رئيس وزراء المجر يهدد بإقالة الرئيس إذا رفض الاستقالة – أخبار السعودية – ن والقلم

صعّد رئيس الوزراء المجري بيتر ماغيار من ضغوطه على الرئيس المجري تاماس سوليوك، ملوحاً بإطلاق إجراءات قانونية لعزله من منصبه في حال استمر في رفض الاستقالة.

وجاءت تصريحات ماغيار، اليوم (الإثنين)، عقب اجتماع جمعه بالرئيس سوليوك، إذ أكد أنه أبلغه بشكل مباشر بأن الحكومة ستتحرك نحو اتخاذ الخطوات التشريعية اللازمة لإبعاده عن منصبه إذا لم يتراجع عن موقفه.

وقال رئيس الوزراء إن حزبه، تيسا، سيعرض على البرلمان حزمة من المقترحات التشريعية تمهيداً لبدء إجراءات العزل، مشيراً إلى أن العملية قد تستغرق نحو شهر.

وأضاف أن الهدف من هذه الخطوات هو إنهاء نفوذ الشخصيات التي ساهمت، بحسب وصفه، في «تقويض سيادة القانون والديمقراطية» خلال السنوات الماضية.

وكان حزب تيسا المنتمي إلى تيار الوسط المحافظ قد حقق فوزاً كاسحاً في الانتخابات العامة التي جرت في أبريل الماضي، منهياً سنوات طويلة من هيمنة رئيس الوزراء السابق فيكتور أوربان وحزب فيدس على المشهد السياسي.

ومنذ توليه السلطة، تعهد ماغيار بإجراء تغييرات واسعة في مؤسسات الدولة، تشمل مراجعة التعيينات التي أُقرت خلال فترة حكم أوربان الممتدة على مدى 16 عاماً، خصوصاً في المناصب العامة والمؤسسات الدستورية.

ويتهم ماغيار الرئيس سوليوك، الذي انتخبه البرلمان مطلع عام 2024 بدعم من نواب حزب فيدس، بعدم الاضطلاع بدوره كرئيس يمثل وحدة الأمة، وبالانحياز إلى مصالح أوربان وحكومته السابقة، إلا أن سوليوك رفض هذه الاتهامات وأكد تمسكه بمنصبه.

في المقابل، وصف حزب فيدس تهديدات رئيس الوزراء بأنها «إنذار غير قانوني»، مؤكداً أن الرئيس يمارس مهماته وفقاً للتفويض الدستوري الممنوح له حتى عام 2029، وأن عزله غير ممكن بموجب القواعد القانونية الحالية.

ويشغل سوليوك موقعاً مؤثراً رغم الطابع البروتوكولي إلى حد كبير لمنصب الرئاسة في المجر، إذ يمتلك صلاحية إعادة القوانين إلى البرلمان لإعادة النظر فيها أو إحالتها إلى المحكمة الدستورية، ما يمنحه القدرة على تأخير أو عرقلة بعض الإصلاحات الحكومية.

وكان سوليوك قد تولى سابقاً رئاسة المحكمة الدستورية العليا في المجر، وهو المنصب الذي انتُخب له أيضاً بدعم من حزب فيدس عام 2016.

وأكد ماغيار أن الأغلبية البرلمانية التي يتمتع بها حزبه، والتي تبلغ ثلثي مقاعد البرلمان، ستُستخدم لإجراء تعديلات دستورية وتشريعية تتيح إبعاد الرئيس من منصبه، في خطوة قد تفتح الباب أمام واحدة من أكبر المواجهات السياسية والدستورية التي تشهدها المجر منذ سنوات.

The Hungarian Prime Minister Peter Magyar has intensified his pressure on the Hungarian President Tamas Solyok, threatening to initiate legal proceedings to remove him from office if he continues to refuse to resign.

Magyar’s statements came today (Monday) following a meeting with President Solyok, where he confirmed that he directly informed him that the government would move towards taking the necessary legislative steps to remove him from his position if he does not back down from his stance.

The Prime Minister stated that his party, Tisa, would present a package of legislative proposals to Parliament in preparation for starting the impeachment process, noting that the process could take about a month.

He added that the aim of these steps is to end the influence of individuals who, as he described, have contributed to “undermining the rule of law and democracy” over the past years.

The Tisa party, which belongs to the conservative center stream, achieved a sweeping victory in the general elections held last April, ending many years of dominance by former Prime Minister Viktor Orban and his Fidesz party in the political scene.

Since taking office, Magyar has pledged to implement extensive changes in state institutions, including reviewing appointments made during Orban’s 16-year rule, particularly in public positions and constitutional institutions.

Magyar accuses President Solyok, who was elected by Parliament at the beginning of 2024 with the support of Fidesz party deputies, of failing to fulfill his role as a president representing the unity of the nation and of siding with the interests of Orban and his previous government. However, Solyok has rejected these accusations and affirmed his commitment to his position.

In contrast, the Fidesz party described the Prime Minister’s threats as an “illegal warning,” asserting that the president is carrying out his duties according to the constitutional mandate granted to him until 2029, and that his removal is not possible under the current legal rules.

Solyok holds an influential position despite the largely ceremonial nature of the presidency in Hungary, as he has the authority to return laws to Parliament for reconsideration or refer them to the Constitutional Court, which gives him the ability to delay or obstruct some government reforms.

Solyok previously served as the head of the Constitutional Court in Hungary, a position he was also elected to with the support of the Fidesz party in 2016.

Magyar confirmed that the parliamentary majority enjoyed by his party, which holds two-thirds of the seats in Parliament, will be used to make constitutional and legislative amendments that would allow for the removal of the president from his position, a step that could open the door to one of the largest political and constitutional confrontations Hungary has seen in years.
