* يُمكن قراءة قرار تأسيس جامعة الرياض للفنون ضمن مسارٍ تحديثي وطني، شمل كثيراً من القطاعات، ومن بين تجلياته هنا؛ الخطوات الحثيثة المتعلقة بالشأن الثقافي، الذي وصل -منذ وقت مبكر في نظري- إلى مرحلة من النُضج، تقتضي التحوُّل من رعاية الثقافة إلى صناعتها، ومن أُفُق الهواية إلى فضاء الاحتراف المؤسَّسِي، وتحويل جانب من القطاع الثقافي، إلى مجالٍ إنتاجي قائم على الكفاءة والتخصص، وذلك يتيح للثقافة والفنون أن تزدهر وتتنامى، عندما تنتقل من ميدان الممارسة الفردية، إلى بنية تعليمية ومهنية مؤسَّسية، تجمع التخصصات وتربطها بحاجات الميدان الثقافي، على اتساعه وتنوعه، وارتباطه بمنظومة التحديث، التي شملت عديداً من القطاعات.
* وأمَّا توقيت القرار، فقد وافق مرحلة اتساع النشاط الثقافي، ونضجه -كما أسلفت- وتعدد مجالاته، وازدهار المهرجانات، وتكاثر المنابر، واتساع دوائر الفنون، وهي جميعها فعاليات وأنشطة ثقافية حيوية، بحاجة إلى إحكام بُناها الداخلية، وتنظيم أدوارها، وتهذيب أدواتها، بواسطة كوادر تمتلك الأهلية والكفاءة العلمية، والخبرات التقنية والمعرفية. وهو ما نأمل ونتوقَّع أن تنهض به مؤسسات مثل جامعة الرياض للفنون؛ ترعى الاستدامة، وتمكِّن لثقافةٍ تقوم على المعرفة والإبداع.
* أمَّا الأثر الآني، فأتوقَّع وأتمنى أن تسهم الجامعة في تنظيم المسارات الفنية المهنية، بحيث ينتقل الأفراد من العمل الفردي، أو التعلُّم غير المنهجي، وفوضى التجارب الفنية العشوائية، إلى مسارات واضحة تشمل التعليم والتدريب، وتأهيل الموهوبين والموهوبات، بما يُسهم في الارتقاء بجودة الإنتاج الفني، بأنماطه وألوانه كافة، بواسطة معايير أكاديمية ومهنية، إلى جانب الاستفادة من الخبرات العالمية، في مجالات عمل الجامعة، وأيضاً سيعزز الطابع الأكاديمي الرسمي لهذه التخصصات من حضورها كخيارات دراسية ومهنية.
* وأمَّا الأثر المستقبلي، فالمأمول أن تسهم الجامعة في دعم بناء اقتصاد ثقافي إبداعي، يعتمد على الإنتاج المحلي في مجالات مثل؛ السينما، والموسيقى، والتصميم… إلخ، ويساعد في توفير الكفاءات المؤهلة، وتقليل الاعتماد على الخبرات الخارجية، مع تعزيز القدرة على إنتاج محتوى قابل للتصدير. كما يمتد الأثر إلى تنشيط البيئة الثقافية في المدن الأخرى في بلادنا، بواسطة دعم الأنشطة المرتبطة بالفنون، وظهور مشاريع وشراكات في هذا المجال، تسهم في ترسيخ الهوية الثقافية الوطنية، وتنظم الفعاليات والأنشطة الثقافية بصورة علمية، تليق ببلادنا، ومقدراتها وإمكاناتها في هذا المجال.
* The decision to establish the Riyadh University of Arts can be viewed within a national modernization trajectory that encompasses many sectors. Among its manifestations here are the diligent steps related to cultural affairs, which, in my opinion, have reached a stage of maturity that necessitates the transition from nurturing culture to producing it, from the realm of hobby to the space of institutional professionalism. This transformation aims to shift part of the cultural sector into a productive domain based on efficiency and specialization, allowing culture and the arts to flourish and grow as they move from the field of individual practice to an educational and professional institutional structure that integrates disciplines and connects them to the needs of the cultural field, in all its breadth and diversity, and its connection to the modernization system that has included many sectors.
* As for the timing of the decision, it coincided with a phase of expanding cultural activity and its maturity—as I mentioned—along with the diversification of its fields, the flourishing of festivals, the proliferation of platforms, and the widening circles of the arts. All of these are vital cultural activities that require the strengthening of their internal structures, organizing their roles, and refining their tools through qualified and competent personnel with scientific expertise and technical knowledge. This is what we hope and expect institutions like the Riyadh University of Arts will achieve; fostering sustainability and enabling a culture based on knowledge and creativity.
* As for the immediate impact, I expect and hope that the university will contribute to organizing professional artistic pathways, allowing individuals to transition from individual work or unstructured learning and the chaos of random artistic experiences to clear pathways that include education and training, and the qualification of talented individuals, which will contribute to enhancing the quality of artistic production in all its forms and colors, through academic and professional standards, alongside benefiting from global experiences in the university’s fields of work. This will also enhance the official academic character of these disciplines as viable study and career options.
* As for the future impact, it is hoped that the university will contribute to supporting the construction of a creative cultural economy that relies on local production in fields such as cinema, music, design, etc., helping to provide qualified competencies and reduce reliance on external expertise, while enhancing the ability to produce exportable content. The impact will also extend to invigorating the cultural environment in other cities in our country by supporting activities related to the arts and the emergence of projects and partnerships in this field, contributing to the consolidation of national cultural identity, and organizing cultural events and activities scientifically, befitting our country and its capabilities and potentials in this area.
