بات العراق قاب قوسين أو أدنى من إنجاز المهمة الصعبة المتمثلة في حصر السلاح بيد الدولة، في إطار تفاهمات نادرة بين الحكومة وزعماء الإطار التنسيقي الشيعي، من المقرر بحثها خلال الأيام القادمة في اجتماع مفصلي بين رئيس الوزراء علي فالح الزيدي وقادة الإطار.
وعلمت «عكاظ» أن الاجتماع المرتقب سيناقش ثلاثة محاور رئيسية؛ أولها استكمال الاستحقاق السياسي والاتفاق على عقد جلسة لمجلس النواب للتصويت على الوزارات الشاغرة، وثانيها مناقشة قرار زعيم التيار الوطني الشيعي مقتدى الصدر بشأن فك ارتباط «سرايا السلام» والانضمام إلى القوات الأمنية وحصر السلاح بيد الدولة، أما المحور الثالث فيتعلق بملف الفصائل المسلحة وهيئة الحشد الشعبي.
وقال مصدر مقرب من الإطار لـ«عكاظ» إن مقترحاً طُرح داخل الإطار يقضي بإنشاء وزارة أمنية تضم هيئة الحشد الشعبي والشرطة الاتحادية وحرس الحدود، فيما يقضي مقترح آخر بدمج فصائل الحشد ضمن وزارتي الداخلية والدفاع.
وأشار مصدر حكومي إلى أن رئيس الوزراء علي فالح الزيدي سيعقد اجتماعاً موسعاً خلال الأسبوع الحالي مع قادة أمنيين وممثلين عن الفصائل المسلحة التي أعلنت تسليم سلاحها للدولة، لوضع الآليات والسقف الزمني لدمج عناصرها وتفكيك مواقعها، إلى جانب مناقشة الضمانات التي ستُمنح لتلك الفصائل.
وبحسب التفاصيل، فإن الاجتماع سيشهد مناقشة ثلاث مراحل لحسم ملف الفصائل؛ تبدأ بمرحلة الجرد والحصر للمواقع التابعة لكل فصيل أو حركة، تليها مرحلة تقييم وتسليم السلاح وفق سقف زمني محدد، ثم مرحلة دمج الأفراد وتوزيعهم على المؤسسات الأمنية الرسمية أو هيئة الحشد الشعبي.
تجدر الإشارة إلى أن المرحلة الثالثة ستُشرف عليها لجان مشتركة تضم ممثلين عن الفصائل والوزارات والأجهزة الأمنية والعسكرية، بإشراف القائد العام للقوات المسلحة، إلى جانب بحث مسألة التمويل والتخصيصات المالية اللازمة لتنفيذ آليات إنهاء ملف الفصائل.
وأضاف المصدر أن الاجتماع سيناقش بالتفصيل جميع متعلقات الملف، بما في ذلك الضمانات التي تطلبها بعض الفصائل، ومنها دمج الجميع دون استثناء، وضمان التخصيصات المالية والرواتب، وعدم الملاحقة.
وكان زعيم التيار الوطني الشيعي مقتدى الصدر قد أعلن، الأربعاء الماضي، فك الارتباط مع «سرايا السلام» وإلحاقها بالدولة، وهي خطوة لاقت ترحيباً من الحكومة العراقية برئاسة علي فالح الزيدي.
وتعود جذور معظم الفصائل المسلحة الحالية إلى ما بعد عام 2003، حين نشأت تشكيلات مسلحة مرتبطة بالفراغ الأمني الذي أعقب الغزو الأمريكي للعراق، قبل أن تتوسع بشكل كبير بعد اجتياح تنظيم داعش لمدن عراقية واسعة عام 2014.
Iraq is on the verge of accomplishing the difficult task of restricting weapons to the state, within the framework of rare understandings between the government and the leaders of the Shiite coordination framework, which is set to be discussed in the coming days during a pivotal meeting between Prime Minister Ali Faleh Al-Zaydi and the leaders of the framework.
According to “Okaz,” the upcoming meeting will discuss three main axes; the first is to complete the political entitlement and agree on holding a session of the House of Representatives to vote on the vacant ministries, the second is to discuss the decision of the leader of the Shiite National Movement, Muqtada al-Sadr, regarding the disbanding of “Saraya al-Salam” and joining the security forces and restricting weapons to the state, while the third axis relates to the file of armed factions and the Popular Mobilization Forces.
A source close to the framework told “Okaz” that a proposal was raised within the framework to establish a security ministry that includes the Popular Mobilization Forces, the Federal Police, and the Border Guard, while another proposal calls for merging the factions of the Popular Mobilization within the Ministries of Interior and Defense.
A government source indicated that Prime Minister Ali Faleh Al-Zaydi will hold an extensive meeting this week with security leaders and representatives from the armed factions that announced their intention to hand over their weapons to the state, to set the mechanisms and timeline for integrating their members and dismantling their positions, in addition to discussing the guarantees that will be provided to those factions.
According to the details, the meeting will witness discussions on three phases to resolve the factions’ file; starting with an inventory and assessment of the sites belonging to each faction or movement, followed by a phase of evaluation and weapon handover within a specified timeframe, and then a phase of integrating individuals and distributing them to official security institutions or the Popular Mobilization Forces.
It is noteworthy that the third phase will be supervised by joint committees that include representatives from the factions, ministries, and security and military agencies, under the supervision of the Commander-in-Chief of the Armed Forces, along with discussing the issue of funding and the necessary financial allocations to implement the mechanisms for resolving the factions’ file.
The source added that the meeting will discuss in detail all related matters, including the guarantees requested by some factions, such as integrating everyone without exception, ensuring financial allocations and salaries, and protection from prosecution.
Last Wednesday, the leader of the Shiite National Movement, Muqtada al-Sadr, announced the disbanding of “Saraya al-Salam” and its incorporation into the state, a step that was welcomed by the Iraqi government led by Ali Faleh Al-Zaydi.
The roots of most current armed factions date back to after 2003, when armed formations emerged linked to the security vacuum that followed the American invasion of Iraq, before expanding significantly after the ISIS invasion of large Iraqi cities in 2014.
