلاكها من أهمية بالغة، إذ تحظى باهتمام دولي متزايد انعكس في مؤشرات التنمية المستدامة، لافتةً إلى ما حققته جامعة الطائف من مبادرة المركز السعودي لكفاءة الطاقة، إذ تم تصميم مقرر دراسي في كفاءة الطاقة، يؤهل الطالب للحصول على شهادة احترافية في مجال كفاءة الطاقة بما يسهم في مواءمة مخرجات التعليم مع متطلبات سوق العمل. وتم إدراج منهج كفاءة الطاقة في عدد من الجامعات والكليات التقنية والصناعية بالمملكة، ما يمثل تجربة ناجحة يمكن الاستفادة منها والبناء عليها في مجال كفاءة وترشيد المياه. وأضافت: يمكن للمركز الاستفادة من مبادرة البرامج الجامعية القصيرة بالتعاون مع المركز الوطني للتعليم الإلكتروني، لتأهيل الكفاءات الوطنية وخلق أجيال أكثر وعياً تسهم في كفاءة وترشيد المياه.
The Shura Council called on the Ministry of Commerce to coordinate with relevant authorities to expedite the resolution of challenges facing economic operators in promising sectors. The council issued its decision following the discussion of the annual report of the Ministry of Commerce during its 27th regular session of the second year of the ninth term, chaired by the Deputy Chairman of the Council, Dr. Mishal Fahm Al-Sulami, via video conference. It urged the ministry to coordinate with the Saudi Central Bank to encourage commercial outlets to accept all locally and internationally approved electronic payment methods (including credit cards and digital wallets), and not to limit them to a specific payment method, in order to enhance consumer rights and support tourism. The council also called for updating the classification standards for certified e-stores, mandating their linkage to complaint platforms, setting mandatory timeframes for addressing financial and contractual objections from consumers, disclosing value-added tax, and highlighting it at points of sale. The council requested the King Salman Global Center for the Arabic Language to coordinate with the General Authority for Endowments to establish specific endowments that support its financial resources and achieve sustainability. The council emphasized in its decision that the center should cooperate and coordinate with government entities to activate the “National Policy for the Arabic Language in the Kingdom,” launch programs that support our linguistic identity within their scope of work, monitor their performance in this regard, and build a national initiative specifically for the Arabic language for children (in education and culture) to preserve their linguistic, cultural, and national identity.
The council called on the Saudi Center for Competitiveness and Business to coordinate with relevant authorities to work on reducing the timeframes for issuing licenses, developing binding and unified timelines among entities, activating tracking tools to measure compliance levels, and coordinating with relevant authorities to study the reasons for the low compliance of companies in submitting their financial statements and addressing them, which contributes to increasing compliance rates and enhancing follow-up and verification of the soundness and quality of implementing economic and developmental reforms, and addressing challenges to ensure their reflection in international competitiveness indicators.
The council requested the Financial Academy to engage in proactive planning for financial knowledge and skills, ensuring that local training outputs align with current and future labor market needs.
The council discussed the annual report of the Zakat, Tax, and Customs Authority, as well as the annual report of the National Center for Water Efficiency and Rationalization. The committees requested more time to study the opinions and proposals raised by the members and to return with their perspective to the council in a later session.
Al-Khamash to “Water Rationalization”: Enhance capacity efficiency through partnerships
Council member Dr. Hind Al-Khamash considered the development of capabilities and technologies for water efficiency and rationalization to be a qualitative approach that can be built upon by creating vocational educational initiatives in coordination with relevant authorities (the Ministry of Education, the Technical and Vocational Training Corporation, and universities) to develop curricula, diplomas, and specialized vocational programs in the field of water efficiency and rationalization.
In her intervention on the report of the National Center for Water Efficiency and Rationalization, she emphasized the significant importance of water conservation and rationalizing its consumption, as it receives increasing international attention reflected in sustainable development indicators. She pointed out the initiative achieved by Taif University through the Saudi Center for Energy Efficiency, where a course in energy efficiency was designed to qualify students for a professional certificate in the field of energy efficiency, contributing to aligning educational outputs with labor market requirements. The energy efficiency curriculum has been included in several universities and technical and industrial colleges in the Kingdom, representing a successful experience that can be utilized and built upon in the field of water efficiency and rationalization. She added that the center could benefit from the initiative of short university programs in collaboration with the National Center for E-Learning to qualify national competencies and create more aware generations that contribute to water efficiency and rationalization.
