أكد رئيس مصلحة خفر السواحل اليمنية اللواء خالد القملي، أن المرحلة الحالية في اليمن تتطلب تكامل الجهود والتنسيق بين مختلف القوات، كلٌّ بحسب مهامه وإمكاناته، من أجل دحر صلف وتعنت مليشيات الحوثي الإرهابية واستعادة الأمن والاستقرار وحماية مؤسسات الدولة ومقدراتها.
وقال، في حوار أجرته معه «عكاظ»: إن وحدات من خفر السواحل تشارك بفعالية في عملية «فجر اليمن»، من خلال مراقبة خطوط التهريب ومحاولة حرمان المليشيا وشبكات التهريب المرتبطة بهم من استغلال الوضع بشكل سلبي جنباً إلى جنب مع الوحدات الأخرى ووفقاً للتوجيهات الصادرة من القيادة العليا، وبالتنسيق مع قيادة العمليات المشتركة لتحالف دعم الشرعية. مبيناً المشاركة أيضاً في تأمين المناطق البحرية المحررة، ومساندة الجهود الميدانية، وتقديم الدعم البحري للقوات المشاركة بحسب الإمكانات المتاحة ومتطلبات العمليات. وأوضح اللواء القملي، أن الساحل الغربي يمثل أهمية إستراتيجية كبيرة لليمن، ليس فقط من الناحية العسكرية، ولكن لارتباطه المباشر بأمن الملاحة الدولية في البحر الأحمر وباب المندب. وقال: «ندرك أن التحدي لا يقتصر على استعادة السيطرة على المناطق الساحلية، وإنما يشمل القدرة على تأمينها بصورة مستدامة، ومنع استخدامها في أنشطة التهريب أو تهديد الملاحة البحرية». وتطرق رئيس مصلحة خفر السواحل اليمنية اللواء خالد القملي، إلى مواضيع مهمة من خلال الحوار التالي:
المرحلة الحالية وتكامل الجهود
• كيف تنظرون إلى ما تحققه القوات المسلحة اليمنية في مختلف الجبهات؟
•• نتابع باهتمام ما تحققه القوات المسلحة الوطنية والتشكيلات العسكرية والأمنية المشاركة في العمليات الجارية، ونقدّر الجهود والتضحيات التي يقدمها منتسبوها في مختلف الجبهات. ونحن في خفر السواحل جزء من هذه المنظومة الوطنية، وندرك أن المرحلة الحالية تتطلب تكامل الجهود والتنسيق بين مختلف القوات، كلٌّ بحسب مهامه وإمكاناته، من أجل دحر صلف وتعنت مليشيات الحوثي الإرهابية واستعادة الأمن والاستقرار وحماية مؤسسات الدولة ومقدراتها.
المشاركة في مراقبة
خطوط التهريب
• ما هي مشاركة خفر السواحل اليمنية ضمن القوات المسلحة والأمنية في عملية «فجر اليمن»؟
•• تشارك وحدات من خفر السواحل في هذه العملية بمراقبة خطوط التهريب ومحاولة حرمان المليشيا وشبكات التهريب المرتبطة بهم من استغلال الوضع بشكل سلبي جنباً إلى الوحدات الأخرى، وفقاً للتوجيهات الصادرة من القيادة العليا وبالتنسيق مع قيادة العمليات المشتركة لتحالف دعم الشرعية. وتشمل مشاركتنا تأمين المناطق البحرية المحررة، ومساندة الجهود الميدانية، وتقديم الدعم البحري للقوات المشاركة بحسب الإمكانات المتاحة ومتطلبات العمليات. ورغم أن المهام الأساسية لخفر السواحل تتمثل في إنفاذ القانون وحماية السواحل والمياه الإقليمية، فإن طبيعة الظروف الاستثنائية التي تمر بها بلادنا تفرض علينا القيام بواجبات إضافية إلى جانب بقية القوات، وهذا ما نقوم به منذ 2017 تقريباً.
تأمين الجزر والتواجد الأمني
• في ظل تحرير بعض الجزر والسواحل، كيف يتم تأمينها من قبل خفر السواحل؟
•• تأمين الجزر والسواحل لا يتوقف عند استعادة السيطرة عليها، بل يتطلب وجوداً أمنياً مستمراً وتنسيقاً بين مختلف الجهات العسكرية والأمنية. ويتمثل دور خفر السواحل في المساهمة في تأمين المياه المحيطة بهذه المناطق، ومراقبة الحركة البحرية، ومنع عمليات التهريب والتسلل، وحماية الموانئ والمنشآت الساحلية، إلى جانب استعادة مهام إنفاذ القانون والخدمات الأمنية البحرية كلما سمحت الظروف. ونعمل بالتنسيق مع القوات الموجودة على الأرض، لأن تأمين الساحل والبحر عملية متكاملة لا يمكن لأي جهة القيام بها منفردة.
تأمين الساحل بصورة مستدامة
• كيف تنظرون إلى المستقبل، وخاصة ما يتعلق بالساحل الغربي؟
•• الساحل الغربي يمثل أهمية إستراتيجية كبيرة لليمن، ليس فقط من الناحية العسكرية، ولكن أيضاً لارتباطه المباشر بأمن الملاحة الدولية في البحر الأحمر وباب المندب، وندرك أن التحدي لا يقتصر على استعادة السيطرة على المناطق الساحلية، وإنما يشمل القدرة على تأمينها بصورة مستدامة، ومنع استخدامها في أنشطة التهريب أو تهديد الملاحة البحرية. من جانبنا، نعمل على تعزيز جاهزية خفر السواحل واستعادة انتشاره وقدرته على أداء مهامه، والتكيف مع أولويات المرحلة بما يضمن وجود مؤسسة أمنية بحرية فاعلة وقادرة على حماية السواحل والمياه اليمنية.
إمكانات خفر السواحل محدودة
• كيف هي إمكاناتكم، وماذا تحتاجون في المستقبل لكي يقوم جهازكم بدوره على الوجه الأكمل؟
•• لا نخفي أن إمكانات خفر السواحل لا تزال محدودة مقارنة بحجم المسؤوليات الملقاة على عاتقه، خصوصاً في ظل الحرب واتساع السواحل اليمنية وتعدد التهديدات البحرية. لدينا كوادر تمتلك الخبرة والإرادة للقيام بواجباتها، لكننا نواجه تحديات تتعلق بنقص الزوارق الجاهزة، وقطع الغيار، والوقود، والصيانة، إضافة إلى محدودية أنظمة المراقبة والاتصالات البحرية، والمرتبات والعلاوات المناسبة لمستوى المخاطر والتضحيات. وأولويتنا اليوم هي إعادة الزوارق المتوقفة إلى الخدمة، وتوفير متطلبات التشغيل والصيانة، وتعزيز قدرات المراقبة والاتصالات، ودعم انتشار الوحدات في المناطق الساحلية والجزر. ما نحتاجه ليس مجرد معدات جديدة، وإنما قدرة عملياتية مستدامة تمكّن خفر السواحل من أداء مهامه بصورة مستمرة وفاعلة.

• ما هي رسالتكم للشعب اليمني في هذه الظروف الاستثنائية؟
•• رسالتنا لأبناء شعبنا اليمني أن خفر السواحل سيظل ملتزماً بأداء واجبه الوطني، إلى جانب إخوانه في القوات المسلحة الوطنية والأمن، مهما كانت الظروف والتحديات، ونؤكد أن حماية سواحل اليمن ومياهه الإقليمية وموانئه وجزره مسؤولية وطنية كبيرة، وسنواصل القيام بما نستطيع من أجل حماية أمن بلادنا وسلامة الملاحة البحرية. كما نحيّي جميع منتسبي القوات المسلحة الوطنية والأمن المرابطين في مواقعهم، ونترحم على أرواح الشهداء، ونتمنى الشفاء العاجل للجرحى. وأتقدم بخالص الشكر والتقدير لدعم الأشقاء وتضحياتهم مع أشقائهم في اليمن. ونسأل الله أن يحفظ اليمن وشعبه، وأن يعيد إلى بلادنا الأمن والاستقرار.
The head of the Yemeni Coast Guard, Major General Khaled Al-Qamali, confirmed that the current phase in Yemen requires the integration of efforts and coordination among various forces, each according to its tasks and capabilities, in order to repel the arrogance and stubbornness of the Houthi terrorist militias and restore security and stability, as well as protect state institutions and resources.
He stated, in an interview with “Okaz”: that units from the Coast Guard are actively participating in the “Dawn of Yemen” operation by monitoring smuggling lines and attempting to deprive the militia and the smuggling networks associated with them from exploiting the situation negatively, alongside other units and in accordance with the directives issued by the higher leadership, and in coordination with the Joint Operations Command of the Coalition to Support Legitimacy. He also indicated participation in securing liberated maritime areas, supporting field efforts, and providing naval support to the participating forces according to available capabilities and operational requirements. Major General Al-Qamali clarified that the western coast represents significant strategic importance for Yemen, not only from a military perspective but also due to its direct connection to the security of international navigation in the Red Sea and Bab al-Mandab. The Current Phase and Integration of Efforts
• How do you view the achievements of the Yemeni armed forces on various fronts?
•• We closely follow the achievements of the national armed forces and the military and security formations participating in ongoing operations, and we appreciate the efforts and sacrifices made by its members on various fronts. We in the Coast Guard are part of this national system, and we understand that the current phase requires the integration of efforts and coordination among various forces, each according to its tasks and capabilities, in order to repel the arrogance and stubbornness of the Houthi terrorist militias and restore security and stability, as well as protect state institutions and resources.
Participation in Monitoring
Smuggling Lines
• What is the role of the Yemeni Coast Guard within the armed and security forces in the “Dawn of Yemen” operation?
•• Units from the Coast Guard participate in this operation by monitoring smuggling lines and attempting to deprive the militia and the smuggling networks associated with them from exploiting the situation negatively alongside other units, in accordance with the directives issued by the higher leadership and in coordination with the Joint Operations Command of the Coalition to Support Legitimacy. Our participation includes securing liberated maritime areas, supporting field efforts, and providing naval support to the participating forces according to available capabilities and operational requirements. Although the primary tasks of the Coast Guard involve enforcing the law and protecting the coasts and territorial waters, the nature of the exceptional circumstances our country is going through imposes on us additional duties alongside other forces, and this is what we have been doing since around 2017.
Securing Islands and Security Presence
• In light of the liberation of some islands and coasts, how are they secured by the Coast Guard?
•• Securing islands and coasts does not stop at regaining control over them, but requires a continuous security presence and coordination among various military and security entities. The role of the Coast Guard is to contribute to securing the waters surrounding these areas, monitoring maritime movement, preventing smuggling and infiltration operations, and protecting ports and coastal facilities, in addition to resuming law enforcement and maritime security services whenever conditions allow. We work in coordination with the forces present on the ground, as securing the coast and sea is an integrated process that no entity can carry out alone.
Sustained Coastal Security
• How do you view the future, especially concerning the western coast?
•• The western coast represents significant strategic importance for Yemen, not only from a military perspective but also due to its direct connection to the security of international navigation in the Red Sea and Bab al-Mandab. We realize that the challenge is not limited to regaining control over coastal areas, but also includes the ability to secure them sustainably and prevent their use in smuggling activities or threatening maritime navigation. For our part, we are working to enhance the readiness of the Coast Guard, restore its deployment, and its ability to perform its tasks, and adapt to the priorities of the phase in a way that ensures the existence of an effective maritime security institution capable of protecting Yemen’s coasts and waters.
Limited Coast Guard Capabilities
• How are your capabilities, and what do you need in the future for your agency to fulfill its role effectively?
•• We do not hide the fact that the capabilities of the Coast Guard remain limited compared to the size of the responsibilities placed upon it, especially in light of the war, the vastness of Yemen’s coasts, and the multiplicity of maritime threats. We have personnel with the experience and will to carry out their duties, but we face challenges related to the lack of ready boats, spare parts, fuel, maintenance, in addition to the limited maritime surveillance and communication systems, and appropriate salaries and bonuses commensurate with the level of risks and sacrifices. Our priority today is to return the inactive boats to service, provide operational and maintenance requirements, enhance surveillance and communication capabilities, and support the deployment of units in coastal areas and islands. What we need is not just new equipment, but a sustainable operational capability that enables the Coast Guard to perform its tasks continuously and effectively.

of Support for Our Agency
• What about the international support provided to the Yemeni Coast Guard, and what are its sources?
•• We appreciate the support provided by our regional and international partners to the Yemeni Coast Guard, led by the Kingdom of Saudi Arabia, the United Kingdom, the United States of America, the European Union, and Japan, along with several international organizations and programs. This support includes areas of training and qualification, providing some equipment, enhancing surveillance and communication capabilities, and supporting infrastructure. The Yemeni Maritime Security Partnership (YMSP) initiative represents an important framework for coordinating the efforts of partners and directing support towards the priorities of the Coast Guard, which is led in partnership with the Yemeni government by both Saudi Arabia and the United Kingdom.
The Coast Guard and National Duty
• What is your message to the Yemeni people in these exceptional circumstances?
•• Our message to our Yemeni people is that the Coast Guard will remain committed to fulfilling its national duty, alongside its brothers in the national armed forces and security, regardless of the circumstances and challenges. We affirm that protecting Yemen’s coasts, its territorial waters, ports, and islands is a significant national responsibility, and we will continue to do what we can to protect the security of our country and the safety of maritime navigation. We also salute all members of the national armed forces and security stationed at their posts, and we mourn the souls of the martyrs, wishing a speedy recovery for the wounded. I extend my sincere thanks and appreciation for the support and sacrifices of our brothers alongside their counterparts in Yemen. We ask God to protect Yemen and its people, and to restore security and stability to our country.
