أمرت محكمة تركية بحبس وزيرة الأسرة والسياسات الاجتماعية السابقة فاطمة بتول صيام كايا احتياطياً، على ذمة تحقيقات موسعة في قضية تلاعب بسوق الأوراق المالية، يُشتبه في تورط مسؤولين وشركات لإدارة الاستثمارات وصناديق مالية فيها، وسط تداعيات طالت شخصيات سياسية ورقابية بارزة.
وتتركز التحقيقات، التي تقودها النيابة العامة في إسطنبول، حول شبهات استخدام معلومات داخلية غير متاحة للمستثمرين للتأثير على أسعار الأسهم وتحقيق مكاسب استثنائية، من خلال شبكة من التعاملات المالية والصناديق الاستثمارية.
وبحسب التحقيقات، تتعلق إحدى أبرز الوقائع بتعاملات كايا في أسهم شركة «أوزاتا دنيزجيليك» العاملة في قطاع بناء السفن، إذ اشترت أسهماً في الشركة اعتباراً من أبريل 2026، قبل أن تبيعها في 16 سبتمبر، أي قبل يوم واحد من صدور قرار بتصفية مجموعة من الصناديق الاستثمارية المرتبطة بالقضية.
وأثارت توقيتات الصفقة وطريقة تنفيذها شكوك المحققين، خصوصاً مع نقل الأسهم إلى شركة «تيرا للاستثمار»، وإيداع قيمة البيع في حساب كايا في اليوم نفسه، رغم أن التسوية المعتادة لمثل هذه العمليات تستغرق يومي عمل، فضلاً عن علاقاتها بمسؤولين في المجموعة الاستثمارية.
وتشير تقارير إعلامية تركية إلى أن كايا وزوجها استثمرا نحو 163 مليون ليرة في أسهم الشركة، قبل أن تصل قيمة التعاملات والعائدات المرتبطة بها إلى نحو 2.2 مليار ليرة، مستفيدين من الارتفاع الحاد للسهم الذي قفز من نحو 220 ليرة في مطلع أبريل إلى قرابة 4980 ليرة في منتصف سبتمبر.
وكانت كايا قد استقالت في سبتمبر الماضي من منصب نائبة رئيس حزب العدالة والتنمية الحاكم، عقب تصاعد الجدل بشأن تعاملاتها المالية، وقبل الرئيس التركي رجب طيب أردوغان استقالتها. كما شملت التحقيقات زوجها إلياس كايا، الذي فرضت عليه المحكمة حظر السفر إلى الخارج وإجراءات رقابية، بدلاً من الحبس الاحتياطي.
ولم تتوقف التحقيقات عند الوزيرة السابقة، بل امتدت إلى مسؤولين في القطاع المالي، بينهم الرئيس السابق لهيئة أسواق المال التركية إبراهيم عمر غونول، في إطار قضية تتعلق بشبهات التلاعب بأسعار الأسهم واستغلال النفوذ والمعلومات غير المعلنة.
وتكشف اتساعات القضية عن حجم الاضطراب الذي أصاب سوق الاستثمار التركية، بعدما قررت هيئة أسواق المال تصفية 131 صندوقاً استثمارياً تديرها 7 شركات لإدارة المحافظ، وسط شبهات بوجود مخالفات في عمليات التداول وتركيز الاستثمارات في أسهم محددة.
ووفقاً لتقارير تركية، ترتبط الصناديق المعنية بنحو 455 ألف مستثمر، وتقدر أصولها بأكثر من 19 مليار دولار، ما يضع السلطات أمام تحدي احتواء تداعيات الأزمة وحماية أموال المستثمرين واستعادة الثقة في سوق الأوراق المالية.
وتكتسب القضية حساسية سياسية واقتصادية إضافية مع وصول التحقيقات إلى شخصيات تولت مناصب حكومية وحزبية ورقابية، فيما تؤكد السلطات التركية أن ملاحقة المتورطين تستهدف كشف شبكة التلاعب ومحاسبة المسؤولين عنها، في حين لا تزال الاتهامات المنسوبة إلى المشتبه بهم قيد التحقيق ولم يصدر حكم قضائي نهائي بشأنها.
A Turkish court has ordered the provisional detention of former Minister of Family and Social Policies Fatma Betül Sayan Kaya, pending extensive investigations into a case of stock market manipulation, in which officials and investment management companies are suspected of involvement, amid repercussions affecting prominent political and regulatory figures.
The investigations, led by the public prosecutor’s office in Istanbul, focus on suspicions of using insider information not available to investors to influence stock prices and achieve extraordinary profits through a network of financial transactions and investment funds.
According to the investigations, one of the most notable incidents involves Kaya’s dealings in the shares of “Ouzata Denizcilik,” a company operating in the shipbuilding sector, as she purchased shares in the company starting from April 2026, before selling them on September 16, just one day before a decision was made to liquidate a group of investment funds linked to the case.
The timing of the transaction and the manner in which it was executed raised suspicions among investigators, especially with the transfer of shares to “Tera Investment” and the deposit of the sale proceeds into Kaya’s account on the same day, despite the fact that the usual settlement for such transactions takes two business days, in addition to her connections with officials in the investment group.
Turkish media reports indicate that Kaya and her husband invested about 163 million lira in the company’s shares, before the value of the transactions and returns associated with them reached approximately 2.2 billion lira, benefiting from the sharp rise in the stock, which jumped from about 220 lira in early April to nearly 4980 lira in mid-September.
Kaya had resigned last September from her position as Deputy Chair of the ruling Justice and Development Party, following the escalation of controversy surrounding her financial dealings, and Turkish President Recep Tayyip Erdoğan accepted her resignation. The investigations also included her husband, İlyas Kaya, who was subjected to a travel ban abroad and regulatory measures by the court, instead of provisional detention.
The investigations did not stop at the former minister but extended to officials in the financial sector, including the former head of the Turkish Capital Markets Board, İbrahim Omar Gönül, as part of a case related to suspicions of stock price manipulation and abuse of power and undisclosed information.
The expansion of the case reveals the extent of the turmoil that has affected the Turkish investment market, after the Capital Markets Board decided to liquidate 131 investment funds managed by 7 portfolio management companies, amid suspicions of violations in trading operations and concentration of investments in specific stocks.
According to Turkish reports, the concerned funds are linked to about 455,000 investors, with assets estimated at over 19 billion dollars, which poses a challenge for authorities to contain the repercussions of the crisis, protect investors’ funds, and restore confidence in the stock market.
The case gains additional political and economic sensitivity as the investigations reach individuals who have held governmental, party, and regulatory positions, while Turkish authorities affirm that pursuing the involved parties aims to uncover the manipulation network and hold those responsible accountable, while the charges against the suspects remain under investigation and no final judicial ruling has been issued regarding them.
