أعلن رئيس باراغواي سانتياغو بينيا استقالته من منصبه، الخميس، تحت وطأة أزمة مصرفية حادة واحتجاجات شعبية واسعة أعقبت انهيار بنك رقمي كبير جمد مدخرات ملايين المواطنين، فيما صوّت مجلس النواب بالإجماع على بدء إجراءات عزله، وسط ترقب انتقال السلطة إلى نائب الرئيس بيدرو أليانا.
وقال بينيا، في خطاب مصور نشره عبر حساباته الرسمية، إنه قرر تقديم استقالته مراعاة لاستقرار البلاد والسلم الاجتماعي والحفاظ على المؤسسات الديمقراطية، مؤكداً أن أولويته تتمثل في ضمان إعادة الأموال إلى المواطنين الذين وضعوا مدخراتهم في النظام المصرفي، ومقدماً اعتذاره للباراغوايانيين عن أي إخفاق في أداء مسؤولياته.
وجاء القرار بعد أيام من تصاعد أزمة انهيار بنك «أوينو» الرقمي (Ueno Bank)، الذي تدخل البنك المركزي الباراغواياني لإخضاعه للإدارة الرسمية بعدما تراجعت نسبة ملاءته المالية إلى أقل من نصف الحد الأدنى القانوني، ما أدى إلى تجميد حسابات نحو 3 ملايين عميل، في بلد يبلغ عدد سكانه قرابة 6.5 مليون نسمة.
وأثار انهيار المصرف موجة غضب واسعة، بعدما وجد ملايين المواطنين أنفسهم غير قادرين على الوصول إلى مدخراتهم أو إجراء معاملاتهم المالية، فيما امتدت التداعيات إلى صناديق ومؤسسات حكومية، إذ كان البنك يدير أموالاً عامة تتراوح قيمتها بين 800 و850 مليون دولار، بينها ودائع مرتبطة بصناديق التقاعد والرعاية الصحية الحكومية.
وتحولت العاصمة أسونسيون إلى ساحة احتجاجات متواصلة، شارك فيها مودعون ومتقاعدون وطلاب وعاملون، مطالبين باستعادة أموالهم ومحاسبة المسؤولين عن الانهيار، كما شهدت بعض التحركات مواجهات مع الشرطة التي استخدمت الغاز المسيل للدموع والرصاص المطاطي لتفريق المحتجين.
وتفاقمت الأزمة بعدما كشفت التحقيقات عن شبهات تتعلق بممارسات إقراض غير سليمة، بينها منح قروض لشركات مرتبطة بملاك البنك، فضلاً عن وجود مخالفات في توثيق بعض العمليات المالية واحتساب نفقات ضمن الأصول، وهي عوامل قالت السلطات إنها أسهمت في كشف العجز الحقيقي في رأس مال المؤسسة المصرفية.
ولم تكن الأزمة مالية فحسب، إذ سرعان ما تحولت إلى أزمة سياسية بسبب علاقات بينيا السابقة بالمجموعة الاقتصادية المالكة للبنك، حيث كان يمتلك حصة في مجموعة «فاسكيز» (Grupo Vázquez)، المرتبطة بالمؤسسة المصرفية، قبل أن يقول إنه تخارج من استثماراته فيها في مارس 2025.
وواجه الرئيس اتهامات من المعارضة بتضارب المصالح واستغلال الأموال العامة والتغاضي عن المخالفات المصرفية، خصوصاً أن أموالاً تابعة لمؤسسات حكومية وصناديق تقاعد أودعت لدى البنك خلال فترة توسع نشاطه، كما أثارت تعيينات إدارية ورقابية مرتبطة بالمجموعة تساؤلات بشأن استقلالية الجهات المسؤولة عن الإشراف على القطاع المصرفي.
وفي تطور زاد من عزلة بينيا، أعلن الرئيس السابق هوراسيو كارتيس، أحد أبرز قادة حزب كولورادو الحاكم، دعمه لإجراءات عزله، في موقف عكس تصدع الجبهة السياسية التي كانت تساند الرئيس، ومهد لانضمام نواب من الحزب الحاكم إلى المعارضة في المطالبة بمحاسبته.
وبعد إعلان الاستقالة بدقائق، صوّت مجلس النواب بالإجماع، بواقع 78 صوتاً، لصالح المضي في إجراءات العزل السياسي، في خطوة غير مسبوقة من حيث سرعة تطورها، فيما انتقلت القضية إلى مجلس الشيوخ الذي يتعين عليه حسمها وفقاً للإجراءات الدستورية، وسط تعقيدات تتعلق بقبول الاستقالة وما يترتب عليها من وضع قانوني للرئيس.
ومن المفترض أن يتولى نائب الرئيس بيدرو أليانا الرئاسة خلفاً لبينيا، لاستكمال الولاية الحالية التي تنتهي في أغسطس 2028، إلا أن انتقال السلطة ظل مرتبطاً باستكمال الإجراءات البرلمانية والدستورية، في ظل الجدل حول ما إذا كان ينبغي قبول الاستقالة أو مواصلة محاكمة الرئيس سياسياً.
وتكتسب الأزمة أهمية خاصة بالنظر إلى أن باراغواي كانت تقدم نفسها خلال السنوات الأخيرة باعتبارها إحدى الوجهات الواعدة للاستثمارات في أمريكا الجنوبية، مستفيدة من النمو الاقتصادي والاستقرار النسبي والسياسات الضريبية المشجعة، كما حصلت على تصنيفات ائتمانية استثمارية من وكالات دولية، وهو ما يجعل انهيار بنك بحجم «أوينو» وتداعياته السياسية اختباراً صعباً لثقة المستثمرين في مؤسسات البلاد.
The President of Paraguay, Santiago Peña, announced his resignation from office on Thursday, under the pressure of a severe banking crisis and widespread public protests that followed the collapse of a major digital bank that froze the savings of millions of citizens, while the House of Representatives unanimously voted to initiate impeachment proceedings, amid anticipation of a power transition to Vice President Pedro Alliana.
Peña stated in a video address published on his official accounts that he decided to resign in consideration of the stability of the country, social peace, and the preservation of democratic institutions, emphasizing that his priority is to ensure the return of funds to citizens who deposited their savings in the banking system, and he apologized to Paraguayans for any failure in fulfilling his responsibilities.
The decision came days after the escalation of the crisis following the collapse of the digital bank “Ueno,” which the Paraguayan central bank intervened to subject to official management after its financial solvency ratio fell below half of the legal minimum, leading to the freezing of accounts for about 3 million customers in a country with a population of approximately 6.5 million.
The bank’s collapse sparked widespread outrage, as millions of citizens found themselves unable to access their savings or conduct financial transactions, while the repercussions extended to government funds and institutions, as the bank managed public funds valued between $800 and $850 million, including deposits linked to pension and government healthcare funds.
The capital, Asunción, turned into a site of continuous protests, involving depositors, retirees, students, and workers, demanding the return of their money and accountability for those responsible for the collapse. Some protests witnessed clashes with police, who used tear gas and rubber bullets to disperse the demonstrators.
The crisis worsened after investigations revealed suspicions related to unsound lending practices, including granting loans to companies linked to the bank’s owners, as well as violations in documenting some financial transactions and accounting for expenses as assets, factors that authorities said contributed to revealing the true deficit in the bank’s capital.
The crisis was not only financial but quickly turned into a political crisis due to Peña’s previous relationships with the economic group that owns the bank, as he held a stake in the “Vázquez Group,” linked to the banking institution, before stating that he divested from his investments in March 2025.
The president faced accusations from the opposition of conflict of interest, misusing public funds, and overlooking banking violations, especially since funds belonging to government institutions and pension funds were deposited with the bank during its expansion period. Administrative and supervisory appointments related to the group also raised questions about the independence of the bodies responsible for overseeing the banking sector.
In a development that increased Peña’s isolation, former President Horacio Cartes, one of the prominent leaders of the ruling Colorado Party, announced his support for the impeachment proceedings, reflecting the fracture of the political front that had supported the president and paving the way for deputies from the ruling party to join the opposition in demanding accountability.
Minutes after the resignation announcement, the House of Representatives unanimously voted, with 78 votes, in favor of proceeding with the political impeachment, in an unprecedented move in terms of its rapid development, while the case moved to the Senate, which must resolve it according to constitutional procedures, amid complications regarding the acceptance of the resignation and its legal implications for the president.
Vice President Pedro Alliana is expected to assume the presidency following Peña, to complete the current term ending in August 2028, but the power transition remains linked to the completion of parliamentary and constitutional procedures, amid debate over whether to accept the resignation or continue the political trial of the president.
The crisis is particularly significant considering that Paraguay has presented itself in recent years as one of the promising investment destinations in South America, benefiting from economic growth, relative stability, and encouraging tax policies, as it has received investment-grade credit ratings from international agencies, making the collapse of a bank like “Ueno” and its political repercussions a tough test for investor confidence in the country’s institutions.
