Sudan has called on the countries of the Sahel and Sahara States to condemn the violations attributed to the Rapid Support Forces and to classify it as a terrorist organization, urging measures to prevent the use of the territories of member states as a corridor for the flow of weapons, mercenaries, and logistical supplies to the forces, in an escalation of Sudan’s diplomatic efforts aimed at drying up external support sources for one side of the ongoing war in the country.

The demand was made by the Sudanese Undersecretary of the Ministry of Foreign Affairs and International Cooperation, Ambassador Maawiya Othman Khalid, during his participation in the 22nd ordinary session of the Executive Council of the Sahel and Sahara States, hosted by the Libyan capital Tripoli, with the participation of foreign ministers, heads of delegations, representatives of member states, and officials from the General Secretariat of the grouping, according to the Sudanese News Agency “SUNA”.

The Sudanese official reviewed the developments in his country during the meeting, warning of what he described as an “existential threat” facing the state due to the rebellion of the Rapid Support Forces, accusing them of targeting state institutions, vital facilities, and sites of cultural value, which has led to wide-ranging repercussions on security and humanitarian conditions.

Khalid accused the Rapid Support Forces and the mercenaries he claimed they brought in from several countries of committing violations that included ethnic cleansing campaigns and practices of systematic starvation, calling on member states to take a collective stance condemning these practices and to work on classifying the forces as a terrorist organization.

The Sudanese Undersecretary of Foreign Affairs called for coordinating efforts among the member states to prevent the crossing of mercenaries and the flow of military supplies across borders, considering that stopping these flows represents a fundamental step to limit the continuation of the war and reduce the military capabilities of the Rapid Support Forces, amid repeated Sudanese accusations of the existence of cross-border supply networks contributing to prolonging the conflict.

These demands gain particular importance given the geographical extension of the Sahel and Sahara States grouping, which includes countries located in a geographical area intertwined with the paths of the Sudanese conflict and its western and southern borders, making security cooperation, border monitoring, and preventing arms smuggling and illegal crossings influential issues in the developments of the war.

The Sudanese moves come at a time when international reports regarding the role of external support networks in fueling the conflict are increasing. The United Nations Independent International Fact-Finding Mission on Sudan warned in September 2026 that cross-border recruitment, funding, and supply networks contribute to enhancing the military capabilities of both sides of the war, pointing to the transfer of weapons, ammunition, military technologies, and foreign fighters, including elements that have been recruited and trained to support the Rapid Support Forces.

This comes as the Sudanese war approaches the completion of its fourth year since the outbreak of clashes between the Sudanese army and the Rapid Support Forces on April 15, 2023, following disputes over the integration of forces into the military institution and arrangements related to the transitional phase, before it turned into a large-scale conflict whose repercussions extended to several areas, leading to the destruction of infrastructure, the displacement of millions of people, and the exacerbation of the humanitarian crisis.

In this context, Sudan seeks to expand its diplomatic movement within regional and international institutions, relying on the file of accusations related to the flow of weapons and foreign fighters, to pressure for positions and measures that limit military and logistical support for the parties to the war.

The Libyan capital, Tripoli, hosted on November 7, the proceedings of the 22nd session of the Executive Council of the Sahel and Sahara States, as part of efforts to reactivate the institutions of the grouping and resume its role in enhancing cooperation and coordination among its countries, particularly in the political, security, and economic fields.

The session concluded with the adoption of a set of decisions and recommendations aimed at supporting the grouping’s progress and enhancing the effectiveness of its institutions, without the published Sudanese statement including details regarding the adoption by member states of the demand to classify the Rapid Support Forces as a terrorist organization or taking a collective decision in this regard.
