The Yemeni Minister of Human Rights, Mashdal Mohammed Omar, confirmed that the “Fajr Yemen” operation is a pivotal station in the path of restoring the Yemeni state and its constitutional institutions, ending the Houthi coup, regaining the capital Sana’a, and asserting the authority of the state over the entire national territory.

He stated, in an interview with “Okaz,” that it is important to emphasize that this operation should not be viewed solely from a military perspective, but rather as a comprehensive national path to restore security and stability, protect citizens, end their suffering, and rebuild state institutions. He clarified that the violations committed by the Houthi terrorist militias against Yemenis are no longer mere sporadic violations or transient transgressions, but have become a systematic pattern of grave violations targeting civilians and affecting various segments of society. He pointed out that the Ministry of Human Rights has prioritized the documentation of violations, in addition to working on developing monitoring and documentation mechanisms, enhancing coordination with the National Commission for Investigating Allegations of Human Rights Violations, relevant government agencies, local authorities, and civil society organizations, ensuring the collection, verification, and preservation of information according to professional standards that consider the safety of victims and witnesses and the confidentiality of their data. The Yemeni Minister of Human Rights addressed important topics through the following dialogue:

• How do you view the “Fajr Yemen” operation, and do you see that it has achieved its goals?

•• It is a pivotal station in the path of restoring the Yemeni state and its constitutional institutions, ending the Houthi coup, regaining the capital Sana’a, and asserting the authority of the state over the entire national territory.

It is important to emphasize that this operation should not be viewed solely from a military perspective, but rather as a comprehensive national path to restore security and stability, protect citizens, end their suffering, and rebuild state institutions. The operation is ongoing, and the progress made represents an important indicator of the state’s seriousness in restoring its institutions and ending the coup. We are confident that achieving its goals will pave the way for sustainable peace based on the rule of law, equal citizenship, and respect for human rights. Protecting civilians and safeguarding their rights is a priority that accompanies all stages of this operation, and the return of state institutions is linked to the return of services, justice, and the rule of law.

Violations and Transgressions of the Houthi Militias

• How do you comment on the crimes of the Houthis against the Yemeni people?

•• What the Houthi terrorist militias are committing against Yemenis is no longer mere sporadic violations or transient transgressions, but has become a systematic pattern of grave violations targeting civilians and affecting various segments of society. This is clearly manifested in the unjust siege imposed by these militias on the city of Taiz for years, resulting in escalating humanitarian suffering due to the closure of main roads, hindering the movement of civilians, and preventing or restricting the entry of medicines, medical supplies, food, and basic necessities for the population, in a blatant violation of international humanitarian law, using the suffering of civilians as a means of pressure and collective punishment. These violations extend to include women, children, activists, journalists, and human rights defenders through extrajudicial killings, abduction, enforced disappearance, torture, forced recruitment of children, forced displacement, and targeting civilian objects. Perhaps the most recent and painful evidence is the announcement regarding the death of Mohammed Ibrahim Mohammed Al-Shami, an employee of the Office of the United Nations High Commissioner for Human Rights in Yemen, inside one of the Houthi terrorist militias’ detention centers, after more than two years of his abduction in June 2024. Al-Shami was deprived throughout his detention of communication with his family or receiving visits from them or even being reassured about his condition, and his family remained unaware of his fate until they were informed of his death in detention. This incident reveals the extent of the disregard for human life and fundamental rights inside the detention centers of these militias.

We hold the Houthi terrorist militias fully responsible for his abduction, disappearance, and death during his detention, and we consider this crime additional evidence of the grave dangers faced by the abducted and detained in areas under the control of the militias. It also places the international community and the United Nations before a moral and legal responsibility that necessitates a firm stance regarding these practices. The violations are not limited to this incident but include extrajudicial killings, torture and ill-treatment, enforced disappearance, arbitrary detention, forced recruitment of children, landmines planting, forced displacement, siege, and targeting civilian objects and vital facilities. What we have witnessed in the escalation in Taiz, Marib, the western coast, and elsewhere confirms that civilians continue to pay the highest price for these practices. We affirm that these crimes do not become obsolete over time, and the responsibility for them lies with their perpetrators and anyone who issued orders or contributed to or participated in them, according to the rules of international law. Some of these acts may rise to the level of war crimes, and true peace in Yemen cannot be achieved without accountability for those responsible for these crimes, ensuring justice for the victims, and ending the policy of impunity.

Documenting Houthi Violations

• What have you done to document these crimes?

•• The Ministry of Human Rights has placed the documentation of violations at the forefront of its priorities, based on our conviction that professional and accurate documentation is the foundation upon which legal accountability and justice are built, and we are working on developing monitoring and documentation mechanisms, enhancing coordination with the National Commission for Investigating Allegations of Human Rights Violations, relevant government agencies, local authorities, and civil society organizations, ensuring the collection, verification, and preservation of information according to professional standards that consider the safety of victims and witnesses and the confidentiality of their data. We also pay special attention to documenting cases of abduction, enforced disappearance, torture, arbitrary detention, violations against children and women, targeting civilian facilities, and cases of displacement and migration.

Since we assumed responsibility, we have been keen on field visits and direct observation of the conditions of detainees, including our visit to the central prison in Al-Mansoura in Aden Governorate, and working to monitor the conditions of prisons and prisoners and address shortcomings in services and basic care. We affirm that our goal is not only to issue condemnation statements but also to build a documented human rights file that can be relied upon before the relevant national mechanisms, leading to achieving justice for the victims.

Continuous Communication with the International Community

• How is your communication with the international community and humanitarian organizations to inform them about these crimes?

•• We have continuous communication with the international community, diplomatic missions, and international and regional organizations concerned with human rights and humanitarian work. In October, we conducted a series of diplomatic and human rights meetings in several European capitals and cities, including Geneva, Brussels, The Hague, and Berlin, during which we met with representatives of the European Union and officials from several European official bodies, as well as international and human rights organizations.

These meetings focused on presenting the European partners with the reality of the human rights and humanitarian situation in Yemen and reviewing the evidence and testimonies related to the crimes and violations committed by the Houthi terrorist militias, including abduction, enforced disappearance, torture, child recruitment, and targeting civilians and vital facilities, in addition to their threats to international navigation and regional security and stability.

We also emphasized during these meetings the importance of shifting the international stance from mere condemnation of violations to taking more serious political and legal actions, foremost among them designating the Houthi militias as a terrorist organization, considering the nature of their practices and ongoing threats, and the danger they pose to Yemen, the region, and international peace and security.

These efforts have begun to yield important political results, the most notable of which was the European Parliament’s decision No. (2026/2939) issued on October 22, which called for including the Houthi militias on the European Union’s list of terrorist organizations.

We view this decision as an important development and a step in the right direction, and a clear political message reflecting the growing European awareness of the seriousness of these militias and the necessity of addressing their threats with greater seriousness.

We continue to work with our European and international partners to translate this position into practical steps and enhance accountability for the crimes committed against the Yemeni people, and mobilize the necessary support for Yemeni state institutions and national mechanisms concerned with protecting human rights and documenting violations.

The Issue of Displacement as One of the Most Serious Consequences

• What steps have you taken to help the displaced face their difficult circumstances?

•• The issue of displacement is one of the most serious humanitarian consequences of the ongoing war and Houthi violations. Therefore, we work to address it from a comprehensive human rights and humanitarian perspective, which does not only involve providing urgent assistance but extends to protecting the displaced, preserving their dignity, and ensuring their basic rights. In this context, we coordinate with government agencies, local authorities, and humanitarian organizations to monitor the conditions of displacement camps, assess needs, and convey the suffering of the displaced to donors and international partners, focusing on providing food, water, healthcare, education, shelter, and protection.

We also pay special attention to women, children, persons with disabilities, and the elderly, as well as the displaced living in extremely difficult conditions. We work to enhance coordination with the United Nations High Commissioner for Refugees, the International Organization for Migration, and other humanitarian entities to expand the scope of interventions. We have a tendency to enhance early recovery programs so that the displaced are not trapped in emergency assistance but have opportunities for voluntary, safe, and dignified return to their places of residence when suitable conditions are available, or integration into host communities, and access to livelihoods and basic services.

Support from the Saudi Leadership and People

• Which countries and organizations have interacted with you and provided humanitarian assistance to the displaced and affected individuals?

•• It is impossible to discuss the humanitarian response in Yemen without praising the significant brotherly role played by the Kingdom of Saudi Arabia, leadership, government, and people, in supporting the Yemeni people and assisting the Yemeni government on political, economic, and humanitarian levels. We particularly appreciate the role played by the King Salman Humanitarian Aid and Relief Center in supporting the humanitarian response and implementing relief and development programs in Yemen.

We also value the efforts of our brothers in the Gulf Cooperation Council countries and donor countries, and what they provide in continuous support to alleviate the suffering of Yemenis. At the level of international organizations, we appreciate the efforts of the United Nations High Commissioner for Refugees, the International Organization for Migration, the World Food Programme, UNICEF, the United Nations Office for the Coordination of Humanitarian Affairs, the International Committee of the Red Cross, and other organizations working in the humanitarian and human rights fields.

Prevention, Protection, Response, and Justice

• What are the most important future projects that will see the light and improve the living conditions of those who were victims of Houthi crimes?

•• We have an ambitious work agenda in the Ministry of Human Rights, which aims to transition from dealing with violations after they occur to building a more capable institutional system for prevention, protection, response, and justice.

Among the most prominent projects we are working on developing in the coming phase are:

Enhancing the monitoring and documentation system: by developing the capacities of the ministry and relevant national entities, and establishing more effective mechanisms for collecting information, verifying violations, and preserving evidence according to international standards; enhancing the protection of women and children: through specialized programs to combat violence against women, protecting children from recruitment and exploitation, rehabilitating children affected by conflict, and reintegrating them into society; support programs for victims of landmines and war remnants: by strengthening partnerships with international entities and donors to provide medical care and physical and psychological rehabilitation, and assisting in reintegrating victims into social and economic life; protecting detainees, abductees, and the forcibly disappeared: by enhancing mechanisms to monitor the conditions of detainees, supporting efforts to uncover the fate of the forcibly disappeared, assisting the families of victims, improving the conditions of prisons and detention centers under state authority; enhancing recovery and economic empowerment programs for victims: in coordination with government entities and international partners, to create opportunities for training, vocational rehabilitation, and small income-generating projects, helping affected families regain their self-reliance; and developing international and institutional partnerships: by activating a technical office for international coordination in the field of human rights, enhancing communication with donors and international organizations, and directing support towards clear and sustainable national priorities. We affirm that our vision is not limited to documenting and condemning violations, but extends to ensuring justice for victims, redressing harm, rehabilitating the affected, and enabling them to regain their lives, rights, and dignity.
