في خطوةٍ لافتة تعكس توجّهاً نحو التخطيط بعيد المدى، أعلنت وزارة التعليم العام الماضي التقويم الدراسي لخمس سنوات قادمة. هذه الخطوة، في جوهرها، تمثّل نقلة نوعية في إدارة الزمن التعليمي، وتُعدّ إشارة واضحة إلى رغبة في تعزيز الاستقرار المؤسسي وتخفيف حالة الارتباك التي قد تصاحب التغيّرات المفاجئة.
غير أن هذا الإنجاز-على أهميته- يظل ناقص الأثر ما لم يُستكمل بمنظومة تنفيذية متكاملة تُترجم هذا الاستقرار الزمني إلى استقرارٍ تشغيلي داخل الميدان التعليمي.
إن السؤال الذي يفرض نفسه هنا: لماذا لا تُستثمر هذه الرؤية بعيدة المدى في بناء عام دراسي مكتمل المعالم منذ يومه الأول؟
ولماذا لا تلتزم الوزارة -مع عودة الهيئتين التعليمية والإدارية قبل بدء الدراسة- بتسليم الميدان حزمة شاملة من التعاميم والإجراءات التي تغطي تفاصيل العام الدراسي كافة، من خطط الأنشطة، وجداول الاختبارات، وتوزيع المناهج، إلى البرامج النوعية والمبادرات المركزية، بحيث لا يُترك مجال للتغييرات اللاحقة أو التعاميم المفاجئة؟
إن استقرار القرار يعزز جودة التنفيذ، فالعمل التربوي بطبيعته عمل تراكمي يعتمد على التخطيط المسبق والتنفيذ المتدرج. وعندما تتغيّر التعليمات أثناء العام الدراسي، فإن ذلك لا يربك الجدولة فحسب، إنما يخلّ كذلك بتوازن البيئة التعليمية، ويؤثر على جودة المخرجات. فالمعلم الذي يُفاجأ بتعديل في خطة المنهج أو آلية التقويم، سيضطر إلى إعادة ترتيب أولوياته، وقد يفقد جزءاً من تركيزه التربوي لصالح المعالجة الإجرائية. أما القائد المدرسي، فيجد نفسه منشغلاً بإعادة ضبط المسار بدلاً من تطوير الأداء.
كذلك هذا الأمر سبجعل تمكين المدرسة يبدأ بالوضوح، فحين تُسلَّم المدرسة خريطة العام كاملة منذ البداية، فإنها تتحوّل من كيانٍ منفذ إلى كيانٍ مخطط وشريك في النجاح.
وضوح الرؤية يمنح الإدارات المدرسية القدرة على توزيع الجهود، وتوظيف الموارد، وبناء مبادرات داخلية تتناغم مع التوجهات العامة دون تعارض أو ارتباك. كما يعزّز ذلك روح المسؤولية المهنية، حيث تصبح المدرسة محاسبة على تنفيذ أجندة معلومة، لا على التكيّف مع متغيّرات طارئة.
وإصدار مثل هذا التنظيم سيعمل على الحد من الهدر الإداري والزمني؛ لإن التعاميم المتأخرة أو المتغيّرة تستهلك قدراً كبيراً من الوقت والجهد في إعادة الترتيب والتنسيق، وهو وقتٌ كان من الممكن استثماره في تحسين العملية التعليمية نفسها.
كما أن التعديلات المفاجئة قد تؤدي إلى إلغاء برامج أو تغيير خطط تم الإعداد لها مسبقاً، مما يمثل نوعاً من الهدر الإداري الذي يتنافى مع مبادئ الكفاءة المؤسسية.
وأظن أن هذا القرار يساهم في بناء الثقة بين الميدان والجهة المشرفة، حيث إن الثقة في الأنظمة التعليمية لا تُبنى فقط على جودة القرارات، ولكن على استقرارها ووضوحها. وعندما يعتاد الميدان على صدور تعاميم مفاجئة أو تغييرات غير متوقعة، فإن ذلك يخلق حالة من التوجس والترقب، ويضعف من حماس المبادرة. في المقابل، فإن الالتزام بخطة معلنة وثابتة يعزز الثقة، ويمنح العاملين شعوراً بالطمأنينة المهنية. فما نطمح إليه ليس مجرد تقويم دراسي مُعلن، بل نموذج تشغيلي متكامل يبدأ مع عودة الكوادر التعليمية، حيث تُقدَّم لهم «حقيبة العام الدراسي» متضمّنة: خطة توزيع المنهج لكل مادة دراسية، وجداول الاختبارات بمختلف أنواعها، مع روزنامة الأنشطة والفعاليات ذات العلاقة، بالإضافة إلى البرامج والمبادرات المركزية، والأدلة التنظيمية والإجرائية.
على أن يُقابل ذلك التزامٌ مؤسسي بعدم إصدار أي تعاميم إضافية أو تعديلات جوهرية خلال العام، إلا في أضيق الحدود وضمن حالات استثنائية واضحة ومعلنة.
إن استقرار العام الدراسي ليس ترفاً إدارياً، بل ضرورة تربوية تضمن جودة التعليم، وتحفظ جهد المعلم، وتمنح الطالب بيئة تعليمية متزنة. وإذا كانت الوزارة قد خطت خطوة مهمة بإعلان التقويم لخمس سنوات، فإن الخطوة التالية الأكثر تأثيراً هي تحويل هذا الاستقرار الزمني إلى استقرارٍ تشغيلي يُنهي عصر المفاجآت، ويؤسس لمرحلة جديدة عنوانها: عام دراسي يُدار بعلم، ويُنفذ بثقة، ويُقاس بأثره الحقيقي في الميدان.

This step, at its core, represents a qualitative leap in managing educational time and is a clear indication of a desire to enhance institutional stability and alleviate the confusion that may accompany sudden changes.
However, this achievement—despite its importance—remains lacking in impact unless it is complemented by a comprehensive executive system that translates this temporal stability into operational stability within the educational field.
The question that arises here is: why is this long-term vision not invested in building a complete academic year from its very first day?
And why does the ministry not commit—upon the return of the educational and administrative bodies before the start of the school year—to delivering to the field a comprehensive package of circulars and procedures that cover all details of the academic year, from activity plans, exam schedules, and curriculum distribution to quality programs and central initiatives, so that there is no room for subsequent changes or sudden circulars?
The stability of decisions enhances the quality of implementation, as educational work is inherently cumulative and relies on prior planning and gradual execution. When instructions change during the academic year, it not only disrupts scheduling but also disturbs the balance of the educational environment and affects the quality of outcomes. A teacher who is surprised by a modification in the curriculum plan or assessment mechanism will have to rearrange their priorities and may lose part of their educational focus in favor of procedural adjustments. As for the school leader, they find themselves preoccupied with recalibrating the course instead of developing performance.
This matter will also make school empowerment begin with clarity; when the school is provided with a complete map of the year from the outset, it transforms from an executing entity into a planning entity and a partner in success.
Clear vision grants school administrations the ability to distribute efforts, utilize resources, and build internal initiatives that harmonize with general trends without conflict or confusion. It also enhances the spirit of professional responsibility, as the school becomes accountable for implementing a known agenda, rather than adapting to sudden changes.
Issuing such an organization will work to reduce administrative and temporal waste; as late or changing circulars consume a significant amount of time and effort in reorganization and coordination, which is time that could have been invested in improving the educational process itself.
Moreover, sudden modifications may lead to the cancellation of programs or changes to plans that were prepared in advance, representing a form of administrative waste that contradicts the principles of institutional efficiency.
I believe that this decision contributes to building trust between the field and the supervising body, as trust in educational systems is not built solely on the quality of decisions but also on their stability and clarity. When the field becomes accustomed to unexpected circulars or unforeseen changes, it creates a state of apprehension and anticipation, weakening the enthusiasm for initiative. Conversely, adherence to a declared and stable plan enhances trust and gives workers a sense of professional reassurance. What we aspire to is not just an announced academic calendar, but a comprehensive operational model that begins with the return of educational staff, where they are provided with a “school year package” that includes: a curriculum distribution plan for each subject, exam schedules of various types, a calendar of related activities and events, in addition to central programs and initiatives, and organizational and procedural guides.
Such a commitment should be met with an institutional pledge not to issue any additional circulars or substantial modifications during the year, except in the narrowest limits and within clear and announced exceptional cases.
The stability of the academic year is not an administrative luxury, but an educational necessity that ensures the quality of education, preserves the teacher’s effort, and provides the student with a balanced educational environment. If the ministry has taken an important step by announcing the calendar for five years, then the next most impactful step is to transform this temporal stability into operational stability that ends the era of surprises and establishes a new phase titled: an academic year managed scientifically, executed confidently, and measured by its real impact in the field.
